In 1996, the Australian Drinking Water Guidelines, instead of World Health Organisation Guidelines introduced in 1983, were introduced. The Australian guidelines allowed for some flexibility and the Upper Kiewa Community Consultative Committee supported a package proposal that included Ultra Violet/Ozone treatment. The debate was a rejection of chlorination by a public meeting in Mt Beauty in Feb. 1997.Mt Beauty residents were asked about the treatment of their drinking water at a public meeting and by an Information Questionnaire. North East Region Water Authority was involved - the debate is an example of community consultation, drinking water standards and the input of the authorities that were involved.Papers re introducing the chlorination of the water in Mt Beauty in 1997-1998. Associate Professor Catherine Laffey has been described as a changemaker and educationalist. In 1993 she was the ALP candidate for Ballarat Province, and stood as a candidate for the Australian Labor Party in the Legislative Council Province of Ballarat at the Victorian state election, which was held on 30 March 1996. On 18 March 1999 University Council approved the appointment of Ms Catherine Laffey to the Human Research Ethics Committee as a member co-opted from the TAFE Sector. In 2005 she was elected to University Council as the TAFE Representative, and around 2007 the Univesity of Ballarat Consultative Committee. Catherine Laffey was appointed Head of the School of Human Services in 2009. Ringwood Council's policy and resources committee directed officers to consult with the hall management committee, Italian senior citizens and the senior citizens' consultative committee and report back to council on the possibility of the Italian group using the hall one day a week.

Phyllis Catherine Hore (née Kiss) was born in 1918. A Kew resident from 1949, she was elected to Council in 1972, after several attempts, and served for twenty- three years until her death in 1994. A secondary teacher by profession, Cr Hore represented College and Sackville Wards. While a councillor, she was a resident of High and later Pakington Streets. She served on Council committees and was a delegate to the Kew Elder Citizens Association, the Family and Community Services (FACS) Local Consultative Committee, and the Kew Music Centre Board of Management. During her Mayoral year, she was instrumental in memorialising Vance and Nettie Palmer, significant Kew writers and poets, by unveiling a plaque at the Kew Library in the year of the centenary of their births. In May 1994, the Mayor of Kew, Cr Tom Indovino, named a meeting room at Kew Library, the Phyllis Hore Room in recognition of her service to the City. She is buried in the Heidelberg (Warringal) Cemetery. Worn by Dame Marie Breen DBE OBE, Federal Senator for Victoria and Brighton resident. A passionate member (and founder) of many community organisations and charities, Marie Freda Breen (nee Chamberlin, 1902-1993) had her first experience of public life when her husband Robert became Mayor of Brighton in 1940. She became involved in the fledgeling Liberal Party, and Robert encouraged her to run for office. Marie because Victoria's first female Federal Senator in 1962. In Parliament, she was a vocal advocate for women and families and supported building a stronger relationship between Australia and Asia. In 1965 she became the first woman to chair a Senate committee. Marie retired from politics in 1968, after Robert was badly injured in a car accident. He died shortly after and she re-dedicated herself to community service, raising funds for UNICEF and serving on the Victorian Consultative Committee on Social Development and the Australian Advisory Council of Elders. In 1959 she was appointed an Officer of the British Empire for her work in the role of State President of the National Council of Women (Victoria) and in 1979 she was appointed Dame Commander of the Order of the British Empire. Marie and Robert had three daughters, one of whom, Jeannette Patrick, was the Liberal Member for Brighton (1976-1985) and Parliamentary Secretary of the Liberal Party, (1979-82).Sleeveless black cotton voile dress printed with large cream and apricot coloured roses.
