Collage of a collection of black and white portraits of men in oval frames with names. They are past councillors and the late Officer C.S. Wingrove of the Shire of Eltham from its inception until 1914. Originally compiled as a farewell gift to Ewan H. Cameron on his retirement from Parliament and community affairs in 1914. The photos were encased in a very large and handsme frame. It was presented to Mr. Cameron as a "testimonial [and] a small token of [Eltham Shire Councillors and community] their heartfelt esteem, and felt Mr Cameron would often look upon the faces encased in the frame, and it would remind him of friendships made and good work performed.' Mr Cameron was a well-respected man described as “Father of all in the County of Evelyn”. There were many living monuments of the good work done by Mr Cameron – schools, churches, halls and railways. Mr Cameron’s retirement was partly due to deafness. On the occasion of the presentation he told his audience that he started his public career in 1858 when he was elected a member of the Castlemaine Mining Board-; he held the position till 1900-42 years. In 1862 he was elected to the Eltham Shire Council (then a Road Board), and retired in 1914-52 years. He entered Parliament in 1874 and retired in 1914 -40 years and 8 months. The Hon Ewan H. Cameron lived at Pigeon Bank, Kangaroo Ground and died 27 September 1915. Names on the photo include: A. Beale, C. H. Bath, W. Morris, S.W. Scott, A. L. White, J. Fitch, W. G. Gray, J Darly Mealy, W. One of the originals of this photograph was destroyed in the fire which burnt the Shire Offices at Kangaroo Ground in February 1934.This unique photo documents early pioneers in the Shire of Eltham. The context of its origins further illustrates the esteem of which E.H. Cameron was held in the community. This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book,"Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). The collection of over 500 images is held in partnership between Eltham District Historical Society and Yarra Plenty Regional Library (Eltham Library) and is now formally known as the 'The Shire of Eltham Pioneers Photograph Collection.' Appendix to Shire Secretary’s Report, 28 November 1966 SHIRE PRESIDENTS Local Government in this part of the State could be said to have commenced with election in 1846 of three trustees for "The Parish Road, leading from the Suburban Allotments in the Parish of Jika Jika, near Melbourne, to the Village Reserve in the Parish of Nillumbik". The Upper Heidelberg and Old Eltham Road follow approximately the original line of road proclaimed in 1840. The Eltham Road District was proclaimed on 24.9.1856. A meeting of landowners and householders of the Eltham Road District was held on 14.10.1856 at the Fountain of Friendship Hotel, Little Eltham, for the purpose of forming a District Road Board. To date I have been unable to locate any record of the names of the members elected, or of the first Chairman. Further research may yield the desired information. The Shire of Eltham was constituted on 28.3.1871. The proposed Roll of Shire Presidents should, I believe, also include the Road Board Chairmen. It may also be considered fitting to recognise the Heidelberg or Nillumbik (or Warringal) Road Trust in the same way. The first Minute Book of the Board, covering the period 1856 to 1863, has apparently been missing for many years. The Shire Minute Book for the period 1878 to 1885 is also missing. The absence of these vital records makes difficult the compilation of a complete and accurate list of Chairmen and Presidents. Although an early letter book yielded the names of the Shire Presidents in 1878, 1879 and 1800. The names prior to 1863 were derived from Rate Books and Government Gazettes. The piano (Beale-Vader patented model) was donated on Thursday 19 December 1907 by Lady Northcote (Alice, wife of the Governor General of Australia) for the Siddeley Street Institute. The article in The Age dating Friday 20 December 1907: "Shortly after noon yesterday the Rey. A. Gurney Goldsmith, chaplain to the Victorian Missions to Seamen, who has just taken up residence at his quarters in the new Seamen's' Institute on the Yarra-bank, which was recently opened by his Excellence the Governor-General, was surprised at the receipt of a case of large dimensions. On opening it he found a grand piano, accompanied by a card, "With Lady Northcote's compliments." The pianoforte is one of Beale's make, and its presentation is another illustration of the determination of the vice-regal representatives in Australia to encourage local manufactures. It will be remembered that on the occasion of the opening of the institute an appeal was made to the public for a pianoforte and a billiard table. Lady Northcote has responded with the former, and it will be most useful in connection with the concerts which are given once a week to the, sailors of vessels coming up tho river. The question now arises as to who will provide the billiard table for the use of "Jack ashore," as one of the inducements for him, to visit the institute instead of' spending his spare time in the public house. "Governor Northcote and his wife had laid the foundation Stones of the first Central Institute on Siddeley street. The piano was used it for entertainments and concerts including accompaniment of silent films in the 1920s. 21st century visiting seafarers whilst on shore at the Mission, still regularly play pieces such as popular tunes and classics.
