Les Payne (1908-1987) arrived in the area in 1924 and was a well known local identity who served on Chelsea Council from 1943 until his retirement in 1979. He was elected Mayor six times (in 1946/47, 53/54, 64/65, 67/68, 69/70, 75/76). Les owned the General Store in Point Nepean Rd (Nepean Hwy) near Kelvin Grove, Chelsea and was a volunteer with the Edithvale Fire Brigade and a prominent member of the Edithvale Methodist Church.
