Douglas) where they saw this relatively new type of equipment in use. With the co-operation of the CRB, the Commission demonstrated the operation of these machines at Fishermen's Bend on 6th April, 1938. They were then sent to Kiewa where they commenced operation towards the end of the month. From South Tawonga, the route led immediately across the Western Branch of the Kiewa River necessitating the construction of a bridge 100 feet long. By the end of 1939, the excavation had been 'opened up' for a distance of 19 1/2 miles (approx. 31 km) and of this length, 10 miles (approx. 16 km) had been surfaced.The purchase and use of this type of mechanical equipment in road making was a huge investment, as prior to this most of the work would have been done manually with the use of picks and shovels. The auto tow launching mechanism was designed by Ray Jamieson of Cobram in the north of Victoria. The prototype was built the for the Corowa Gliding Club where it was used for some years. After Ray’s brother, Bert Jamieson, had witnessed the machine in use at Corowa, at Bert’s request, Ray built second one (the Museum’s exhibit) for use at Bacchus Marsh airfield. Bert lived in Melbourne at the time and was a member of the Victorian Motorless Flight Group (VMFG) which used Bacchus Marsh airfield. This occurred in the 1970s. The method of operation was to have the auto tow mechanism mounted in the back of a utility motor vehicle. The launching cable was attached to the glider. With the Volkswagen engine of the mechanism running, the tow vehicle would then drive along the runway to commence the launch. The mechanism would automatically apply brake pressure to the cable drum as the vehicle proceeded freely letting out the cable and then smoothly towing the glider into the air. When the launching cable reached a certain angle, the pilot would release the cable from the glider at which point the winching mechanism would automatically retrieve the cable in preparation for the next launch. This allowed quicker restarts and the flexibility of easily changing runways to suit the wind conditions. It made gliding a simple and cost-effective operation. Ray Jamieson and his son often used the prototype which they named “George” at Corowa in this way. With the exception of several demonstration launches, the Museum’s example of this type of device was not used by the VMFG at Bacchus Marsh due to rulings by the Department of Civil Aviation encouraging the use of aero tow launching at their site. Based on the earlier successful tests with the RAAF Dragonfly in 1948-49, together with the effective use of aircraft during the extensive Gippsland bushfires in March 1965, the Forests Commission took the plunge and contracted its own dedicated Bell 47G in the summer of 1965-66. This was an Australian first for any forest or bushfire agency. Rappelling trials at Snowy Plains and Tallangatta soon followed, which led to operations based at Heyfield with a two-man crew to quickly attack small fires in remote locations. The Heyfield rappel crew was another Australian first and remained in place for the following two fire seasons but lapsed after concerns from the Civil Aviation Safety Authority (CASA) about the stability of the small and underpowered Bell 47G. Later in 1982, after nearly 18 years absence, the Commission recommenced rappelling operations using larger and more powerful National Safety Council (NSCA) Bell 212 and Bell 412 helicopters based in Sale, Gippsland. The Volunteer Air Observers Corps (VAOC) was a civil defence formed on 31st December 1941 as part of the Royal Australian Air Force (RAAF) support during World War II. The VAOC rapidly developed observation posts manned by men and women all over Australia, the main purpose being to identify and report any aircraft movement to an RAAF regional base. During the early days of 1942 the posts were manned 24 hours a day, gradually relaxing as the threat to Australia lessened. All members were continually trained in aircraft identification and provided an invaluable service to the RAAF. The VAOC was disbanded in April 1946. During its operation over 2,600 observations posts were maintained and approximately 25,000 personnel served. These certificates were presented to Mrs. H (Hazel) Penfold and Mr. A. R. (Alexander Rex) Penfold in recognition of 3 years of service during this period. Hazel was the daughter of Mark Ellwood and Rosina Mary Smale and the older sister of Grace, wife of John Hamilton-Smith. The family of Grace and John Hamilton-Smith have donated many items to the Wodonga & District Historical Society. This item commemorates one of the important roles played by civilians on a local, state and national level during WW2 and is attached to a local Wodonga family.2 coloured certificates on cream paper.
