Designed and built in the early 1920’s by Charles Robert Prosser , a Melbourne Engineer, for an enquiry by the Commonwealth Government into ways of solving the break of gauge problem. Breaks or changes in railway gauges existed at most state borders of Australia during the first half of the 20th century. Upon completion of this model, it was placed on display in the Federal Parliament then located in Parliament House, Melbourne.
