It is a cream coloured bank note with with brown and blue writing and emblems printed on itOn the front side is a picture of the Great Seal of the United States in blue on a cream background, Series 472 for 10 cents also the number C07094035C and it is called a Military Payment Certificate, for use only in United States Military establishmenrts by United States Authorized personnel. Military payment certificates, or MPC, was a form of currency used to pay U.S. military personnel in certain foreign countries. It was used in one area or another from a few months after the end of World War II until a few months after the end of U.S. participation in the Vietnam War – from 1946 until 1973. MPC utilized layers of line lithography to create colorful banknotes that could be produced cheaply. Fifteen series of MPCs were created. However, only 13 series were issued. The remaining two were largely destroyed, although some examples remain. Among the 13 released series a total of 94 notes are recognized.The 5 cent note is purple, The 10 cent note is green, the 25 cent note is red and the dollar note is mauve. These coins are examples of Australian decimal currency coins in 1970 and 1971. Decimal currency was introduced into Australia in 1966 with 50 cents, 20 cents, 10 cents, five cents, two cents and one cent coins issued at that time. The images of Australian animals and birds on one side of the coins were designed by Stuart Devlin. The one and two cent coins were discontinued in the 1980s and $1 and $2 coins were introduced in 1991.These coins are retained as examples of Australian decimal currency coins in the 1970s. When this winter appeal badge was produced the Australian economy was in recession (financial down turn) and the ability of some of the unemployed sectors of the community required but could not purchase warm clothes. The Australian recessions of 1945 and 1961 left their mark on the economy and accounted for a long and slow recovery in the 1960's and 1970's. The Red Cross was one of a few benevolent agencies/organisations that provided those more affluent in society to donate money to these types of appeals for financial donations. the money collected was used in obtaining warm close for those in need.In the Kiewa Valley the lingering recessional consequences (high interest rates, slowdown in Australian manufacturing) had an effect upon those whose produce was consumed by large towns and cities. The manufacturing industries including textile and clothing industries were feeling the start of the invasion of cheaper imports. Unemployment was beginning to be an ongoing major political and social issue. The need for support for the financial strapped city and country towns was on the increase and this Red Cross Badge (Winter Appeal) was one of several appeals to help those financially disenfranchised families to overcome the severe clothing shortages in both country and city environments.This badge has an enamel front with red and blue lettering and the circumference is marked to represent a 'life ring, life buoy, life belt' which has all of the red lettering with in its boundary. The fastening mechanism is a "stick" pin made from mild steel (fashioned as a semi circular spring contained within the back rim of the badge. The "stick" protrudes beyond the badge allowing it to be fastened onto clothing.At the top of the badge and in red print "RED CROSS" and at the bottom "WINTER APPEAL" with a"1/-" (one shilling coin - modern equivalent to 10 cents).
