In January 1974, 103 years after the establishment of the Ballarat School of Mines (SMB), Dorothy made history by becoming the first woman appointed to the SMB Council. Ian Gordon played a prominent part in both the development of the Mt Helen Campus and in the progress the Institution made prior to becoming a University on 01 January 1994; In 1973 he was appointed President of the Council of hte newly created State College of Victorian at Ballarat (SCVB) which absorbed the former Ballarat Teachers' College. As President, he led the merger of the SCVB with Ballarat Institute of Advanced Education (BIAE), the tertiary division of the School of Mines and Industries, Ballarat. Out of the merger the Ballarat College of Advanced Education (BCAE) was established on 01 July 1976. Ian Gordon, a partner in the Ballarat law firm Heinz and Gordon, became the first Vice-President of the new Council and was involved with the plan to transfer the former SCVB to the Mt Helen site. In June 1981, Ian Gordon became President of the Council of BCAE and held that position until June 1989. He remained a member of the Council of the BCAE (later Ballarat University College) unti l31 December 1993, the eve of the creation of the University of Ballarat. He was the only person to remain a member of the BCAE and the BUC Councils for the whole of their existence. This photograph was taken in 1994 and depicts four Commissioners of the newly formed Shire of Indigo. The Commissioners were appointed on 18 November 1994 and served until the the election of Indigo Shire Councillor's on 15 March, 1997. The United Shire of Beechworth was established in 1871 following the merger of two entities: the Borough of Beechworth, established in 1856, and the Shire of Beechworth, which was created as the union of the Stanley and Wooragee Road Districts in 1865. This photograph is historically significant for its depiction of newly elected Indigo Shire Commissioners, who replaced the former United of Beechworth Shire Council. The only local government entity remaining in Victoria styled as a 'United Shire' at its dissolution in November 1994, the amalgamation of the United Shire of Beechworth, along with parts of the Shires of Chiltern, Rutherglen and Yackandandah into the Shire of Indigo, was part of an extensive restructuring of Victoria's Local Government Areas in the 1990s. The Victorian Governments restructuring of LGA's in the 1990s constituted a major transition in Victoria's systems of local governance. The reforms dissolved over two hundred councils and sacked sixteen hundred elected councillors. The Eltham Roll of Honour Board was originally commissioned and paid for by the Eltham War Memorial Trust from funds raised by public donation. It was originally hung in the Infant Welfare Centre. In 1999 the Honour Roll Board was removed from the Eltham War Memorial by members of the RSL and relocated to the Eltham RSL sub-branch on Main Road. Following financial collapse of the Eltham RSL sub-branch and merger of the Eltham and Montmorency sub-branches and subsequent sale of the Eltham property, the WW1 obelisk was relocated to a location in front of the Eltham War Memorial. The Honour Roll Board was retrieved by former Eltham District Historical Society President, Harry Gilham in September 2004 who arranged for it to be re-hung in the Eltham War Memorial Hall (former Children's Library) where it was attached to the brick wall face of the west (rear) wall of the Hall (as seen in this photograph). Sometime around late 2018 when Council was investigating the potential sale and development of the Eltham War Memorial, the Eltham Honour Roll Board was once again removed from the Eltham War Memorial by persons unknown, under the pretext of ‘safekeeping,’ to a location outside of the Shire of Nillumbik, in the City of Banyule. In early 2021 Eltham District Historical Society was made aware of the removal of the Honour Roll Board. A formal request was made by EDHS to return this community asset to its rightful place as intended when it was commissioned and paid for by the Eltham War Memorial Trust. This request was rebutted. Nillumbik Shire Council has also since been made aware of the removal of this community asset and formally requested its return prior to Anzac Day, 2021 where it can once again be made accessible to members of the community to pay their respects as originally intended. The Bendigo Chamber of Commerce and Industry was constituted in 1886 with the vision to be the single voice for the business community across greater Bendigo. ‘Be.Bendigo’ is the trading name of the organisation ‘Bendigo Business Council’ which was formed in 2008 as a merger between two Bendigo business organisations: The Bendigo Chamber of Commerce and Central Victorian Business Network (CVBN).
