City of Greater Bendigo Health Services Councillor McGowen ...The Bendigo Base Hospital was established in 1853 as the Bendigo Gold District General Hospital. This forty second Annual Report provides a detailed account of finances, building and maintenance works. The report also provided information on the number of people admitted, their occupation, residence area, operations undertaken. The largest number of patients were listed as those doing domestic duties (522), with labourers (333), miners (264) and school children (220) making up the top four from a total of 1886. James Buick was the Resident Surgeon during this year and his report states that the number of in-patients by far exceeded any previous years with the Hospital at full capacity most of the time. A typhoid and a measles epidemic added to the strain on resources. Prior to the election of female Councillors and Mayors in the 1960’s, the Lady Mayoress role was one of the few ways women could officially undertake civic duties. Mayoresses made important contributions to their local communities through their charity work and as ambassadors for their region on a state and federal level. They also undertook some Mayoral duties on occasions when their husband was unavailable. Ethel Rose Douglas married George Dawson Garvin in 1906 and was twice Mayoress from 1931 - 32 and 1938 - 39. Mayoress Ethel Garvin died in 1952 aged 74 and had been an esteemed member of the Women's Central Auxiliary of the Bendigo Base Hospital, a member of the Baby Health Centre and Mayoral Ladies Auxiliary. Organisations such as 'Friendly Societies' were set up to protect and care for their members and communities at a time when there was no welfare state or National Health Service. The aim was and still is, to provide help to members and communities when they need it. The friendly societies are non-profit mutual organisations owned by their members. All income is passed back to the members in the form of services and benefits. The Oddfellows are also fundraisers for local and national charities; lodges raise money for local causes, and the society as a whole raise significant amounts for charities. Robert O'Hara Burke and Thomas Pope Besnard were childhood friends. As sexton of the local Back Creek Cemetery Thomas Besnard organised a subscription to raise the money for a monument to Burke, Wills and Gray. A subscription of one shilling, no more and not less, was asked so all subscribers were equal. The Bendigo monument was designed by Adam Duncan and features a Corinthian column mounted on a foundation stone, topped with a Grecian urn draped with the Union Jack. The stone for the monument was quarried from New Chum Mine. The site in the Bendigo Cemetery was selected by Besnard so the monument was on a grass knoll well clear of any other graves. The design included landscaping with a path and garden beds that provided dignified access. The Burke and Wills Monument in Bendigo has been entered on the Register of the National Estate as being important for its association with historical events and developments associated with exploration in the early days of Colony of Victoria. Two conifers remain from the original group sent by Mueller of the Melbourne Botanical Gardens to develop the garden layout on the knoll. These two trees are listed as Significant Trees by City of Greater Bendigo. The foundation block was laid on 20 August 1862 by Chairman of the Bendigo Municipality, Charles Burrows – exactly two years after the Expedition left Melbourne. A half day holiday was declared by Bendigo Council, and a procession left the Bendigo Town Hall and marched to the cemetery where 8000 people were gathered and another 4000 lined the route. John King was unable to attend due to ill health. Chairman of the Municipality of Bendigo, Charles Burrows, gave a long address, and diaries of members of the expedition, the Sandhurst Almanac, the Bendigo Advertiser, the Bendigo Independent Evening News, photographs of the deceased, photographs of Public Buildings in Bendigo, a Sydney half sovereign and all the silver coins of the Realm were wrapped in a Union Jack and placed in a niche in the foundation stone. Fifteen months later a column was erected on the foundation stone after Besnard openly criticised the Memorial Committee for their lack of action. The Bendigo Advertiser was disappointed at the location of the monument preferring a more central location and in 1893 an attempt was made to move the monument to Rosalind Park. On 19 May 1893, Mr Minto, the City Surveyor of the Bendigo MunicIpality reported it would cost £25, and no other action occurred. In 1940 the land around the memorial was sold off as grave sites and the paths and garden beds disappeared with graves now surrounding the base of the monument. The Burke and Wills Monument in Bendigo Cemetery was entered on the Register of the National Estate for its association with historical events and developments associated with exploration in the early days of Colony of Victoria. Situated at 47 Lansell Street, Bendigo, the original 1911-12 Charles D'Ebro designed brick Bendigo Municipal Abattoir, comprising twin slaughter and hanging rooms for cattle, sheep and pigs, and two smaller ancillary brick buildings. After the buildings were acquired by the Country Roads Board in 1945, a substantial but sympathetic addition was made to the south-eastern end of the old cattle abattoir. The abattoir is significant for historic, architectural and technical reasons at a state level. as a rare surviving municipal abattoir, and represents the development of hygienic slaughtering through municipal regulations, thus improving standards of public health in Victoria. It is historically significant to the City of Greater Bendigo as a key to the primary production industry that centred on this precinct from the 1860s to the mid 1990s; they are an important surviving component of one of the largest regional livestock markets in Victoria. D'Ebro was critically influential in the development of industrial and in particular meat processing buildings, designing major freezing works and abattoirs throughout Victoria and Australia.(Source, National Trust Database). The Bendigo facility finally closed in 1945, when all slaughtering for local consumption passed to a joint export and local slaughtering facility at the Bendigo Inland Meat Authority. Mayoress Poulston was born Dora Isobel Morgan and was actively associated with many charities including the Baby Health Centre. They also undertook some Mayoral duties on occasions when their husband was unavailable. Mayoress Bolton was born Jemima 'Mina' Vance in White Hills in 1866. She died on 7th December 1946 aged 80 years. Mayoress Bolton was an ardent worker for charitable bodies, particularly Baby Health Centre and Children's Welfare department.
