HMAS Melbourne (R21) was a Majestic-class light aircraft carrier of the Royal Australian Navy (RAN). Operating from 1955 until 1982, she was the third and final conventional aircraft carrier to serve in the RAN. Melbourne was the only British Commonwealth naval vessel to sink two friendly warships in peacetime collisions. The ship was laid down for the British Royal Navy as the lead ship of the Majestic class in April 1943, and was launched as HMS Majestic (R77) in February 1945. At the end of World War II, work on the ship was suspended until she was purchased by the RAN in 1947. At the time of purchase, it was decided to incorporate new aircraft carrier technologies into the design, making Melbourne the third ship to be constructed with an angled flight deck. Delays in construction and integrating the enhancements meant that the carrier was not commissioned until 1955. Melbourne never fired a shot in anger during her career, having only peripheral, non-combat roles in relation to the Indonesia-Malaysia confrontation and the Vietnam War. However, she was involved in two major collisions with allied vessels. On the evening of 10 February 1964, Melbourne collided with and sank HMAS Voyager when the Daring class destroyer altered course across her bow. Eighty-two of Voyager's crew were killed, and two Royal Commissions were held to investigate the incident. The second collision occurred in the early morning of 3 June 1969, when Melbourne collided with and sank the Allen M. Sumner class destroyer USS Frank E. Evans in similar circumstances. Seventy-four United States Navy (USN) personnel died, and a joint USN–RAN Board of Inquiry was held. These incidents, along with several minor collisions, shipboard accidents, and aircraft losses, led to the reputation that Melbourne was jinxed. Melbourne was paid off from RAN service in 1982. A proposal to convert her for use as a floating casino failed, and a 1984 sale was cancelled, before she was sold in 1985 and towed to China for breaking. The scrapping was delayed so Melbourne could be studied by the People's Liberation Army Navy (PLAN) as part of a secret project to develop a Chinese aircraft carrier and used to train PLAN aviators in carrier flight operations. HMAS Melbourne was decommissioned on 30 June 1982, having spent 62,036 hours underway and having steamed 868,893 nautical miles. A proposal to convert her for use as a floating casino failed, and a 1984 sale was cancelled, before she was sold for scrap in 1985 and towed to China for breaking. This photograph is a copy displayed in the Australian Dictionary of Biography. The original photograph is in the La Trobe Collection in the State Library of Victoria. William Henry Gaunt (1830-1905), judge, was born on 27 July 1830 at Leek, Staffordshire, England, son of John Gaunt, banker, and his wife Mary, née Bakewell. Educated at Leek Grammar School and Whitchurch, Salop, he migrated to Melbourne, and entered the Victorian public service and was rapidly promoted. By March 1854 he was chief clerk at Beechworth, the administrative centre of the Ovens goldfield. In July 1855 the resident warden commended Gaunt as 'a highly valuable public servant' with an intimate knowledge of the district and the 'temper and disposition of the miners'. Appointed sub-warden in the Beechworth district in January 1856 and a Chinese protector in August, he was given control of the extensive Woolshed district. When European miners attacked a party of Chinese at the Buckland River diggings in May 1857 Gaunt was sent to restore order. One of his proclamations, issued in Chinese characters, concluded 'W. H. Gaunt, your protector—tremble and obey!' In June he was appointed a police magistrate and next month was sent to take charge at the Buckland where the Chinese had been expelled from the diggings; the police force assisting him was led by Robert O'Hara Burke. In January 1858 Gaunt was appointed a warden, in November was transferred to Chiltern, north of Beechworth, and in August 1859 was made a commissioner of crown lands. In February 1860 Gaunt was appointed a coroner of Victoria, acting at Indigo, near Chiltern. In April 1865 he was transferred to Beechworth, became visiting justice of the gaol and later moved to Sandhurst. In January 1869 he was appointed returning officer for the mining district of Ballarat and visiting justice of the gaol. He was associated with this area for the rest of his life and won high repute for his integrity. In 1874 he chaired the inaugural meeting of the first Australian competitive swimming club. For years he studied law and was called to the Bar in December 1873. He was one of the many public servants dismissed by Graham Berry on 9 January 1878 (Black Wednesday). After petitioning the Queen in vain over his dismissal he began practice in Ballarat as a barrister. He soon became a leading authority on mining laws; one of the cases in which he was involved was the lengthy inquest on the bodies of the twenty-two miners drowned in the New Australasian mine disaster at Creswick in 1882. He was appointed a temporary judge of the Insolvency Court in 1889 and a County Court judge in 1891. In 1900 he was chairman of the royal commission which considered Metropolitan Board of Works matters, and in 1902 was president of the inquiry into the unification of municipalities in Victoria. In 1860 Gaunt married Elizabeth Mary, the youngest daughter of Frederick Palmer; they had nine children. Of the surviving five sons and two daughters, Ernest Frederick Augustus and Guy Reginald Archer both became admirals and were knighted; Cecil Robert became a lieutenant-colonel, Clive Herbert a government advocate in Rangoon and Mary (Mrs H. L. Miller) one of the first women students to enrol at the University of Melbourne (1881), although she did not complete her degree; she became a successful novelist. Gaunt died on 5 October 1905. An anonymous colleague said: 'I don't think he was ever excelled as a police magistrate, and during the many years he was on the County Court bench he earned the highest regard. His capacities were as unquestioned as his integrity, and more could not be said of any judge'. Considered in terms of both loss of property and loss of life, the Black Friday bushfires on 13 January 1939 were one of the worst disasters to have occurred in Australia and certainly the worst bushfire up to that time. The fires burnt 2 million hectares, 69 sawmills were destroyed, 71 people died, and several towns and sawmills were entirely obliterated. Among those killed were four men from the Commission The subsequent Royal Commission conducted by Judge Leonard Stretton has been described as one of the most significant inquiries in the history of Victorian public administration. Its recommendations led to sweeping changes. In addition to building dams and water points, the Stretton Royal Commission recommended expanding and controlling the use of bushfire dugouts at forest sawmills. Well-constructed dugouts had saved the lives of many sawmill workers and their families during the 1939 bushfires. But in some locations, they had proved fatal. Dugouts became mandatory for those few sawmills that remained in the forest after the 1939 fires. Many remote logging coupes and FCV roading camps also had dugouts. The local District Forester was required to make annual pre-season inspections of all dugouts on State forests and those within the Fire Protected Area (FPA). Some were built privately on private land. Most were primitive construction with a log or corrugated iron roof covered with earth. A hessian bag often hung at the entrance to keep the heat and smoke out. But they were dark and damp with snakes and other creepy crawlies often lurking inside. By 1940-41 there were 19 new dugouts constructed by the Commission and a further 128 by forest licensees. Ten years later there were 8 new Commission dugouts and 21 new ones built by other interests. By 1960-61 the rate of new builds was declining but the Commission still managed 103 dugouts while 127 were looked after by others.
