In 1980 M.B.John was Council President. In 1980 the School of Arts moved into their new building, 1870 Founders Hall was financed - at a cost of $800,000 - from the proceeds of the SMB Centenary Appeal, and was completed late in 1980. Extensive work was carried out on the Student Residences and the former Education Department Hostel in Victorian Street. The amphitheatre adjacent to the eastern side of the Education Buildings was constructed, together with the nearby disabled ramp. Negotiations with the Shire of Buninyong were continued for access to the campus from the Green Hill Road. Following the creation by Act of Parliament in 1978 of the Victorian Post-Secondary Education Commission (VPSEC) amendments to the same Act early in 1980 made provision for the repeal of the VIC and SCV Acts. From mid-December 1980 these latter two bodies ceased to exist when the provisions for repeal of their Acts were proclaimed. The Victorian Institute of Colleges had been set up in 1965 to aid in the co-ordination and development of a number of non-university tertiary institutions that affiliated with it from 1965 on to become Colleges of Advanced Education. In taking up this role which had been spelt out in 1964 by the martin Committee, the VIC broke new ground in a whole range of operations. It became responsible for the physical development of new building programmes and new campuses from many of its colleges, for the procurement of operating funds from the Commonwealth, for the accreditation of new courses of study, for the first non-university degrees to be awarded in Australia and so on. The Former Ballarat Institute of Advanced Education (the tertiary division of the School of Mines) was affiliated with the VIC from the outset and its progress towards a new status, rapid growth and vastly improved physical resources was closely linked to and dependent upon the efforts of the VIC. The similar co-ordinating authority - The State College of Victoria - was established in 1973 to similarly foster the autonomous development of the former teachers colleges. its early work was highly influential in the transition of the Ballarat Teachers' College into the State College of Victoria at Ballarat. On the merging of the BIAE and the SCVB in 1976, the new college continued under the co-ordination of the Victorian Institute of Colleges. The major contribution made to the progress and stature of became the Ballarat College of advanced Education by both the VIC and SCV, and their Councils and officers, over the formative years of rapid change and evolution is acknowledged and recorded with appreciation. Such efforts by the two central authorities have markedly assisted in bringing the College to the present point where its accumulated experiences and traditions provide a sound basis on which it can confidently and responsibly exercise the greater autonomy gradually passing it. In 1964 the Victorian Government announced that a committee be established to plan for the establishment of a Victorian Institute of Colleges. Eight Technical colleges would be raised to the level of university colleges. Ballarat School of Mines was on the list. Plans were also underway for the development of a new campus at Mount Helen. The Mount Helen Campus was officially opened on 30 October 1970 by the Hon Sir Nigel Bowen, Minister for Education and Science. Tippett was a member of SMB Council from 1934-1960. He was President of the Council from 1940-1960. He was a member of the Interim Council established to plan the development of the Victorian Institute of Colleges. He then became a member of the Council of the Victorian Institute of Colleges. The Library Building at SMB is named after him. In 1975 he was recognised by the State Government and awarded an MBE. Hon Barry Jones, Member of State Government from 1972 to 1977. Ian Gordon played a prominent part in both the development of the Mt Helen Campus and in the progress the Institution made prior to becoming a University on 01 January 1994; In 1973 he was appointed President of the Council of hte newly created State College of Victorian at Ballarat (SCVB) which absorbed the former Ballarat Teachers' College. As President, he led the merger of the SCVB with Ballarat Institute of Advanced Education (BIAE), the tertiary division of the School of Mines and Industries, Ballarat. Out of the merger the Ballarat College of Advanced Education (BCAE) was established on 01 July 1976. Ian Gordon, a partner in the Ballarat law firm Heinz and Gordon, became the first Vice-President of the new Council and was involved with the plan to transfer the former SCVB to the Mt Helen site. In June 1981, Ian Gordon became President of the Council of BCAE and held that position until June 1989. He remained a member of the Council of the BCAE (later Ballarat University College) unti l31 December 1993, the eve of the creation of the University of Ballarat. He was the only person to remain a member of the BCAE and the BUC Councils for the whole of their existence. This is a badge from Warrnambool Technical College in the 1930s. Warrnambool Technical School was established in Timor Street in 1913. The senior section was later called Warrnambool Technical College and then Warrnambool Institute of Advanced Education. The latter institute moved to Sherwood Park, Warrnambool and became the present-day Warrnambool campus of Deakin University. Warrnambool Technical School moved to Caramut Road, Warrnambool and is today known as Brauer College. The badge came from Mirth Marfell, the daughter of Henry and Helena Marfell. She was born in Warrnambool in 1919. Her grandfather, John Marfell, a Warrnambool hay and corn dealer and miller connected to the Warrnambool Co-operative Milling Company, was prominent in community and civic affairs in the town. Mirth Marfell completed her nursing training at the Warrnambool Base Hospital and served in the Australian Army Nursing Service in World War Two for five years. She then became the first Australian nursing organizer for the Victorian Royal College of Nursing. The badge has also belonged at one stage to W Goodall a member of a well known Warrnambool family.This badge is of interest, firstly as a memento of Warrnambool Technical School from the 1920s and 30s and secondly because it came from Mirth Marfell, a Warrnambool person who had a distinguished nursing career.A circular metal and enamelled badge featuring a crimson torch and text on a bronze background surrounded by a dark green golden edged border with text. Robert ALLAN Born Hopetoun, Victoria Bob Allan graduated from Melbourne teachers' College in 1967. He obtained an Associateship Diploma in 1973, and a Fellowship Diploma of Art (potter) in 1976 from the Royal Melbourne Institute of Technology. Since 1968 he taught art and pottery at various Victorian secondary schools, and joined the staff of the Ballarat University College (now Federation University Australia) in 1976. This item is part of the Federation University Art Collection. Stewart MacFARLANE (1953- ) Born Adelaide, South Australia Stewart MacFarlane entered the South Australian School of Art when 16 years of Age. He traveled to New York in 1975 to study at the School of Visual Arts for 2 years. He remained living and working in New York for several years, receiving residences and fellowships to Skowhegan School of Sculpture and Painting in Maine, the Fine Arts Work Center in Provincetown, Massachusetts and the MacDowell Colony, New Hampshire. He exhibited in group shows as well as having three solo exhibitions in New York. Firstly at Razor Gallery, SoHo in 1979, then Belanthi Gallery in 1979 and the Australian Consulate New York in 1983. MacFarlane returned to Australia in 1983, undertaking post-graduate studies at the Victorian College of the Arts in 1984. He taught at The Gippsland Institute of Advanced Education (now Federation University Gippsland Campus) in 1885, and the following year moved to Darlinghurst, Sydney to paint. Later that year, he was artist-in-residence in the Besozzo Studio, Italy. In 1987, MacFarlane lived and painted in Mornington, Victoria for several months before receiving an initial residency with the Roswell Artist-in-residence program, New Mexico, for a year. Over the next eight years he moved between Melbourne, Sydney and Roswell, producing one or more solo exhibitions each year. In 1994 he received a residency at The Bemis Center, Omaha, Nebraska, then traveled to Mexico to paint for 3 months. MacFarlane worked in Queensland upon his return, and for the next seven years. Ray WOOLARD (1951-03/2024) Born Ballarat, Victoria Ray Woolard studied at the Ballarat Junior Technical School (c1967); Diploma of Art (Sculpture) at the Ballarat School of Mines/Ballarat Institute of Advanced Education from 1969-1972; a Secondary Art and Craft course at the Ballarat Teachers College c1973; and then the Victorian College of the Arts (Melbourne) 1974-75. He was studying at Ballarat Teachers' College when he completed 'Moose in High Healed Sneakers'. It became a greatly loved artwork on the Gillies Street Campus, and was moved the Mount Helen Campus in 1976 when the Ballarat Teachers' College became part of the Ballarat College of Advanced Education. As an artist Ray Woolard worked within the fields of painting, carpentry and sculpture. This item is part of the Federation University Art Collection.
