The Napoleonic Wars were a period of conflict from 1803-1815, caused by unresolved tensions following the end of the French Revolution. Coalitions of European powers fought against Napoleon Bonaparte and the French army, who were defeated at the Battle of Waterloo on the 18th June 1815, in Belgium. The conclusion of the battle would mark a period of sustained peace for Europe, that would bring with it cultural and technological innovation. This document in illustrative of the prize money awarded to different groups of soldiers following the Capture of Paris, separated into different classes. The first class consisted of General Officers, the second of Field Officers and Colonels, the third of Captains, the fourth of Subalterns, the fifth of Serjeants and the sixth of Corporals, Drummers and Privates. The Commander in Chief of the Army also received £61, 178/3/ 5 1/2. In addition to the money given to these classes, which approximately totaled £486,246 / 18/ 1 3/4, a total of £30,000 was paid to the Bank of England and £7,204 / 16/ 7 1/4 was paid to the Chelsea Hospital, to a grand total of £558,940/ 12/ 3. This money given to the Chelsea Hospital was part of the Army Prize Money Act 1814 (54th Geo. 3 c. 86, 14th July 1814), which when passed through parliament entailed that any prize money unclaimed or forfeited would be paid to the Chelsea Hospital. The Royal Hospital Chelsea is a charitable institution which provides support to war veterans and has existed since the reign of Charles II. The document goes into further details of the payments made to specific regiments, who include members of the British cavalry and artillery, rifleman, staff corps and foreign soldiers enlisted to aid with the campaign. The award of prize money following battle was meant to serve as an incentive for aggression and victory, in addition to helping deter looting of the deceased possessions. A paper watermark '1810' on the handwritten document suggests it is an original, and therefore was probably in the possession of a battle participant, most likely of a higher rank. The provenance of the document is unknown but one possibility is through former Ballarat School of Mines staff member Hester Darby, whose parents were Ernest Darby and Leah Hynam. Her maternal line boasted a Battle of Waterloo veteran. A number of handwritten pages 48 cm. x 34.5 cm. (slightly larger than A3) which has been folded in half, and in half again. When attempts were made to tape the torn document together, one page was taped in the wrong order. The top of the third page aligns with the bottom of the fourth page, the top of the fourth page with the bottom of the third. Corrections to this have been made in the transcript. DESCRIPTION ON DISCOVERY: "BALLARAT - Copy of an historic document of prize money paid after the battle of Waterloo and capture of Paris in 1815 has been found among old papers at the Ballarat School of Mines. The full amount of prize money was stated at "£558,913 10/10." Scores of regiments had their shares varying probably, according to the numbers. This book was written by John Scott (1784-1821) a Scottish journalist, editor and publisher. He was editor of the Champion, a weekly political and literary journal. It is part of Flagstaff Hill’s Pattison Collection of books which originated from the Warrnambool Mechanics’ Institute. It was published by Longmans, Green & Co. The publisher firm, Longmans, Green & Co, was originally founded in 1724 in London by Thomas Longman under the name Longman. In August of that year, he bought the two shops and goods of William Taylor and set up his publishing house there at 39 Paternoster Row. The shops were called Black Swan and Ship, and it is said that the 'ship' sign was the inspiration for Longman's Logo. After many changes of name and management, including Longman, Hurst, Rees, Orme and Brown from 1811 to 1823, the firm was incorporated in 1926 as Longmans, Green & Co. Pty Ltd. The firm was acquired by Pearson in 1968 and was known as Pearson Longman or Pearson PLC. The book is significant for its review of early 19th century Paris by John Scott journalist and political editor. It is also important for its connection to the London publisher Longman, Hurst, Rees, Orme and Brown who were an extension of the Longmans, Green & Co, operating under this name from 1811 to 1823. The firm has been established for over two centuries, is renowned for publishing encyclopedias, dictionaries, books on English grammar, textbooks, poetry, reference books, novels, magazines and more. By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art, and valuable specimens in almost every branch and many wonderful national curiosities are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the lack of financial support led the WMI in 1911 to ask the City Council to take it over. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Library as it was then called. When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Ralph Pattison. Eventually the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. RALPH ERIC PATTISON Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up home in Warrnambool. In 1935 Pattison accepted a position as City Librarian for the Warrnambool City Council. His huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower area of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine, and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave during 1942 to 1945 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. However he continued to take a very keen interest in the continual development of the Library until his death in 1969. Not much is known of John Partridge other than he operated his business of making wood planes and other edged woodworking tools in Birmingham. The Birmingham General Directory of the borough of Birmingham businesses of 1849 has him listed as a "Plane/iron maker" however he was probably making planes from around 1815. Birth and death records indicate he was born in 1797 in West Bromwich, Staffordshire England and that he died in 1851. His wife Sarah Nee Ashton he married at Harborne Staffordshire in 1822 and she also died in 1851, it appears they were survived by three children, John born 1826, Sarah 1835, and William 1838. John Partridge tools are now collector's items and represent a time in history when tools of all kinds were predominately still being made by hand in small family workshops. This was during a time known as the first industrial revolution, a time that was regarded as a transition period in history to new manufacturing processes that were occurring in Europe and the United States. The string has long been a household and office utility, but an easily tangled one. generations of manufactures have devised cast-iron string holders and string reels in an attempt to distribute this material more efficiently. Many different designs of cast-iron string holders exist some nickel, others painted many had an open pattern so clerks behind the counter of the general store could see at a glance if he or she was about to run out of string. In the 20th century, string holders became more decorative, morphing into novelty items for the home. History: Starting from 1869, the young carpenter by trade, Melvin Newton Lovell (1844-1895) from Erie, Pennsylvania, later a manufacturer and successful businessman, was granted numerous patents for various devices, between them several patents for adding machines and cash registers in 1891. The Lovell Manufacturing Company was founded by Melvin Newton Lovell who was born in Allegheny, Venango county, Pennsylvania, on 31 August 1844, to Darius T. Lovell (1815-1855) and Susan B. (Conover) Lovell (1827-1883). When Melvin Lovell was a boy, the family moved to Kerrtown, a village located in the vicinity of Titusville, Pennsylvania. There Melvin served an apprenticeship as a carpenter's and his natural mechanical talent, soon enabled him to become a skilled workman. In 1861, at seventeen years of age, Melvin left home, without parental authority, and joined the Union Army soon after the outbreak of the Civil war, in August 1862, he enlisted as a private in the 127th Pennsylvania Volunteer Infantry, and was discharged the end of May 1863. In 1865 he took up residence in Erie, where he worked as a carpenter for some years. In 1869 Melvin Lovell invented and patented several useful articles for household use, and in that year he began the manufacturing certain of these inventions, in partnership with Franklin Farrar Adams, another inventor. The company's principal products were washing machines and step-ladders but also made many other cast iron household items known as the “Anchor Brand” when manufacturing began in earnest in 1881. As a result, the Lovell Manufacturing Company grew to be one of the largest industrial concerns of its kind in the country, recognized as being the most extensive manufacturer of clothes-wringers in the entire world. Lovell established sales agencies for his products in all parts of the country, and these branches were known as the Lovell stores. These goods were sold on the instalment plan, an innervation at the time for which Lovell was credited as the originator. Lovell invented and patented the famous wringer which bears his name, and in later years he confined his operations largely to the manufacture and improvement of this invention. Lovell was also one of the organisers and stockholders of the Combination Roll & Rubber Manufacturing Co, of New York, which was formed to manufacture his patents. With headquarters in New York and a factory at Bloomfield, New Jersey. Unfortunately, during a trip to Atlanta, while representing the state of Pennsylvania at a trade exposition, he passed away in his prime, on 21 November 1895, and was buried in Erie Cemetery, Erie, PA. Today the Lovell Manufacturing Company and foundry is preserved and situated at Lovell Place 1301 French Street Erie Pennsylvania, the site is regarded as a historic complex and national historic district. It includes nine contributing buildings built between 1883 and 1946 and has now been converted to luxury apartments.An item used in shops, offices etc to dispense string although the item was commonly found in many areas of general commerce.
