Later the City of Wodonga named a park ...Dr Henry Nowik played a critical role in the development of industry in Wodonga, through his management and leadership of Uncle Bens Wodonga from 1965 until 1979. Born in Poznan, Poland in 1917, Henry was studying medicine in Paris when World War II broke out and he enlisted in the Royal Air Force, serving with distinction as a Bomber Pilot. He was imprisoned in Russia when his plane ditched, escaped through Kazakhstan and was eventually evacuated to London where he was appointed RAF Aide-de-Camp to General Charles de Gaulle. He was later awarded the French Croix de Guerre. After the war Dr Nowik received a PhD in Political Science and Law from American Beirut University before moving to London to teach at the London School of Economics. He then moved into industry occupying a number of senior positions in marketing and market research. In 1964, Dr Nowik, then Market Research Manager for Pedigree Petfoods, the British arm of Mars Inc., came to Australia to research the prospects for establishing a petfood business. Dr Nowik was a passionate believer in the need for decentralisation of Australian industry. In 1965 Uncle Bens of Australia began building their first Australian factory in Wodonga, Victoria, from humble beginnings in a small house in Hovell Street. It became fully operational in 1967. Dr Nowik became the Marketing and Sales Director and in 1970 the Managing Director. Dr Nowik's work as a member of the Albury-Wodonga Consultative Committee was recognized in 1975 with the Order of the British Empire and in 1977 he was appointed Chairman of the Commonwealth Government's Decentralisation Advisory Board. He participated in a number of trade missions to Malaysia, China and Japan and was a Member of the Executive Committee of the Trade Development Council and the Victorian Promotion Committee. These contributions were recognised in 1982 when he was made an Officer of the Order of Australia. In 1979, Dr Nowik left Wodonga and moved to the United States to become Vice-President, Marketing for Mars, becoming Global Product Group President in 1980. Following his retirement in 1985 he continued to act as Senior Advisor to a number of Mars' businesses. Albury-Wodonga retained a special place in Dr Nowik's heart and he kept a close interest in Charles Sturt University, sharing his time, experience and expertise with staff and students. The University made him an honorary Doctor of Letters in 1993 when the Henry Nowik Lecture Theatre officially opened at the University's Albury campus. Later the City of Wodonga named a park in his honour. Dr Nowik and his wife returned to Australia in 2004, first living in Brisbane then moving to Maleny in Queensland. Henry Nowik died on 12th March 2015 aged 98. On 12 January, the World Health Organization (WHO) confirmed that a novel coronavirus was the cause of a respiratory illness in a cluster of people in Wuhan City, Hubei Province, China, who had initially come to the attention of the WHO on 31 December 2019. On 3 March, the Reserve Bank of Australia became the first central bank to cut interest rates in response to the outbreak. Official interest rates were cut by 0.25% (25 base points) to a record low of 0.5%. On 12 March, the Federal Government announced a A$17.6 billion stimulus package, the first since the 2008 GFC. he package consists of multiple parts, a one-off A$750 payment to around 6.5 million welfare recipients as early as 31 March 2020, small business assistance with 700,000 grants up to $25,000 and a 50% wage subsidy for 120,000 apprenticies or trainees for up to 9 months, 1 billion to support economically impacted sectors, regions and communities, and $700 million to increase tax write off and $3.2 billion to support short-term small and medium-sized business investment. On 16 March, Premier Dan Andrews and Minister for Health Jenny Mikakos declared a state of emergency for Victoria for at least four weeks. On 19 March, the Reserve Bank again cut interest rates by a further 0.25% to 0.25%, the lowest in Australian history. On 22 March, the government announced a second stimulus package of A$66bn, increasing the amount of total financial package offered to A$89bn. This included several new measures like doubling income support for individuals on Jobseeker's allowance, granting A$100,000 to small and medium-sized businesses and A$715 million to Australian airports and airlines. It also allowed individuals affected by the outbreak to access up to A$10,000 of their superannuation during 2019–2020 and also being able to take an additional same amount for the next year. on the same day Victorian Premier Daniel Andrews announced on 22 March that the state will bring the school holiday forwards to 24 March from 27 March. On 30 March, the Australian Federal Government announced a $130 billion "JobKeeper" wage subsidy program offering to pay employers up to $1500 a fortnight per full-time, part-time or casual employee that has worked for that business for over a year. For a business to be eligible, they must have lost 30% of turnover after 1 March of annual revenue up to and including $1 billion. For businesses with a revenue of over $1 billion, turnover must have decreased by 50%. Businesses are then required by law to pay the subsidy to their staff, in lieu of their usual wages. This response came after the enormous job losses seen just a week prior when an estimated 1 million Australians lost their jobs. This massive loss in jobs caused the myGov website to crash and lines out of Centrelink offices to run hundreds of metres long.The program was backdated to 1 March, to aim at reemploying the many people who had just lost their jobs in the weeks before. Businesses would receive the JobKeeper subsidy for six months. On 2 April, the number of cases in Victoria exceeded 1,000, including over 100 healthcare workers. On 5 April, New South Wales Police launched a criminal investigation into whether the operator of Ruby Princess, Carnival Australia, broke the Biosecurity Act 2015 (Cwth) and New South Wales state laws, by deliberately concealing COVID-19 cases. On 6 April, the Department of Health revealed that 2,432 people recovered from the infection as the federal government started reporting recovery statistics. This is more than a third from the official number reported so far, Deputy Chief Medical Officer Professor Paul Kelly stating, "I think it is important. Firstly it really reinforces that message, which is a true one, that most people who get this disease do recover”. The day before, at 3pm, it was announced that 2,315 of the 5,687 confirmed coronavirus cases had recovered. May 2020 - An outbreak in Victoria at a meatworks that was later revealed to be Cedar Meats was announced on 02 May with eight cases. By 8 May, the cluster of cases linked to Cedar Meats in Victoria was 71, consisting of at least 57 workers and 13 close contacts, including a nurse, aged care worker and high school student. The number had increased to 75 by 9 May, 88 by 13 May, and 90 by 14 May. On 9 May, two Victorian cases were announced to be related to McDonald's Fawkner. On 3 March, the Reserve Bank of Australia became the first central bank to cut interest rates in response to the outbreak. Official interest rates were cut by 0.25% (25 base points) to a record low of 0.5%. On 12 March, the Federal Government announced a A$17.6 billion stimulus package, the first since the 2008 GFC. he package consists of multiple parts, a one-off A$750 payment to around 6.5 million welfare recipients as early as 31 March 2020, small business assistance with 700,000 grants up to $25,000 and a 50% wage subsidy for 120,000 apprenticies or trainees for up to 9 months, 1 billion to support economically impacted sectors, regions and communities, and $700 million to increase tax write off and $3.2 billion to support short-term small and medium-sized business investment. For a business to be eligible, they must have lost 30% of turnover after 1 March of annual revenue up to and including $1 billion. For businesses with a revenue of over $1 billion, turnover must have decreased by 50%. Businesses are then required by law to pay the subsidy to their staff, in lieu of their usual wages. This response came after the enormous job losses seen just a week prior when an estimated 1 million Australians lost their jobs. This massive loss in jobs caused the myGov website to crash and lines out of Centrelink offices to run hundreds of metres long.The program was backdated to 1 March, to aim at reemploying the many people who had just lost their jobs in the weeks before. Businesses would receive the JobKeeper subsidy for six months. On 2 April, the number of cases in Victoria exceeded 1,000, including over 100 healthcare workers. The Ballarat Observatory was established by James Oddie. It was later given to the Ballarat School of Mines, then the City of Ballarat.A number of Miners' Rights made out to James Oddie of Ballarat, for a block of land in Magpie Street, Mount Pleasant, used as the Ballarat Observatory. The red 1995 Miners' Right includes land at Dana Street with red writing over it regarding its transferal. The Observatory Registration in No 19578 with the situation of residence area being 'Magpie Street Mount Pleasant 209 feet x 52 feet" The District and Division is Central D Ballarat. The red Miners' Right includes the Magpie Ste Address and "Dana Street allot 3 Sec 52 40 feet and 140 feet in Ballarat Central D". Heather Pitman studied at the School of Mines and Ballarat College of Advanced Education and was awarded the Civil Engineering Scholarship in 1977. Heather broke down barriers in engineering with an integrity that earned her tremendous respect in the sector and led to her becoming the first female Head of Engineering for the City of Ballarat. She was the first of a new breed of engineers to consider the urban water cycle in its entirety and not in isolated parts, a radical approach at the time. In her honour, the Pitman Benjamin Engineering Prize was founded, to recognise students like Heather, who have chosen not to accept the status quo, but instead to change the world to make it better for all. Thelma was formerly Head of the Department of Librarianship from 1975, retiring in 1991. She was the first female to be appointed as a Head of Department. Thelma was Secretary of ALIA - Rural and Isolated Libraries Special Interest Group, (RILSIG). The Committee would meet four times per year. A documentary on China, concentrating mainly on the faces of the people, filmed in the areas they were allowed to visit. The 220 minute version consists of three parts. The first part, taken around Beijing, includes a cotton factory, older sections of the city, and a clinic where a Cesarean operation is performed, using acupuncture. In 1972, during Mao's Cultural Revolution, Michelangelo Antonioni was invited by the People's Republic of China to direct a documentary about New China. The result was a three-and-a-half-hour long film, divided into three parts. Mao disliked it so much that Michelangelo Antonioni was consequently charged with being anti-Chinese as well as counterrevolutionary.
