Born in 1922 David Caro was educated at the Universities of Melbourne and Birmingham. Caro and John Rouse built the world’s first high speed, variable energy nuclear accelerator or Cyclotron. He was appointed as Vice-Chancellor at the University of Melbourne, and he later became Vice-Chancellor at the Northern Territory University and Chancellor at the University of Ballarat (later Federation University. University of Ballarat is a predecessor institution of Federation University Australia. Academic gowns distinguish between the University's senior office holders and our graduates. Federation University's Chancellor wears a blue robe that is trimmed with gold and features a gold embroidered frog at the shoulder and gold oak-leaf braid below the arm hole. The Deputy Chancellor and the Vice-Chancellor also wear blue robes, with gold trims and different designs inclorporating the gold oak-leaf braid, ord or tassels. The members of the university Council wear black robes with a sole of gold. Our graduates wear black robes, with either a black trancher cap or bonnet (for professional octorate) with stoles, linings or trims in the colour of their discipline. The W.B. Gribble was custom built as the Ballarat Technical Art School.This building was officially named the W.J. The University of Ballarat (later Federation University_ inherited the Camp Street Arts Precinct. As the functions of the former public buildings were moved elsewhere, the Victorian Government of the time recognised the importance of maintaining the heritage buildings and the opportunity to create a cultural precinct extending from the Art Gallery. The 19th century architecture along Lydiard Street and the dogleg bend of Camp Street define the precinct. With substantial financial assistance from both State and Commonwealth Governments, the Art Gallery Ballarat has been extended through to include the 1884 Police Station on Camp Street. The Post Office building (1864-1887) was acquired for the University. The 1904 and 1941 Courthouses and the c1900 Public Library building were also included. Two new buildings have been constructed. On 06 September 2012 members of Legislative Assembly sat in Founder Hall at the University of Ballarat Mt Helen Campus. The sitting provided the local community and visitors a chance to see the Parliament in action. The public gallery was open from 9.30 am to approximately 5.00 pm.
