The building was originally Company's Hotel, then used as temporary premises by the Colonial Bank during construction of the bank's own premises, then Borough of Tarnagulla Council Chambers and Mechanics Institute. Also known locally as Burstall Hall from c1960 following a donation of maintenance funding from the Estate of the late RH Burstall. In June 1866, Aimé Marchand (1846-1910) made a series of fourteen photographs which were submitted to the 1866-67 Melbourne Intercolonial Exhibition, where they earned a 1st Class Honorable Mention. This is one of those fourteen images. Of French or Belgian origin and possibly formerly an assayer in California, Marchand appears to have begun his practice of photography in Tarnagulla around 1865 as an assistant to A.B. Clay. By the following year he had settled in Portland, where he opened the Royal Photographic Studio in Gawler Street. From his base in Portland he toured surrounding districts, offering portrait and view services. Little else is known about his life. He appears to have left Australia in 1878. A misprint of his name in a local directory as Annie Marchand created the misconception that he was one of only a few named women photographers in the colonies. Alnis Ansons (1928-2015) was introduced to architect Kevin Knight in the lead-up to the opening of the Brighton Municipal Offices in 1961. The architect, on seeing some relief work in the artist’s home, asked Ansons if he would attempt an ambitious 70 square metre work within the council building which would wrap around the lift shaft of the three storey building. The tight deadlines and budgetary constraints imposed on the project impacted on the artist’s process but, in adapting to these limitations, Ansons developed a bold and original technique for producing commercial ceramic works. The mural, which symbolises the people of Brighton at work, worship and play, is constructed from hundreds of individual ceramic casts that have been treated with an engobe, similar to an underglaze, to produce a myriad of colours. The pieces were then fired only once, and grouted with copper grouting from top to bottom, creating a three-dimensional effect on the central column in the council chambers. Ansons was assisted during the installation by his future wife, Ralda, who was tasked with holding the pieces in position as they dried, to prevent them from sliding or shifting.Alnis Ansons, Brighton Council Chambers Mural 1961, ceramic. 750 x 595 cm. Local government for Moorabbin began in 1862 when the area was separated from Brighton with the creation of the Moorabbin Roads Board. This meeting commemorated the centenary of local government in 1962.1862 saw the beginnings of local government in the Moorabbin district when the area was separated from Brighton with the creation of the Moorabbin Roads Board. Moorabbin was declared a shire in 1871 and a city in 1934. While tinkering with boundaries occurred over time, the first major severance from Moorabbin was when the Borough of Sandringham was created in 1917. Three years later, after persistent agitation, on May 27, 1920 Mordialloc, Parkdale and Mentone became part of the new Borough of Mordialloc. With this change the Shire of Moorabbin no longer had authority for land with a frontage to Port Phillip Bay. In 1994 councils across Victoria were amalgamated and the City of Moorabbin was divided between the cities of Kingston and Glen Eira. This plaque has been attached to a Warrnambool installation in 1933. It is not known to which site this refers but it may have been the Warrnambool Information Pavilion which was erected outside the old Warrnambool City Council Chambers. There have been many Warrnambool Chambers of Commerce over the years. These were established by Warrnambool businessmen and women to promote the interests of the town/city and to encourage the development of local industry and the tourism trade. This plaque is of great local interest but unfortunately does not have a clear provenance.This is a small brass plaque. Williamstown was first incorporated as a borough on 14 March 1856. It became a town on 2 April 1886, subdivided into four wards in 28 October 1887 and was proclaimed a city on 17 May 1919. The city was proclaimed by His Excellency the State Governor, the Hon. Sir Arthur Stanley on 17 May 1919. At the same time he unveiled a photographic honour board in memory of local soldiers killed during World War One and officially opened the Town Hall/Council Chambers building at 104 Ferguson Street. The Governor was presented with this proclamation and asked to sign the parchment. The official birth of the city was celebrated by 2000 residents.
