Appendix to Shire Secretary’s Report, 28 November 1966 SHIRE PRESIDENTS Local Government in this part of the State could be said to have commenced with election in 1846 of three trustees for "The Parish Road, leading from the Suburban Allotments in the Parish of Jika Jika, near Melbourne, to the Village Reserve in the Parish of Nillumbik". The Upper Heidelberg and Old Eltham Road follow approximately the original line of road proclaimed in 1840. The Eltham Road District was proclaimed on 24.9.1856. A meeting of landowners and householders of the Eltham Road District was held on 14.10.1856 at the Fountain of Friendship Hotel, Little Eltham, for the purpose of forming a District Road Board. To date I have been unable to locate any record of the names of the members elected, or of the first Chairman. Further research may yield the desired information. The Shire of Eltham was constituted on 28.3.1871. The proposed Roll of Shire Presidents should, I believe, also include the Road Board Chairmen. It may also be considered fitting to recognise the Heidelberg or Nillumbik (or Warringal) Road Trust in the same way. The first Minute Book of the Board, covering the period 1856 to 1863, has apparently been missing for many years. The Shire Minute Book for the period 1878 to 1885 is also missing. The absence of these vital records makes difficult the compilation of a complete and accurate list of Chairmen and Presidents. Although an early letter book yielded the names of the Shire Presidents in 1878, 1879 and 1800. The names prior to 1863 were derived from Rate Books and Government Gazettes. Prior to the war, George Balfour lived at Wangakeirra(?), Kangaroo Ground. Post war, he lived at Lavender Park, Eltham. He served in the 2/8 Batallion, AIF, in North Africa and taken prisoner of war in Greece. In the UK post May 1945 and in Australia December 1949. German-born Anton Brinkkotter, a skilled metal-worker by trade, migrated to Australia in 1880. His initial job was to supervise the installation of ornamental ceilings in the Melbourne Exhibition Building. He moved to Research in about 1900, working first as a plumber and tank-maker. But he is best known for having established a poultry farm (on Main Road between Research Primary School and the Maroondah Aqueduct) in 1906, which steadily grew to become one of the largest in Victoria, supplying customers all over Australia. By 1935 it was a thriving business, with buildings housing 6,000 birds and incubators capable of hatching 8,000 eggs. He died suddenly from a heart attack in 1938 and is buried with his wife Anna in Eltham Cemetery. The business was carried on by his son Anton William Brinkkotter. When electricity came to Research in 1940, the Brinkkotter Poultry Farm was the very first customer, enabling further expansion and modernisation. Two electric incubators were installed with a capacity of 10,000 eggs each. Anton William Brinkkotter became active in public affairs, a trustee of the Eltham Public Hall in Henry Street and was an Eltham Shire Councillor between 1941 and 1961 serving three years as Shire President. The Brinkkotter house in Dudley Street was used to house the Eltham Library prior to a dedicated Library being completed with the southern wing of the Shire offices in 1971. He died in 1970 and is buried with his wife Bridgene in Eltham Cemetery, alongside his parents. The Blashiks were a German family and friends of the Brinkkotters. The son was Len Blashik. The family had a rough time during the First World War. They made tanks.The Reynolds family were early settlers in Research. The Reynolds/ Prior collection of photographs were taken by Tom Prior, the maternal uncle of Ivy Reynolds, around 1900 and the 60 photos in the album give a fine overview of many of the landmarks of Research and Eltham over 100 years ago. lvy lived in the family home for many years at 106 Thompson Cres Research. Ivy's father, Ernst Richard Reynolds and grandfather, Richard Reynolds, lived at the same address. Ivy's father Richard worked for Mr. Trail on his property in Research. Reynolds Road is named after the family. Mr Tom Prior (wife Eva) worked at the Melbourne zoo. He was very innovative and made his own camera, using the black cloth hood to exclude the light. The photographs are a reminder of the rural nature of Research and Eltham and its rich heritage. It was blessed on September 3, 1865. With the arrival of the railway in 1901 and the town centre moving closer to the station, the decision was made to relocate the site of the church to its present-day location on Henry Street at the corner of Main Road. A new timber weatherboard church, also called St Mary's was erected and blessed on October 13, 1912. The church and land cost £1,400 (Evelyn Observer). The original brick church It was demolished in the 1920s and the bricks and windows were recycled to build a dairy on the Brinkkotter farm at Research. The timber church was destroyed by fire in 1961 and a new modern architectural (1960s) style church was erected in its place and named Our Lady of Help Christians Church.This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book,"Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). The collection of over 500 images is held in partnership between Eltham District Historical Society and Yarra Plenty Regional Library (Eltham Library) and is now formally known as the 'The Shire of Eltham Pioneers Photograph Collection.' [from a contemporary report:] 1979: 11-20 August. “Along the Main Road” The Society's participation in this year's Eltham Community Festival was highly successful. We arranged an exhibition in the Eltham Library on the theme of ''Along the Main Road" and our float in the Festival Grand Parade won the prize donated by Pegasus Interiors for the best Eltham theme. The success of the float was due mainly to the efforts of Joh Ebeli. Joh was entirely responsible for the design and artistic work on the float and with help from Geoffrey Loftus-Hills and Mark Gough actually constructed it. Members and friends together with members of the Victorian Folk Music Club completed the picture, riding on and walking with the float in the parade. Mrs Opal Smith and Mrs B. Brinkkotter organized many of the costumes for participating members and Mrs Phyllis MacDonald made the arrangements with the Victorian Folk Music Club. Thanks are also due to Mr P. Quirke of Research Fruit Supply for the loan of his truck and to Eltham Hardware and Plumbing Supplies for the donation of materials for construction of the float. The $50.00 prize is to be shared with the Victorian Folk Music Club. In September 1937, a group of ladies met to form a Ladies’ Committee to assist the General Committee in raising funds for a Public Hall. Those present were Mrs Allen, Mrs Bowman, Mrs Hickey, Mrs Rains, Mrs Boake and Mrs Lyon. As there were only six present, they elected to remain in the interim as a Social Committee to arrange catering, etc., for the two dances that had been arranged for September 29th and October 30th of that year. Both those dances proved a great success. Mrs McAdie joined the committee in October. The Ladies’ Committee was officially formed at a combined meeting of the General and Ladies’ committees held on April 6th, 1938. Mrs Boake agreed to be President, Mrs Lyon as Secretary and Mrs Rains as Assistant Secretary. Other members included Mrs Browne, Mrs Forde, Mrs Jarrold, Mrs Bradbury and Mrs Taylor. By 1941 their numbers had grown to include Matron Wilson, and Mesdames Andrew, Brinkkotter, Cloney, Walker, Parsons, Crick, Ballenger, Travena, Hurst, Shields and Le Brocq . A number of these ladies eventually became part of the Women’s Auxiliary of the Eltham War Memorial Trust. Councillor A. Brinkkotter, secretary of the Hall Committee, noted that Eltham had succeeded, after many long years of fighting, in erecting a new hall and civic centre which had been badly needed. “It took a long time to convince the Council of the necessity for a new hall and civic centre in Eltham.” “The councillors, in looking after the interests of all sections of the rate payers, could not see that such a move was necessary. But finally the Hall Committee proved that such a move was not only advisable, but would prove a financial asset to the Shire.” “This committee had to put down £1,500 in cash before the work on the hall began, and to enable the committee to do this, residents loaned them money free of interest for 12 months. The fifth Eltham Community Festival was held 11-20 August 1979. The theme of the festival was “Along the Main Road” and was the first time the Shire of Eltham Historical Society (forerunner of the Etham District Historical Society) entered a float in the Festival Grand Parade. The Society's participation in this year's Eltham Community Festival was highly successful. We arranged an exhibition in the Eltham Library on the theme of ''Along the Main Road" and our float in the Festival Grand Parade "Pioneers of Eltham" won the prize donated by Pegasus Interiors for the best Eltham theme. The success of the float was due mainly to the efforts of Joh Ebeli. Joh was entirely responsible for the design and artistic work on the float and with help from Geoffery Loftus-Hills and Mark Gough actually constructed it. Society members and friends together with members of the Victorian Folk Music Club completed the picture, riding on and walking with the float in the parade. Mrs. Opal Smith and Mrs. B. Brinkkotter organized many of the costumes for participating members and Mrs. Phyllis Macdonald made the arrangements with the Victorian Folk Music Club. Thanks were also due to Mr. P. Quirke of Research Fruit Supply for the loan of his truck and to Eltham Hardware and Plumbing Supplies for the donation of materials for construction of the float. The $50.00 prize was shared with the Victorian Folk Music Club.
