The Royal Commission into Institutional Responses to Child Sexual Abuse is investigating how institutions like schools, churches, sports clubs and government organisations have responded to allegations and instances of child sexual abuse. It is the job of the Royal Commission to uncover where systems have failed to protect children so it can make recommendations on how to improve laws, policies and practices. The Royal Commission is about creating a safer future for children. It can look at any private, public or non-government organisation that is, or was in the past, involved with children. Library Committee minutes from 1920 discuss the placing of an Honour Board in the Library, there was obviously some discussion from the Ballarat and Bendigo Law Associations about whom should be placed on the board and whether it was appropriate that it be located in the library. The board was donated by the Committee of Counsel, from the Bar and so only commemorates barristers. It is curious that this was not placed in Selborne Chambers where many barristers had rooms including one of the men on the Board (Higgins). This board joined the much bigger LIV memorial board that celebrates all Victorian lawyers who served during WWI.While memorial boards are a common addition to many public and civic building after World War One. This memorial board is the only one that commemorates members of the Bar, in that sense it is of great significance to the legal community. Two of the men commemorated on the board were sons of judges (Higgins, son of the Justice Henry Bourne Higgins of the High Court and Hodges, son of Justice Henry Hodges of the Supreme Court). Franc Carse was related by marriage to the a’Beckett family (also judges of the Court) and his father in law was on the Supreme Court Library committee in 1914. Eric Connelly and Murdoch Mackay shared rooms in Selborne Chambers. Connelly died in late 1918 in France, a member of General Pompey Elliott’s staff. Connelly had previously taken part in the Gallipoli landings in April 1915. Interpreting from the details that can be read it is believed that on 6/3/1912 Mr. M. Norton paid by cheque the sum of 5 Pounds 19 Shillings and 5 Pence, of which 5 Pounds 3 Shillings and 11 Pence was for a Summons possibly issued on 23/2/1912, while 15 Shillings and 6 Pence was the charge for the costs of the Summons. This is not a document issued by a Court of Law so use of the word 'Summons' is confusing to us at this stage. Was it just standard practice to send out a bill and call it a Summons, or was Mr. Norton late in paying and so had to pay an extra charge after being 'summoned' a second time. Could this receipt be part of a 'promissory note' exchange, payment for which had to be summoned? Another thing that can't be explained at this stage is the use of the symbol % after the amount of money written in figures, just after the Pence amount. The symbol for Pence in those days, and until decimal currency, was d as can be seen from the Duty Stamp. In 1912 and before did % also stand for Pence when the money amount was written by hand, or could it have been a shorthand way of indicating something like 'portion of amount'? This receipt is very intriguing and so we will endeavour to try to fully understand the information it contains. If any person can provide information that may assist us, then please contact the Sunshine & District Historical Society. The receipt is significant to our Society because it was issued by Sunshine Harvester / Hugh V. McKay more than 100 years ago. It also appears to contain information that at this stage is not fully understood, such as the use of the % sign, and why the word summons is used. Of further interest, but perhaps not surprising for the times, is that only Mr. is printed on the receipt. It appears that they never expected to issue these type of receipts to females.Very light tan coloured paper receipt No.1773 issued on 6/3/1912 by Sunshine Harvester / Hugh V. McKay to Mr M. Norton. The receipt has fire damage on the left side and so some details are missing. Details are hand written in ink in the spaces provided. This photograph is a copy displayed in the Australian Dictionary of Biography. The original photograph is in the La Trobe Collection in the State Library of Victoria. William Henry Gaunt (1830-1905), judge, was born on 27 July 1830 at Leek, Staffordshire, England, son of John Gaunt, banker, and his wife Mary, née Bakewell. Educated at Leek Grammar School and Whitchurch, Salop, he migrated to Melbourne, and entered the Victorian public service and was rapidly promoted. By March 1854 he was chief clerk at Beechworth, the administrative centre of the Ovens goldfield. In July 1855 the resident warden commended Gaunt as 'a highly valuable public servant' with an intimate knowledge of the district and the 'temper and disposition of the miners'. Appointed sub-warden in the Beechworth district in January 1856 and a Chinese protector in August, he was given control of the extensive Woolshed district. When European miners attacked a party of Chinese at the Buckland River diggings in May 1857 Gaunt was sent to restore order. One of his proclamations, issued in Chinese characters, concluded 'W. H. Gaunt, your protector—tremble and obey!' In June he was appointed a police magistrate and next month was sent to take charge at the Buckland where the Chinese had been expelled from the diggings; the police force assisting him was led by Robert O'Hara Burke. In January 1858 Gaunt was appointed a warden, in November was transferred to Chiltern, north of Beechworth, and in August 1859 was made a commissioner of crown lands. In February 1860 Gaunt was appointed a coroner of Victoria, acting at Indigo, near Chiltern. In April 1865 he was transferred to Beechworth, became visiting justice of the gaol and later moved to Sandhurst. In January 1869 he was appointed returning officer for the mining district of Ballarat and visiting justice of the gaol. He was associated with this area for the rest of his life and won high repute for his integrity. In 1874 he chaired the inaugural meeting of the first Australian competitive swimming club. For years he studied law and was called to the Bar in December 1873. He was one of the many public servants dismissed by Graham Berry on 9 January 1878 (Black Wednesday). After petitioning the Queen in vain over his dismissal he began practice in Ballarat as a barrister. He soon became a leading authority on mining laws; one of the cases in which he was involved was the lengthy inquest on the bodies of the twenty-two miners drowned in the New Australasian mine disaster at Creswick in 1882. He was appointed a temporary judge of the Insolvency Court in 1889 and a County Court judge in 1891. In 1900 he was chairman of the royal commission which considered Metropolitan Board of Works matters, and in 1902 was president of the inquiry into the unification of municipalities in Victoria. In 1860 Gaunt married Elizabeth Mary, the youngest daughter of Frederick Palmer; they had nine children. Of the surviving five sons and two daughters, Ernest Frederick Augustus and Guy Reginald Archer both became admirals and were knighted; Cecil Robert became a lieutenant-colonel, Clive Herbert a government advocate in Rangoon and Mary (Mrs H. L. Miller) one of the first women students to enrol at the University of Melbourne (1881), although she did not complete her degree; she became a successful novelist. Gaunt died on 5 October 1905. An anonymous colleague said: 'I don't think he was ever excelled as a police magistrate, and during the many years he was on the County Court bench he earned the highest regard. His capacities were as unquestioned as his integrity, and more could not be said of any judge'.
