A document written in 1976 by Legatee Frank Meldrum containing his account of the start of Legacy. He was responding to a request for information about the history of Legacy that the archive committee was collating. He mentions several key members by name and what they achieved. As with other similar accounts he mentions the original objective was to see diggers placed in employment. When two years later the focus changed to the families 'thanks to Frank Doolan Legacy found its SOUL'. Many other accounts have also used the term 'soul' when referring to Frank's suggestion. It seems many Legatees had been quietly helping families of their comrades; Frank 'said he was helping a widow with two children of an old army mate. It was discovered that several of the Board were doing the same. Stan Savige had taken over the care of his widowed sister and her two boys, whose father had died at Passchendale. I had a widow with two little ones whose father was one of my best mates at Anzac. He died of flu virus after returning to Australia. I think eleven members of the Board or Committees were already giving similar service. Frank's proposal caught on immediately. Legacy had found its Soul!' 'Harold Peters started his Lit and Debating Class and I was asked by Stan to find a PT instructor', Frank Meldrum asked for the 'Billy' Williams to helped, and a cobber from Anzac, Louis Vavjanezki, to take on boxing and wrestling classes. 'All committees carried their own expenses amongst themselves - nothing was charged to JLC. Hugh Brain started the Education Committee and was given a donation, I think of $1000 (a heck of a lot in those days) by the Ballieu Bros.' He also mentions 'For the first 5-10 years practically all administrative costs were borne by the members.' 'Stan Savige was, of course a tremendous driving force in all the work for the Juniors. He put on a Christmas Camp at Balnarring on his own property and was Camp Commandant and Camp Cook.' Legatee Keith Mitchell helped Frank Meldrum in doing a dental examination of all children in the classes and then Frank did the necessary treatments in his rooms. When it was known they were treating over 400 children and their mums, Syd Birrell then got the board to co-opt two more dentists into the Club and form a Dental Clinic. Syd Birrell also started a Legal Committee to provide free legal advice. 'Committees quietly vied with each other to give better services to the Juniors and their mums. It was an atmosphere that was unbelievably happy - SERVCE WITHOUT SELF'. He mentions picnics, including one at Grimwade house - photos are at 01382 - where legatees were dressed up. The first demonstration was held in the 'Playhouse, just over Princes Bridge and was a great success.' Aaron Beattie and Mrs Gilles were mentioned. The notation H33 in red pen shows that it was part of the archive project that was trying to capture the history of Legacy. This portrait was presented by the Victorian Bar to the Library in 1917 to commemorate Schutt’s fifty years as the Supreme Court Librarian. The portrait was presented at a ceremony presided over by Mr Mitchell KC who noted the “unanimity with which the members of the profession had adopted the suggestion that the eminent services of Mr Schutt should be recognised in this way.” Chief Justice Madden also spoke on this occasion and there were a number of judges and members of the legal profession present. John Schutt had been born in England in 1831 and migrated to Victoria as a young man, initially working as a school teacher he was appointed librarian, during Redmond Barry’s time in 1866. He started work in the Old Court in Russell street and would have supervised the move of the library to its new and greatly expanded premises in William Street in 1884. As well as secretary to the Library committee, he also acted as the Secretary of the Board of Examiners on occasion. After his death in 1919 in its obituary, the Williamstown Chronicle noted that Schutt was regarded as a Solon, an ancient greek law giver who gave wise advice. Away from the Court he was a councillor of many years standing in Williamstown, representing the Victoria Ward, what is now the suburb of Newport, it would appear Schutt street in Newport was named after him. His eldest son William Schutt was appointed a Supreme Court judge in 1919. The portrait of Schutt is a companion piece to the Sir Thomas a’Beckett picture painted shortly before the Schutt portrait and for the same client, they share the same frame design with gum leaf motif. This portrait was undertaken early in Meldrum’s career and before he had fully developed his theory of painting. Duncan Max Meldrum (1875-1955) was a controversial figure in his later years as he strongly opposed modernism and non-figurative art. His works are found in most of the state galleries, including a wide selection at the National Gallery of Victoria. This portrait is of interest for whom it portrays and as the work of a well known artistFull length portrait in oils of John Schutt. Schutt is standing up looking out the to the viewer. His hand rests on a small pile of books. He is dressed soberly in a three piece black suit. His white beard and hair all meticulously trimmed and realised. The props used in this painting provide the main colour as the background has become dark over the years. The books sit atop of a red and gold draped table. Behind Schutt is what appears to be a crimson velvet chair and he gives every appearence of having just arisen from the chair to engage with the viewer. The painting has an unusual light source at the foot of the painting with Schutt's legs providing shadows. Signed Meldrum lower right hand corner. Plaque inscription is John Schutt, Esq. Supreme Court Librarian

It commemorated the memory of the Eltham Soldiers who fell in the First World War and complemented the Eltham Avenue of Honour established in 1917 to those that served. In 1943 (WW2) the local community commenced plans to establish the Eltham War Memorial, a living memorial to benefit the children as opposed to a one in stone as per the obelisk. The Eltham War Memorial Trust was established in 1945. In 1947 the Trust intended for the Obelisk to be relocated from Bridge Street and Main Road to the Garden of Remembrance which was planned as part of the Baby Health Centre which was to be the first of three buildings of the Eltham War Memorial to be built in 1951. In 1951 the Eltham RSL was invited to be represented on the Eltham War Memorial Trust. During the period of Jun through October 1956 the original wooden bridge over the Diamond Creek in Bridge Street was replaced with a new concrete structure. At the same time the intersection of Bridge Street at Main Road was revised necessitating the relocation of the Eltham Obelisk. It was ‘temporarily’ relocated to the front garden of the Eltham RSL Sub-Branch on Main Road for safe keeping. In 2007, a suggestion was proposed by Harry Gilham (President, EDHS) to John Cohen (ERSL) to claim a special site along with the historic Shillinglaw trees on the now vacant former Eltham Shire Office site adjacent to the Eltham War Memorial precinct for relocation of the obelisk. In 2010 following the financial collapse and sale of the Eltham RSL Sub-Branch property and amalgamation with the Montmorency Eltham RSL sub-branch, the location of the obelisk was again in immediate jeopardy and in conjunction with Nillumbik Shire Council, supported by the RSL, the obelisk was relocated in front of the Eltham War Memorial buildings in preparation for the Dawn Service on Anzac Day 2012. The new location resulted in significant impact upon the Eltham War Memorial Garden. Council’s preferred location was near the Eltham Library however that would have cost $39,000. George Knapman was born c.1851 in Ashburton, Devon, England, the son of George Knapman and Elizabeth Grant nee Wyatt. George, his mother and three sisters arrived in the Port of Melbourne, 28 Jul 1857 aboard the ship, Mindoro from Plymouth, his father having preceded them some eighteen months earlier. George married Mary Jane Williams in 1877 and they settled in Eltham where they had five children; Percival George (1878), Florence Maud (1880), Laura Blanche (1882), Alfred Edgar (1886) and Gladys Victoria (1897). In 1879 George was elected a vestryman for St Margaret’s Church, a position he would be re-elected to for many years. Both he and Mary were active members of the church and social activities. In 1884 George was also engaged in collecting funds for the renovation of the St Helena church George was also a member of the Eltham Cricket Club. In May 1884 following completion of the cricket season, several players banded together to form a group holding fortnightly meetings for the purpose of giving readings, recitations, etc to relieve the dullness of the long winter evenings. Charles Wingrove was elected President, Rev. J.B. Gason Treasurer and George along with Messrs Evans, Bourke, D. McColl, C. Jarrold, George Hill and William Brown, members of the Committee. In 1885, George advertised two horses had strayed from his premises (reward £2) and in 1891 he had a cultivator for sale (price £7/10/-). In 1902 he was treasurer of the Eltham Rifle Club. His children attended Eltham Primary School. In 1904 he was a member of the school's Board of Advice and addressed children at an Arbor Day planting activity. In 1907 he was elected president of the Eltham Progressive League, calling for public toilets to be erected at a local picnic spot. George along with William John Taylor and Isaac Hill was also appointed a Trustee of the Eltham Rechabite Hall in Henry Street on behalf of the Hope of Eltham Tent No. 195 Victoria District Independent Order of Rechabites from December 1901 until its sale to the community in December 1921 for use as a public hall. George ‘Snowy’ Knapman was a blacksmith by trade. He owned and operated a shoeing forge and wheelwright workshop, known as Snowy Knapman’s Forge, in Main Road Eltham, next door to the Eltham Court House. The location was well chosen. Mail coaches from Melbourne passed through Eltham enroute to Christmas Hills and Yarra Glen, with another heading to Kingstown (now Panton Hill). It was common practice for horses to be changed at Eltham. Two photos taken June 4, 1907, captioned ‘Election Day Eltham’, show a large crowd of men assembled in Main Road outside Knapman's premises. They are waiting to vote at the Court House. There are no women in the crowd; they were not empowered to vote. George's brothers William and John were also blacksmiths at Heidelberg, continuing the business established by their father George, who had died in 1900. After William died in 1909, George moved to Heidelberg to take over from him. George died at his residence, ‘Devon’, Yarra Street, Heidelberg on March 16, 1923, and is buried in Eltham Cemetery with his wife Mary who died July 16, 1935, at Kew. Their former house at Eltham was located near where the WW1 Monument was erected in 1919, after they had moved to Heidelberg, at the corner of Bridge Street and Main Road and occupied by Mr. R. Trevena at the time of Mary’s death. Mary was sister to E.J. Williams, W. Williams and Mrs Fawkner, all residents of Eltham. National Trust Collection: Mechanics Institute - School of Mines - Technical College (the McCrae Street section of the Institute) A variety of correspondence from December 1977 to March 1983, between The National Trust and the Principal of the Bendigo Technical College, regarding the facade of the building, the Assay Laboratory, the Library. In 1887 an octagonal Library building designed by Vahland had been erected and finely decorated by the famous Otto Waschatz. During the war years this beautiful building was sadly mutilated due to lack of adequate classroom space but has recently been restored and some of its pristine dignity recaptured. Minutes from the 11th meeting of the committee held at Legacy House on 15 July 1960 reveals that 2000 copies of the book had been sold but sales were slowing. Because minutes of the 9th and 10th committee meetings are missing, information on the project is incomplete, but these minutes refer to the fact that the author wanted his loan of $1000 to be refunded, reversing his advice in the minutes of the 15 December 1958. A letter from Legatee Meldrum recalling memories about Legatee Stan Savige. It is addressed to Legatee Kemsley who was on the archive committee at the time. Legatee Meldrum was a dentist and Stan was a patient of his. During a visit there was a discussion that Meldrum could help convince Sir John Monash to be President of Legacy as he used to play tennis with his son-in-law. It goes on the recount how Sir John suggested the role to Harold Cohen. Part of what was written: 'I did speak to Sir John the next Sunday. He was very interested but said he just could not take the office because his hands were so full with Yallourn. He said "Don't worry, let me give you some advice. If ever you want a job - a good job - done go to a busy man." Later as I was leaving Sir John called me into his study and said "I took my own advice today and asked a very busy man to take on the job you asked me to do. You know Harold Cohen because you always sit at his table at the Club. Well I've told him I would like him to think about taking the Chairmanship. Now it's up to you. Arrange for Savige and others to meet him". Which I did. Being originally a 6th Brigader I knew nearly everyone interested and I had known Pip Powell for six years before the war. I did attend a committee meeting just before the first luncheon at Stan's invitation but had not formally joined.
