This is a set of documents including three sheets of blueprint plans for the New Town Hall and Offices for Warrnambool, created in 1890 by the Architect Mr Arthur H. Cutler of Melbourne. The Contract was signed by the Town Mayor for Warrnambool, Mr William Simpson on May 7th 1890. Also, a Council copy of the Contract dated 26 June 1890, with the signatures and diagram where the two official stamps would be placed. The Foundation Stone was laid the following year by the next Mayor, John Hyland on February 24th 1891. The contractor for the building was granted to W. Kellas (William) of Warrnambool. The Town Hall and Offices were built on the corner of Liebig and Timor Streets in Warrnambool. On March 20th 1983 the new Performing Arts Centre was opened y the Mayor, Councillor R w Andreson, on the same site. The new building incorporates the 1890 Town Hall building. The plans, contracts, documents and various references to people on the documents are significant to the history of the City of Warrnambool and its community. The Warrnambool Town Hall building is also significant for the many community events held there over the decades after it was built. Frank Cobb founded his business in West Street , Sheffield in 1903. The firm specialised in plated goods, but also registered marks for silver with Sheffield Assay Office in 1903, 1905 and 1907. The firm grew steadily and aquired Boardman, Glossop & Co in 1923. By 1927 the workforce numbered 250. The manufacture of stainless steel table knives helped the firm expand further in the 1930s, moving to Howard Works in Broad Street in 1933. Records at Sheffield Assay Office indicate that Frank Cobb registered the firm's mark 'FC' on the 15th November 1934. The Frank Cobb Group of companies continued in business well beyond the death of Cobb himself in 1957, eventually being liquidated in 1986. This teaspoon is an example of electroplated cutlery that was affordable alternative to more expensive silver cutlery, popular in the late 19th and early 20th century. The teaspoon has been stamped with text on the back of its handle that describes the nickel silver alloy that it was made of, and that it was made in Sheffield, but does not mention the maker's name. The plain design and light weight of this teaspoon could mean that it was used as a common, everyday utensil. The text on the back includes the words 'wears wite', assuring the buyer that even if the silverplate wears or flakes off the surface, the metal beneath it will show the white colour typical of nickel silver, or German silver. This alloy of copper, nickel and zinc is often used as a base for electroplating and named Electro Plated Nickel Silver (EPNS). An exact match of this teaspoon's inscription "WEARS-WITE STAINLESS NICKEL SILVER SHEFFIELD" has been found on cutlery made by Viners Ltd., and has not yet been found on flatware made by other manufacturers. Other cutlers have used very similar text but have used 'rustless' instead of 'stainless' and 'white throughout' instead of 'wears-wite'. Viners Limited was established in Sheffield in 1901 by Adolphe Viner and his sons. By 1908 they had a manufacturing plant in Bath Street, Sheffield, and went on to be the leading cutlers in the United Kingdom. They expanded to Hong Kong and Japan, and from 1925 they used the trademarks 'Alpha', 'Resilco' and 'Wear-wite stainless silver nickel'. They were appointed as Royal Cutlers to King George V in 1930, at which time their trademark was still 'Wear-wite' followed by the words 'Rustless Nickle Silver'. They continued to expand and prosper over the years. The Viners name is still being used by the current owners, the Rayware Group. In 2018 the Viners name celebrated 110 years as specialists in flatware. This teaspoon is historically significant, dating from the mid-1920s and made by a leading Sheffield silversmiths, Viners Limited, established in 1901 and continuing on with cutlery still branded with the Viner’s name today. Viners who were appointed as Royal Cutlers in 1930 by King George V. The teaspoon is an example of silver plated cutlery in common everyday use in the earlier half of the 20th century. These plans are line drawings by the State of Victoria for a Suction Hopper Dredge, which used a suction pump to bring up material from the bottom of a body of water. The plans are contained in a box from the Public Works Department, Ports and Harbours Division in Melbourne, which in the year 1910 was responsible for the dredging operations of coastal ports and harbours, and inland waterways. The stamped signature is that of Arthur Edward Cutler, Chief Engineer, Public Works Department of New South Wales. The steel steamer Matthew Flinders was constructed by Morts Dock & Engineering Co Ltd in Sydney, New South Wales. Identified as Ship No. 40 by the ship builders, this dredge, had twin screw engines that were made in Sydney. Its gross tonnage was 1180. It was launched on July 15th, 1916, and registered by the owner, Department of Public Works in Victoria, at the Port of Melbourne in 1917. Unlike bucket dredges, the Matthew Flinders did not use permanent moorings but instead had bow and stern anchors. It travelled forward on the bow anchor, taking up a strip of even-depth wilt from the bed below. A local newspaper noted that the Matthew Flinders has many advantages that were especially useful for its work at Warrnambool. Warrnambool Harbour had been experiencing silting and sanding for many years. The problem continued even after the construction of the Breakwater in 1890, which was overseen by New Zealand engineer Arthur Dudley Dobson. Melbourne’s Department of Ports and Harbours sent the new Matthew Flinders to dredge the heavy silting in the Warrnambool Harbour in May 1919. This work was previously done by the smaller dredge, the Pioneer. However, after a month of work, the Matthew Flinders was returned to Melbourne for alterations to make it suitable for work in the heavy seas it experienced at Warrnambool. Both dredges were sent up from Melbourne when required over the years to periodically attend to the silting in the Harbour, but the Matthew Flinders was preferred because of its efficiency. It was still dredging the Harbour even in July 1938. The ship’s original master was J G Rosney. In 1923 the master in charge was Captain Dunbar. In 1930 the dredges were no longer required as the Harbour was no longer suitable as port.These plans are significant for their close association with the suction hopper dredge, the Matthew Flinders I, which was call upon often to remove the silting of Warrnambool Harbour and allow shipping to continue in the Port of Warrnambool until 1930, when the Port of Warrnambool ceased to be suitable as a port. The work done by the Matthew Flinders is significant for its association with the Warrnambool Breakwater and the on-going issues with the silting of the Harbour. Sir Edward Mitchell was the chairman of the Edward Wilson trust, which enabled the building of the Braille Library during a time of great economic turbulence due to the last months of World War 1. This commemorative trowel was given to him in thanks for his (and the trust's support) of the project, which would ultimately provide a great resource to blinded soldiers who were prepared and able to learn Braille. This straight edge razor, The F & M Wake, was made by Ford & Medley in Sheffield, England. This style or razor was a popular choice for men's shaving in the late 19th and early 20th centuries. Ford & Medley were cutlers by trade and registered their first silver mark in 1900. The firm were also did electroplating. The firm was contracted to the government during World War I. The company was using the trademarks EMU and WIZARD as well as the logo of 'knotted ropes' with the letters "F M"by the end of that war at their factory called Emu Works. The firm's most popular razor was The Arrow. In 1928 the firm closed down. The Ford & Medley razor is now part of Flagstaff Hill’s comprehensive W.R. Angus Collection, donated by the family of Dr W R Angus (1901-1970), surgeon and oculist. The W.R. Angus Collection: - The W.R. Angus Collection includes historical medical equipment, surgical instruments and material belonging to Dr Edward Ryan and Dr Thomas Francis Ryan, (both of Nhill, Victoria) and Dr Angus’ own belongings. The Collection’s history spans the medical practices of the two Doctors Ryan, from 1885-1926 plus that of Dr Angus, up until 1969. It includes historical medical and surgical equipment and instruments from the doctors Edward and Thomas Ryan of Nhill, Victoria. Dr Angus married Gladys in 1927 at Ballarat, the nearest big city to Nhill where he began as a Medical Assistant. He was also Acting House surgeon at the Nhill hospital where their two daughters were born. During World War II Dr Angus served as a Military Doctor. He was a Surgeon Captain for the Australian Defence Forces, Army Medical Corps, stationed in Ballarat, Victoria, and in Bonegilla, N.S.W. He completed his service just before the end of the war due to suffering from a heart attack. Dr Angus and his family moved to Warrnambool in 1939, where Dr Angus operated his own medical practice. He later added the part-time Port Medical Officer responsibility and was the last person appointed to that position. Both Dr Angus and his wife were very involved in the local community, including the planning stages of the new Flagstaff Hill and the layout of the gardens there. Dr Angus passed away in March 1970.This razor is an example of men's shaving equipment used in the early 20th century. It is significant for its association with the local doctor, W.R. Angus. Dr W R Angus (1901-1970), surgeon and oculist, collected a range of military objects including those he personally used during his time as Surgeon Captain in the Australian Defence Forces in World War II. The W.R. Angus Collection is significant for still being located at the site it is connected with, Doctor Angus being the last Port Medical Officer in Warrnambool.
