Also, a Council copy of the Contract dated 26 June 1890, with the signatures and diagram where the two official stamps would be placed. The Foundation Stone was laid the following year by the next Mayor, John Hyland on February 24th 1891. The contractor for the building was granted to W. Kellas (William) of Warrnambool. The Town Hall and Offices were built on the corner of Liebig and Timor Streets in Warrnambool. On March 20th 1983 the new Performing Arts Centre was opened y the Mayor, Councillor R w Andreson, on the same site. The new building incorporates the 1890 Town Hall building. The plans, contracts, documents and various references to people on the documents are significant to the history of the City of Warrnambool and its community. The Warrnambool Town Hall building is also significant for the many community events held there over the decades after it was built. Appreciation for the significance of the almost century-old Town Hall building is demonstrated by its inclusion in the new Performing Arts Centre.Set of five documents that includes Plans for the Warrnambool Town Hall, the Contract cover page and a letter from the Architect to the Council. The firm specialised in plated goods, but also registered marks for silver with Sheffield Assay Office in 1903, 1905 and 1907. The firm grew steadily and aquired Boardman, Glossop & Co in 1923. By 1927 the workforce numbered 250. The manufacture of stainless steel table knives helped the firm expand further in the 1930s, moving to Howard Works in Broad Street in 1933. Records at Sheffield Assay Office indicate that Frank Cobb registered the firm's mark 'FC' on the 15th November 1934. The Frank Cobb Group of companies continued in business well beyond the death of Cobb himself in 1957, eventually being liquidated in 1986. The name changed from 'Home' to 'Hospital' in 1934. The After-Care Home was originally established to provide nurse-managed convalescent care to poor and underprivileged people who could not look after themselves at home due to illness or on release from hospital. Opening in 1926, at a cost of £27,000, the home included maternity, children’s and adult wards as well as accommodation for Matron, twelve nurses and four domestic staff. In 1930 an ante-natal clinic was opened at the home. During 1934 the Women’s Welfare Clinic including, at the time, a very controversial Family Planning Clinic, the first of its kind in Australia, was opened to support women at risk following multiple and difficult pregnancies. Major extensions occurred in 1936. Each Ward in the After-Care Hospital at 45 Victoria Parade, Collingwood, had a Sun Room which was well lit by its many windows. Several donors gave money to furnish some of the Wards. Following Government intervention, the After-Care Hospital was separated from the Melbourne District Nursing Society in 1957. The District division of Melbourne District Nursing Society became the Melbourne District Nursing Service and moved to 452 St Kilda Road; later, in 1966, with Royal patronage this became Royal District Nursing Service (RDNS). The After-care hospital continued to operate at the same address in Collingwood until 1985 when it became the Melbourne Geriatric Centre. ' - taken from The Royal District Nursing Service. Donated by Miss Ethel Spencer this trophy belonged to Catherine Mitchell Pyle. Miss Ethel Spencer was bridesmaid to Catherine Mitchell Pyle's daughter Jessie Pyle. Catherine Mitchell Pyle came to live with Ethel Spencer at Black Springs where she remained until she died in 1921. Ethel recalled that Catherine had a strong will and 'ruled the house inside and out'. Besides making beautiful bread, she also grew chrysanthemums. This silver trophy has been part of Beechworth history since 1879, and is currently held in the Burke Museum C.F. Falck Watchmaker & Jeweller display in the Street of Shops Exhibition.Deep hollow silver cup tapers to pedestal, engraved with branches and leaves. The teaspoon has been stamped with text on the back of its handle that describes the nickel silver alloy that it was made of, and that it was made in Sheffield, but does not mention the maker's name. The plain design and light weight of this teaspoon could mean that it was used as a common, everyday utensil. The text on the back includes the words 'wears wite', assuring the buyer that even if the silverplate wears or flakes off the surface, the metal beneath it will show the white colour typical of nickel silver, or German silver. This alloy of copper, nickel and zinc is often used as a base for electroplating and named Electro Plated Nickel Silver (EPNS). An exact match of this teaspoon's inscription "WEARS-WITE STAINLESS NICKEL SILVER SHEFFIELD" has been found on cutlery made by Viners Ltd., and has not yet been found on flatware made by other manufacturers. Other cutlers have used very similar text but have used 'rustless' instead of 'stainless' and 'white throughout' instead of 'wears-wite'. Viners Limited was established in Sheffield in 1901 by Adolphe Viner and his sons. By 1908 they had a manufacturing plant in Bath Street, Sheffield, and went on to be the leading cutlers in the United Kingdom. They expanded to Hong Kong and Japan, and from 1925 they used the trademarks 'Alpha', 'Resilco' and 'Wear-wite stainless silver nickel'. They were appointed as Royal Cutlers to King George V in 1930, at which time their trademark was still 'Wear-wite' followed by the words 'Rustless Nickle Silver'. They continued to expand and prosper over the years. The Viners name is still being used by the current owners, the Rayware Group. In 2018 the Viners name celebrated 110 years as specialists in flatware. This teaspoon is historically significant, dating from the mid-1920s and made by a leading Sheffield silversmiths, Viners Limited, established in 1901 and continuing on with cutlery still branded with the Viner’s name today. Viners who were appointed as Royal Cutlers in 1930 by King George V. The teaspoon is an example of silver plated cutlery in common everyday use in the earlier half of the 20th century. This Viners teaspoon is unique in our collection as an item produced by Viners Ltd. and bearing the stamp ‘Wear-wite”.Teaspoon, small, thin, nickel silver plated. The plans are contained in a box from the Public Works Department, Ports and Harbours Division in Melbourne, which in the year 1910 was responsible for the dredging operations of coastal ports and harbours, and inland waterways. The stamped signature is that of Arthur Edward Cutler, Chief Engineer, Public Works Department of New South Wales. The steel steamer Matthew Flinders was constructed by Morts Dock & Engineering Co Ltd in Sydney, New South Wales. Identified as Ship No. 40 by the ship builders, this dredge, had twin screw engines that were made in Sydney. Its gross tonnage was 1180. It was launched on July 15th, 1916, and registered by the owner, Department of Public Works in Victoria, at the Port of Melbourne in 1917. Unlike bucket dredges, the Matthew Flinders did not use permanent moorings but instead had bow and stern anchors. It travelled forward on the bow anchor, taking up a strip of even-depth wilt from the bed below. A local newspaper noted that the Matthew Flinders has many advantages that were especially useful for its work at Warrnambool. Warrnambool Harbour had been experiencing silting and sanding for many years. The problem continued even after the construction of the Breakwater in 1890, which was overseen by New Zealand engineer Arthur Dudley Dobson. Melbourne’s Department of Ports and Harbours sent the new Matthew Flinders to dredge the heavy silting in the Warrnambool Harbour in May 1919. This work was previously done by the smaller dredge, the Pioneer. However, after a month of work, the Matthew Flinders was returned to Melbourne for alterations to make it suitable for work in the heavy seas it experienced at Warrnambool. Both dredges were sent up from Melbourne when required over the years to periodically attend to the silting in the Harbour, but the Matthew Flinders was preferred because of its efficiency. It was still dredging the Harbour even in July 1938. The ship’s original master was J G Rosney. In 1923 the master in charge was Captain Dunbar. In 1930 the dredges were no longer required as the Harbour was no longer suitable as port.These plans are significant for their close association with the suction hopper dredge, the Matthew Flinders I, which was call upon often to remove the silting of Warrnambool Harbour and allow shipping to continue in the Port of Warrnambool until 1930, when the Port of Warrnambool ceased to be suitable as a port. The work done by the Matthew Flinders is significant for its association with the Warrnambool Breakwater and the on-going issues with the silting of the Harbour. This commemorative trowel was given to him in thanks for his (and the trust's support) of the project, which would ultimately provide a great resource to blinded soldiers who were prepared and able to learn Braille.
