Federation University Australia was established on 1 January 2014. Formerly known as the University of Ballarat, its enabling legislation was the University of Ballarat Amendment (Federation University Australia) Act 2013. While working as a Support Office at the University of Ballarat Aboriginal Education Centre she received the 1999 Victorian Young Achiever Award. The Ballarat School of Mines was established in 1870 through the initiatives of the Ballarat Mining Board making it the oldest site of technical education in Australia. The Board was concerned with the shortage of mine managers for the goldfields. Classes began in surveying, mathematics, and chemistry and a decade later they included metallurgy , assaying and geology. With the decline in goldmining the direction of the college changed and broadened, the art School was established and the Ballarat Junior Technical School developed. In 1976, the tertiary sector seperated from the School of Mines and Industries Ballarat to form the Ballarat College of Advanced Education. In the 1980s SMB was a Community College of Technical Education and Further Education (TAFE) offering a wide range of vocational, enrichment and preparatory programs. It is continuing the tradition of providing for the educaiton needs of people within the Central Highlands. During the 1970s and 80s it acquired and refurbished old buildings and developed new facilities to keep up with the needs of an expanding curriculum and student population. Worn by the principal of Ballarat Teachers' College over black academic gown at formal assemblies. Ellwood was the Principal of the Ballarat Teachers' College. Ballarat Teachers’ College was opened on 04 May 1926, at S.S. 33 Dana Street, with an enrolment of 61 students. Its original staff consisted of the Principal, Mr W.H. Ellwood, M.A., M.Ed. (Chairman of the Teachers’ Tribunal from its inception in 1946 until 1954), Miss A. Bouchier, B.A., and Mr A.B. Jones, BA., (lecturers). In 1927 Miss P.A. Hamano joined the staff. In 1927 the college moved to the old Ballarat East Town Hall (remodelled for their use) in Barkly Street. During 1927 the numbers in the College were augmented by 26 Manual Arts students, who had formerly received their training at Ballarat High School. Manual Art students continued till 1930 when, on grounds of economy, their training was concentrated at Melbourne Teachers’ College. During the four succeeding years, approximately 60 students annually entered the primary course. Inclusive of Manual Arts students, and private fee-paying students, exactly 400 trainees passed through the College in its brief span of life (1926-1931). Five per cent of each year’s students were granted an extension of their studentship to enable them to proceed to Melbourne Teachers’ College, and to take the first year’s course for a University degree. With the advent of the economic depression of the ‘thirties, Ballarat Teachers' College closed its doors in December, 1931. Fourteen years were to pass before the College opened again on February 2nd, 1946. The college re-commenced at SS Dana Street, under the guidance of Mr W.F. Lord, M.C., M.M., B.A., Dip. Ed., (acting, later Principal 1946-1950) and a staff consisting of Miss E.B. Hughes, B.A., Dip. Ed., Mr C.B. Bryan, B.A., B. Com., Dip. Ed., Miss Monica H. Miller, L.Mus.A., and Miss G. Kentish, Dip. Phys. Ed. The opening ceremony was performed by the Minister of Education at that time, the Hon. F. Field, M.L.A., accompanied by the Hon. T.T. Hollway, M.L.A., and the then Director of Education, Mr J.A. Seitz. It was originally intended to cater for women students only but, at the last moment, men resident in Ballarat were also accepted. A co-educational college was thus set up instead, and it has continued as such. 1951 saw the introduction of the two-year course, successful students being presented with the Trained Primary Teacher’s Certificate at the final College Assembly each year. In December 1955, College held its first Graduation Ceremony, with its own Graduation Hymn, the words of which were written by Miss C.M. (Mavis) Canty of the staff. Lord remained as principal until 1951 when he transferred to establish a teachers' college at Toorak. Tom William Turner was Lord's successor. A highlight of his term was the construction of new college buildings at Gillies Street with the students commencing their lessons there in February 1958. Turner retired in 1970, having overseen a period of substantial growth in the institution. In that year alone more than one hundred and forty students completed their primary teaching qualification to meet a severe shortage of teachers. Doug Watson commenced as principal in 1971. In 1973 Ballarat Teachers' College became the State College of Victoria at Ballarat. Three years later Ballarat College of Advanced Education was formed and the teacher education students moved to the Mount Helen Campus. In 1990 Ballarat College of Advanced Education became Ballarat University College, an affiliated college with the University of Melbourne. The University of Ballarat was formed in January 1994.Light blue grosgrain sash, bound in yellow taffeta, sewn by machine. Born at the Victorian town of Sandhurst (now Bendigo, Albert Steane attended the Gravel Hill State School until the fourth class, then transferred to the Central School 1976 where he gained the Merit Certificate. The monitor system of teacher training had been introduced and he passed as a fourth, third, second and first class pupil teacher. At about 16 years of age Steane was appointed a teacher monitor at £12 per annum. Albert Steane was awarded the Teachers' Certificate of Competency in 1897. He was the first headmaster of the Ballarat Technical School, and opened the Sloyd (woodwork) Centre in 1902 at the Ballarat East Art School (later known as the Ballarat East Free Library). According to the Ballarat Courier of 23 March 1957 Steane established the Ballarat Junior Technical School in February 1913, a part of the School of Mines and Industries Ballarat. The beginning classes with 86 pupils were held at a temporary site at the Dana Street School. Classrooms were so scattered that Steane recalled without his motorbike he would never have covered the ground! By 9 September 1921 the Junior Technical School Building was officially opened on the site of the old Ballarat Gaol. In a confidential report of 1916 Steane was described as one of the best organizers in schools at that time, and he was noted for his strong but fair discipline. In the 1926 school report the Chief Inspector wrote that 'no boy is neglected'. Steane held the position of headmaster at the Ballarat Junior Technical School for 29 years retiring on 16 April 1942. Steane is known for the teaching of Sloyd or woodwork, which was an important point in his career, and for his love of gymnastics. He was made a life member of the Ballarat Y.M.C.A. in 1968 aged 91 years. The teaching of woodwork in Victoria began in 1901 and Steane was chosen, among 18 others for the inaugural training course at Queensberry State School in Melbourne. Because of his lifelong love of gymnastics Steane organized a gymnastic display for the Education Department in 1902 at Bendigo's Golden Jubilee Exhibition. He was one of those instrumental in establishing the Ballarat Y.M.C.A. and directed its physical culture evening classes in 1906. In 1908 Steane toured the world visiting the Swedish Naas Institute and the Gymnastic Festival in Germany. Steane in his reminiscences recalls: "In 1908 I obtained leave of absence and undertook a world trip to further my knowledge of both manual art training and physical training. On this trip I visited U.S.A., Canada, Scotland, England and Europe. Notable events were the attendance at the great 11th Deutche Turnfest at Frankfurt, inspection of the Naas Training School for Sloyd at Naas, Sweden inorgorated [sic] by Otto Solomon, and attendance at Physical Education Demonstrations at London given by the Swedish institution. These P.E. demonstrations were given to assist the organization and introduction of P.E. training in London schools.On returning to Ballarat I resumed my position at the Ballarat East Sloyd Centre and continued my studies at the Ballarat Art School gaining the Drawing Teachers' Certificate." Steane died, aged 93 years, on 13 July 1970, at Sydney, leaving his widow Grace Elliott Steane and children Eric and Violet. Ballarat College of Advanced Education is a predecessor organisation of the University of Ballarat. Founders Hall is located on the University's Mt Helen Campus, and is now within the Caro Conference Centre. The Ballarat Symphony Orchestra is dedicated to the performance of fine music at the highest level possible, and was formed in order to provide both a performance opportunity for musicians in Ballarat and District and also to enrich the cultural life of the community. The home of the ensemble was at the Ballarat College of Advanced Education, and it was intended that the orchestra serve the needs of both education and the community.White, soft coloured programme. The 1978 Annual report gives the following hospital background: 'The foundation stone for the original 42 bed hospital was laid on the existing site on 25th December, 1855. Ballarat at that time had a population of between 40,000 and 50,000 people, with the demands on the hospital services being mainly for medical care resulting from mining accidents. Medical, Nursing and General care were provided by the resident Surgeon, matron and wardsmen. Financial support depended on donations from churches masonic lodges, the public and bequests. The hospital today provides centralized health services and specialist medical, surgical and ancillart assistance to the communities in the Central Highlands Region. The trend in hospital financing today has changed and is based to a large extent on State and Commonwealth Grants. Contribution from the public remain important particulalry in the purchase of equipement and ultimately the services provided by the hospital. Since 1887 the Ballarat Base Hospital has been an important training centre for nurses. The Ballarat Technical Art School made many honour boards for schools and organisation in Victoria and interstate. Their own was made, but the names were not listed. The Ballarat School of Mines Annual Report for 1921 states: 'It has been decided, for the present, to record the names of our students who served in the warm, in an Honor Book, and to defer the erection of an Honor Board until we can feel assured that the Roll is complete. the wide spread occupations of our students has rendered it very difficult for us to secure detailed information of their service. A handsome Honor Book and Case has been designed and executed by the staff and students of the Technical Art School, and the engrossing of the names and military records will be proceeded with as soon as possible. The Technical Art School was quite busy with commissions. The SMB Annual Report of 1918 states: 'under the direction of the Art principal (Mr H.H. Smith), the work of the Art School continues to receive wide public recognition. Handsome Honor Boars have been designed and executed for the Sydney Sports' Club, the St Arnaud High School, the Birregurra State School, the Wendouree State School and the Ballarat Old Colonists' Club. The School also designed the certificates for the Young Workers' Patriotic Guild, the 'Herald" Shield for perpetual competition at the technical Schools' athletic meetings, the "Hansen" Shield for competition among the Northern District High Schools, two metal tablets for the Castlemaine high School, and a certificate for the Grampians Secondary Schools' Association. Numerous Honor Books and Mural cases have also been designed for State Schools.' Over 400 former students and staff of the Ballarat School of Mines served during World War One. The 1920 SMb Students' Magazine said' 'Many students left Australia with the first Contingent, and since then, the School has been represented on every field where Australians have fought, from the first landing at Gallipoli to the decisive victory on the 8 August 1918.' The influence of the school was appropriately shown in the fact that at least 13 of its students were officers in the Australian Mining Corps. The title page has the initials 'D.J.' which most probably stands for Donald I. Johnston, a teacher with the Ballarat Technical Art school from 1920 to 1949. The Ballarat School of Mines World War 1 Honor Book remained uncompleted for more than 90 years. The names of over 400 SMB staff and students who served their country were not inscribed until 2012, despite names, ranks and service records being compiled. A restoration project was instigated as part of the 140th anniversary of the Ballarat School of Mines in 2010. Names were inscribed into the book by Calligrapher Lyn Forrester. The University of Ballarat believed this project is important not only to SMB's history, but the families and descendants of those who served while studying or teaching at SMB. The restoration project involved names being hand written in calligraphy into the Honor Book and was funded with the assistance of the 'Restoring Community War Memorial Grant'. The memorial was designed and made by the staff and students of the Ballarat School of Mines Technical Art School under the direction of Principal Herbert H. Smith. The Ballarat Technical Art School and was involved with the design and manufacture of numerous WW1 memorials. When it came time to complete their own memorial, the Principal died, and the Honor Roll must have been overlooked in the confusion that ensued. There have been numerous theories about why the Honor Roll was never completed, one being that it was because the SMB Principal, Maurice Copland, literally worked himself to death organising repatriation classes for ex-soldiers who attended SMB. The Courier of 18 November 1922 said of Maurice Copland: “He put his very best into the work for the welfare of the soldiers; in fact, he did too much for the good of his physique, for he wore himself out in the services of the returned men. If ever there was a war victim the late Mr Copland was one. But for the stress of work entailed by those repatriation classes and the amount of general war work which he performed Mr Copland would probably have been with them today." Understandably, SMB was thrown into some disarray by their Principal's death and the Honor Book was not completed. The University of Ballarat would like to finally honor its SMB war veterans by completing the Honor Book and as a further mark of respect, dedicate the project to Maurice Copland. "Amongst the important local commissions received during the year was the designing and supplying of the Municipal Council's Address of Welcome Casket for presentation to His Royal Highness the Prince of Wales, the designing and supervising of a large four-light stained glass window for the Lydiard Street Methodist Church, ... and supply numerous honor books, honor boards, etc., for public institutions and school." "The School has been honored by, and has acceded to the request of the Education Department to supply designs for the title page, chapter headings and initial letters for the War Service Book which it is about to publish, Mr F. Tate, director of Education, recognising the students' work in this direction by an appreciative letter of thanks. The Education Department has also been instrumental in directing to the School applications from all parts of the State, including Melbourne, for the School to supply competitive sports shields, honor boards, books and designs for certificates, and various decorative objects. The School has therefor been responsible for much work coming to local Ballarat firms which would otherwise have found its way to Melbourne or other centres. In 2011, as the result of a 'Restoring Community War Memorials Grant' calligrapher Lynton Forrester was commissioned to record over 400 names into the honor book. A Victorian Blackwood World War I Honor Board holds a red leatherbound Ballarat School of Mines Honor Book. The book includes a title page relating to the Ballarat School of Mines and Industries. In 1980 M.B.John was Council President. In 1980 the School of Arts moved into their new building, 1870 Founders Hall was financed - at a cost of $800,000 - from the proceeds of the SMB Centenary Appeal, and was completed late in 1980. Extensive work was carried out on the Student Residences and the former Education Department Hostel in Victorian Street. The amphitheatre adjacent to the eastern side of the Education Buildings was constructed, together with the nearby disabled ramp. Negotiations with the Shire of Buninyong were continued for access to the campus from the Green Hill Road. Following the creation by Act of Parliament in 1978 of the Victorian Post-Secondary Education Commission (VPSEC) amendments to the same Act early in 1980 made provision for the repeal of the VIC and SCV Acts. From mid-December 1980 these latter two bodies ceased to exist when the provisions for repeal of their Acts were proclaimed. The Victorian Institute of Colleges had been set up in 1965 to aid in the co-ordination and development of a number of non-university tertiary institutions that affiliated with it from 1965 on to become Colleges of Advanced Education. In taking up this role which had been spelt out in 1964 by the martin Committee, the VIC broke new ground in a whole range of operations. It became responsible for the physical development of new building programmes and new campuses from many of its colleges, for the procurement of operating funds from the Commonwealth, for the accreditation of new courses of study, for the first non-university degrees to be awarded in Australia and so on. The Former Ballarat Institute of Advanced Education (the tertiary division of the School of Mines) was affiliated with the VIC from the outset and its progress towards a new status, rapid growth and vastly improved physical resources was closely linked to and dependent upon the efforts of the VIC. The similar co-ordinating authority - The State College of Victoria - was established in 1973 to similarly foster the autonomous development of the former teachers colleges. its early work was highly influential in the transition of the Ballarat Teachers' College into the State College of Victoria at Ballarat. On the merging of the BIAE and the SCVB in 1976, the new college continued under the co-ordination of the Victorian Institute of Colleges. The major contribution made to the progress and stature of became the Ballarat College of advanced Education by both the VIC and SCV, and their Councils and officers, over the formative years of rapid change and evolution is acknowledged and recorded with appreciation. Such efforts by the two central authorities have markedly assisted in bringing the College to the present point where its accumulated experiences and traditions provide a sound basis on which it can confidently and responsibly exercise the greater autonomy gradually passing it. The new campus at Mount Helen was part of the Ballarat School of Mines, and was known as Ballarat Institute of Advanced Education. The drawing was prepared in the early stages of the Mount Helen campus development, while Stage I buildings ('E', 'F', 'G') were constructed. the Union Building (now Albert Coates Centre), Library, 'S' Building and student accommodation were in the design stage. This photo was taken at the Ballarat East Town Hall. The Ballarat Teachers' College was established after the Victorian State Government and the State Education Department decided to establish two provincial teachers' colleges, at Ballarat and Bendigo. On 04 May 1926 W.H. Ellwood (Principal), Miss A. Bouchier, and Mr A.B. Jones, welcomed the first enrolment of 61 students to undertake the one year course. In 1927 the College moved to the former Ballarat East Town Hall in Barkly Street, which was remodelled for their use. It closed in December 1931 due to the Great Depression. In 1946 Ballarat Teachers' College reopened and relocated to the Dana Street State School. The building used by the Teachers' College was the original bluestone building facing Doveton Street South. It was originally planned to open as a women's college, for whom the residence at 130 Victoria Street was purchased, but the decision was made to admit resident men from Ballarat. Mr T.W. Turner was appointed as Principal in 1951 and directed the introduction of a two year course for the Trained Primary Teachers' Certificate. The former one year course was terminated at the end of 1951. In 1958 the College was relocated to a custom built facility at Gillies Street, in close proximity to the Ballarat Botanical Gardens. Numbers increased with the introduction of the Trained Infant Teachers' Certificate course under the guidance of Mary Egan. With the introduction of a three year Diploma Course in 1968 accommodation became cramped. The introduction of the Diploma of Teaching (Primary) led to the Trained Infant Teachers' Certificate being discontinued in 1969, and the end of the Trained Primary Teachers' Certificate in 1969. Secondary Art and Craft students began studies at Ballarat Teachers' College in 1969 under Mr Ted Doney. In 1971 Mr D. Watson was appointed Principal. The State College of Victoria was proclaimed by Order in Council on 24 July 1973, and Ballarat Teachers' College became a constituent college of the State College of Victoria, and was known as State College of Victoria, Ballarat. By 1975 the College moved to Mount Helen as part of the Ballarat College of Advanced Education. Pre service teachers currently undertake their studies on the Mount Helen Campus of Federation University.
