All but two of these letters came from the office of the Chief Secretary of the Government of Victoria and concern the grants allocated to the Warrnambool Art Gallery from 1886 to 1911. At that time the Art Gallery was under the control of the Warrnambool Mechanics Institute Committee and managed by the Secretary/Treasurer of that group. The Government funding for the Art Gallery at the time represented a sum of money equal to the value of the works of art donated locally to the Art Gallery in any given year and frequently the estimated value of these art works were queried by the Warrnambool Secretary of the time. Two notable Secretaries of the Mechanics Institutes during this time were Walter Cockman (1880-1892) and George Lance (1892-1901). The correspondence under review here was retained by George Lance and his family and came into the possession of Lance’s grandson, Bruce Morris who was the editor of the Warrnambool Standard newspaper from 1946 to 1968 and was a well-known local historian. These letters are of considerable importance as they are original and document the struggle of the Warrnambool Art Gallery over the years 1886 to 1911 to secure funding from the Victorian Government.These are 19 pieces of correspondence relating to Warrnmbool Art Gallery grants and purchases from 1886 to 1911. The letters are written on different size pieces of paper (mostly foolscap size), with thirteen of them being handwritten and six being typed. All letters have original signatures. Childers Cove is situated about 15 ks east of Warrnambool in the area known as Mepunga. It is named after the shipwreck of 'The Children.The documents relate to the running of the Childer's Cove Progress Association. There are a number of social activities including gymkhanas, racing meetings, making of roads and improving with planting trees There are many names which are still familiar with the area nearly 100 years later, including Wallace, McDowall, Burleigh, Murnane, Bonnett, Abraham Laidlaw Keogh Holloway and Palmer. Some of the meetings were held at the Mepunga South School with others held at Eckers Hotel Warrnambool and some at the race course. Fundraising events were held also from athletic meetings and district school children's races. This collection of papers is representative of many small communities around Australia where people came together and worked to improve their community facilities. This photograph is part of the Caulfield Historical Album 1972. This album was created in approximately 1972 as part of a project by the Caulfield Historical Society to assist in identifying buildings worthy of preservation. The album is related to a Survey the Caulfield Historical Society developed in collaboration with the National Trust of Australia (Victoria) and Caulfield City Council to identify historic buildings within the City of Caulfield that warranted the protection of a National Trust Classification. Principal photographer thought to be Trevor Hart, member of Caulfield Historical Society. Most photographs were taken between 1966-1972 with a small number of photographs being older and from unknown sources. All photographs are black and white except where stated, with 386 photographs over 198 pages. It is historically and aesthetically significant. It is historically significant (Criterion A) as the home of a former Premier and MLA who held a multitude of senior positions during his term of office spanning between 1870 and 1895. These positions included Commissioner of Public Works, Vice President of the Board of Land and Works, Postmaster General, Commissioner of Railways and Commissioner of Trade and Customs and Minister of Railways. Importantly, he held these offices during the period of Colonial expansion leading up to the economic crash of the early 1890s. Sir Albert Arthur Dunstan, KCMG was an Australian politician. A member of the Country Party (now National Party of Australia), Dunstan was the 33rd Premier of Victoria. His term as Premier was the second-longest in the state's history, behind Sir Henry Bolte. Dunstan, who was Premier from 2 April 1935 to 14 September 1943 and again from 18 September 1943 to 2 October 1945, was the first Premier of Victoria to hold that office as a position in its own right, and not just an additional duty taken up by the Treasurer, Attorney General, or Chief Secretary. Protection of Person and Property Act 1881 The ''Protection of Person and Property Act 1881'' was one of more than 100 Coercion Acts passed by the Parliament of United Kingdom of Great Britain and Ireland between 1801 and 1922, in an attempt to establish law and order in Ireland. The 1881 Act was passed by parliament and introduced by Gladstone. It allowed for persons to be imprisoned without trial. On 13 October 1881, the Act was used to arrest Charles Parnell after his newspaper, the ''United Ireland'', had attacked the Land Act. On Gladstone's return to office in 1880, William Edward Forster was made Chief Secretary for Ireland. He carried the Compensation for Disturbance Bill through the Commons, only to see it thrown out in the Lords. On 24 January 1881, he introduced a new Coercion Bill in the House of Commons, to deal with the growth of the Irish National Land League. Despite a 41-hour long fillibuster in the House by the Irish Parliamentary Party, the bill passed, among its provisions being one enabling the British government in Ireland to arrest without trial persons "reasonably suspected" of crime and conspiracy. However those arrested were often not always suspect, only supportive of the Irish National Land League's movements. Over 100 such acts were passed, some of the more notable of which were "An Act for the more effectual Suppression of Local Disturbances and Dangerous Associations in Ireland", "The Protection of Life and Property in Certain Parts of Ireland Act", and the "Protection of Person and Property Act 1881". An Irish Coercion Bill was proposed by Sir Robert Peel to calm the increasing difficult situation in Ireland as a result of the Great Famine 1844–47. The Bill was blocked and this led, in part, to Peel's retirement as Prime Minister. Later attempts to introduce Irish coercion acts were blocked by the filibustering of Joseph Biggar. As a response to the Plan of Campaign of the mid-1880s the new Chief Secretary for Ireland Arthur Balfour secured a tough Perpetual Crimes Act (1887) (or Coercion Act) aimed at the prevention of boycotting, intimidation, unlawful assembly and the organisation of conspiracies against the payment of agreed rents. The Act resulted in the imprisonment of hundreds of people including over twenty MPs. The so-called ''Crimes Act'' (or "Coercion" Act) was condemned by the Catholic hierarchy since it was to become a permanent part of the law and did not have to be renewed annually by parliament, but the Papacy issued the bull Link: "Saepe Nos" in 1888 which was uncritical of the Acts. Trial by jury was abolished. An influential analysis of the pros and cons of the Act was published in 1888 by W. H. Hurlbert, a Catholic Irish-American author. Many hundreds were imprisoned at times under the Acts, including many prominent politicians and agrarian agitators, Joseph Biggar, Alexander Blane, Michael Davitt, John Dillon, James Gilhooly, Patrick Guiney, Matthew Harris, John Hayden, J. He served as an official war artist with the rank of lieutenant from December 1943, working at Port Moresby and the Australian War Memorial, retired February 1945. The plaque by George Allen on the exterior wall of the north side of Kew Library commemorating WW2 was funded by a bequest from the late Mrs Annie Anderson.One of two black and white snapshots (polaroid photos) of George Allen's sculpture at Kew Library. Mavis Rolley wrote about the memorial in 1980 as: This impressive piece of Sculpture, a memorial to the sacrifice of those who served in the Second World War, was completed in 1960 to coincide with the One Hundred Centenary Year of the City of Kew, and was unveiled on Anzac Day of that year by the Hon. A.G. Rylah, Chief Secretary, Deputy Premier of Victoria.
