The financial account book was used by the Warrnambool Harbour Board for its Emergency Account. It records transactions made with The Warrnambool branch of the Commercial Banking Company of Sydney Limited during the year 1931. The Secretary of the Warrnambool Harbour Board would have used this book in 1931. James Menzies, Pilot arid Harbour Master from 1929, was appointed as Acting Secretary for the Board in 1932 and held this office until the Board ceased in 1936. Warrnambool’s CBC Manager during this time was L E Whitney; he was Manager from 1924 to 1939. The Commercial Banking Company of Sydney Limited opened in 1893. On January 1, 1927 the CBC amalgamated with the Bank of Victoria. In 1981 the CBC merged with the National Bank of Australasia Limited and on January 1, 1983 the bank started using the abbreviated name of the National Australia Bank (NAB). Warrnambool Harbour Board- The Warrnambool Harbour Board was constituted by Order of Council on May 29, 1928, under the Harbour Board’s Act of 1927, taking over from the Ports and Harbours Branch of the Public Works Department of Victoria. The Board was then the only body with power to manage and control the whole Port, including shipping, facilities upkeep and improvements of the port. The work it carried out involved dredging, building of port facilities and drafting of port regulations, and collecting taxes, tolls, rates and charges. The Board was officially dissolved on June 30, 1936, at which time the Public Works Department again had control. The Warrnambool Harbour Board had rented out the Lighthouse Keeper’s Quarters from the 1920s until 1936, when the Board closed down. However, rentals continued with other currently unknown landlords until Flagstaff Hill Maritime Village opened in 1975 and began renovating the Cottage, in stages. This cheque book was found in a shop on the corner of Sturt and Camp Streets, Ballarat by a builder around 2004. The English, Scottish & Australian Bank Limited was founded in 1852 by Royal Charter in London as the English, Scottish and Australian Chartered Bank. The bank opened its first Australian branch in Sydney in 1853. Australian banknotes were printed by the bank and issued at branches in Sydney, Adelaide, Hobart and Melbourne. In 1893, the bank was renamed the English, Scottish & Australian Bank following the financial upheaval. The bank was one of 16 banks which supplied blank note forms to the Australian Government in 1911 which were superscribed as redeemable in gold and issued as the first Commonwealth notes. The bank took over the Commercial Bank of Tasmania Limited and the London Bank of Australia Limited in 1921 and the Royal Bank of Australia Limited in 1927. On 1 October 1970, the bank merged with the Australia and New Zealand Bank to form the Australia and New Zealand Banking Group Limited. Arthur Allsop went into the business office at Bendigo (Vic.) of the late Mr. Alfred Joseph. He later operated as an independent bookmaker. Arthur Allsop was a partner in the firm of Kelly and Allsop and was involved in mining and speculation in Bendigo. He was elected as a member of the Bendigo Stock Exchange in 1906. He started his athletic career at picnic sports and was a fine athlete winning many foot races. For 15 years he acted as secretary of the Sandhurst City Fire Brigade, he was captain of the Bendigo lacrosse team. He was a fair cricketer, and played against the English and Australian Elevens. He played football, and acted as secretary to the Bendigo Football Club. In later years he played bowls and captained pennant teams. He was a Past District- Grandmaster in the M.U.I.O.O.F. Allsop eventually moved to Melbourne and then Sydney working as a bookmaker. He died in Sydney in 1921.
