Construction of the main road from South Tawonga to the Bogong High Plains, to provide access to the construction sites for the new Kiewa Hydro Electric Scheme, was commenced early in 1938, the work being undertaken on behalf of the Commission by the Country Roads Board. For the construction work, the Commission purchased three Caterpillar - model R07 - diesel crawler tractors equipped with Kay Brunerei (Brunner) hydraulically operated trailbuilders (angle dozers). This acquisition resulted from a visit to the United States of America in May, 1937 by the Construction Engineer ( Mr. C.H. Kernot) and Assistant Civil Engineer (Mr. J.F. Douglas) where they saw this relatively new type of equipment in use. With the co-operation of the CRB, the Commission demonstrated the operation of these machines at Fishermen's Bend on 6th April, 1938. They were then sent to Kiewa where they commenced operation towards the end of the month. From South Tawonga, the route led immediately across the Western Branch of the Kiewa River necessitating the construction of a bridge 100 feet long. By the end of 1939, the excavation had been 'opened up' for a distance of 19 1/2 miles (approx. 31 km) and of this length, 10 miles (approx. 16 km) had been surfaced.The purchase and use of this type of mechanical equipment in road making was a huge investment, as prior to this most of the work would have been done manually with the use of picks and shovels. Not only were many months of hard manual labour saved, but a very significant amount of time in providing access to the proposed work sites for the new Kiewa Hydro Scheme. This photo is an excellent reminder of how primitive the early machinery was compared to the present but also represents the forward thinking of the State Electricity Commissions engineers in purchasing such innovative equipment . Machine - Winch - for auto tow launching cable laying and retrieval
The auto tow launching mechanism was designed by Ray Jamieson of Cobram in the north of Victoria. The prototype was built the for the Corowa Gliding Club where it was used for some years. After Ray’s brother, Bert Jamieson, had witnessed the machine in use at Corowa, at Bert’s request, Ray built second one (the Museum’s exhibit) for use at Bacchus Marsh airfield. Bert lived in Melbourne at the time and was a member of the Victorian Motorless Flight Group (VMFG) which used Bacchus Marsh airfield. This occurred in the 1970s. The method of operation was to have the auto tow mechanism mounted in the back of a utility motor vehicle. The launching cable was attached to the glider. With the Volkswagen engine of the mechanism running, the tow vehicle would then drive along the runway to commence the launch. The mechanism would automatically apply brake pressure to the cable drum as the vehicle proceeded freely letting out the cable and then smoothly towing the glider into the air. When the launching cable reached a certain angle, the pilot would release the cable from the glider at which point the winching mechanism would automatically retrieve the cable in preparation for the next launch. This allowed quicker restarts and the flexibility of easily changing runways to suit the wind conditions. It made gliding a simple and cost-effective operation. Ray Jamieson and his son often used the prototype which they named “George” at Corowa in this way. With the exception of several demonstration launches, the Museum’s example of this type of device was not used by the VMFG at Bacchus Marsh due to rulings by the Department of Civil Aviation encouraging the use of aero tow launching at their site. Norman later moved to the Latrobe Street headquarters where he took on various administrative and operational roles. Certificate - World War II Volunteer Air Observers Corps Certificate of Appreciation, Royal Australian Air Force, 1945
The Volunteer Air Observers Corps (VAOC) was a civil defence formed on 31st December 1941 as part of the Royal Australian Air Force (RAAF) support during World War II. The VAOC rapidly developed observation posts manned by men and women all over Australia, the main purpose being to identify and report any aircraft movement to an RAAF regional base. During the early days of 1942 the posts were manned 24 hours a day, gradually relaxing as the threat to Australia lessened. All members were continually trained in aircraft identification and provided an invaluable service to the RAAF. The VAOC was disbanded in April 1946. During its operation over 2,600 observations posts were maintained and approximately 25,000 personnel served. These certificates were presented to Mrs. H (Hazel) Penfold and Mr. A. R. (Alexander Rex) Penfold in recognition of 3 years of service during this period. Hazel was the daughter of Mark Ellwood and Rosina Mary Smale and the older sister of Grace, wife of John Hamilton-Smith. The family of Grace and John Hamilton-Smith have donated many items to the Wodonga & District Historical Society. This item commemorates one of the important roles played by civilians on a local, state and national level during WW2 and is attached to a local Wodonga family.2 coloured certificates on cream paper. The design includes 2 aircraft and a man and woman positioned between with the Union Jack and the Australian flag in the top section above the Royal Australian Air Force insignia and the words "For King and Country" Dark cream columns with a pale blue surround frame the details on the certificate. 3 one Years service stickers are attached at the bottom above the insignia of the Volunteer Air Observers Corps.For King and Empire Presented to Mrs H.
