In 1996, the Australian Drinking Water Guidelines, instead of World Health Organisation Guidelines introduced in 1983, were introduced. The Australian guidelines allowed for some flexibility and the Upper Kiewa Community Consultative Committee supported a package proposal that included Ultra Violet/Ozone treatment. The debate was a rejection of chlorination by a public meeting in Mt Beauty in Feb. 1997.Mt Beauty residents were asked about the treatment of their drinking water at a public meeting and by an Information Questionnaire. Associate Professor Catherine Laffey has been described as a changemaker and educationalist. In 1993 she was the ALP candidate for Ballarat Province, and stood as a candidate for the Australian Labor Party in the Legislative Council Province of Ballarat at the Victorian state election, which was held on 30 March 1996. On 18 March 1999 University Council approved the appointment of Ms Catherine Laffey to the Human Research Ethics Committee as a member co-opted from the TAFE Sector. In 2005 she was elected to University Council as the TAFE Representative, and around 2007 the Univesity of Ballarat Consultative Committee. Catherine Laffey was appointed Head of the School of Human Services in 2009. Ringwood Council's policy and resources committee directed officers to consult with the hall management committee, Italian senior citizens and the senior citizens' consultative committee and report back to council on the possibility of the Italian group using the hall one day a week.

Phyllis Catherine Hore (née Kiss) was born in 1918. A Kew resident from 1949, she was elected to Council in 1972, after several attempts, and served for twenty- three years until her death in 1994. A secondary teacher by profession, Cr Hore represented College and Sackville Wards. While a councillor, she was a resident of High and later Pakington Streets. She served on Council committees and was a delegate to the Kew Elder Citizens Association, the Family and Community Services (FACS) Local Consultative Committee, and the Kew Music Centre Board of Management. During her Mayoral year, she was instrumental in memorialising Vance and Nettie Palmer, significant Kew writers and poets, by unveiling a plaque at the Kew Library in the year of the centenary of their births. In May 1994, the Mayor of Kew, Cr Tom Indovino, named a meeting room at Kew Library, the Phyllis Hore Room in recognition of her service to the City. She is buried in the Heidelberg (Warringal) Cemetery.
