In 1862 James Northcott established Northcott's City Band. Following his death in 1904, Oscar Flight took over the band and renamed it Flight's City Band. Arthur William Pulfer was born on 18 April 1918, in Bendigo, Victoria, Australia, his father, Harold Victor Pulfer, was 30 and his mother, Elsie Maud Rumball, was 26. He married Norma Stewart in Bendigo, Victoria, Australia.
