Found in garden shed of Mr Harry Barratt [WWI Gallipoli] and donated by his grandson. In 1877 Swan island was designed to defend shipping in Port Phillip and Hobson's Bays. The scheme, involving massive expenditure, comprised a forward defence system of forts at Port Phillip heads dominated by Fort Queenscliff and South Channel Fort (artificial island), and a network of coastal batteries. Some development of fortification had occurred in the 1850s, but it was the impetus of the Jervois-Scratchley reports which led to major work being undertaken in the 1880s. The overall defence plan involved a combination of guns, mines (known as electric torpedo) and ships to defend the entrance to Port Phillip Bay. Embroidered shoulder titles were worn on the upper sleeves of uniform prior to the introduction of colour patches c.1990. Regular regiments used the numerical designations First, Second, Third and Fourth. CMF regiments used their territorial designation: Victorian, Queensland, New South Wales, Hunter River, South Australian, Prince of Wales's and 10th Light Horse. Australia’s defence plans and priorities changed after the Second World War. Decolonisation coupled with competing ideologies created an unstable situation in the Asia-Pacific region. Australia recognised it needed both regular and citizen forces. Six Armoured Corps regiments were formed in 1948, all with territorial titles reflecting their Light Horse heritage. In Victoria they were 4th/19th Prince of Wales’s Light Horse and 8th/13th Victorian Mounted Rifles. The 1st Armoured Regiment, formed July 1949, was the first regular RAAC regiment, followed by 2nd, 3rd and 4th Cavalry Regiments decades later. Built in 1856 by J.T.C. Balderstedt as an eight-room, two-storey red brick house near the New Chum gold reef. Extended in 1869 with a three-room gabled wing. Surrounded by ornate gardens and a masonry wall, overlooking gold mining operations. Purchased by George Lansell in 1871 for 20,000 pounds. Lansell made significant additions and modifications; he died in 1906. By 1938, the property was in disrepair but avoided demolition.In 1942, the Australian military sought a secure location for map printing and storage north of the Great Dividing Range. The Commonwealth acquired a lease on Fortuna, and Army tradesmen made alterations. Major Sari and 150 men arrived in June 1942. The Australian Survey Corps and Women's Army Corps produced classified mapping documents during World War II. Purchased by the Commonwealth Government in 1951. The Royal Australian Survey Corps was disbanded in 1996.D efence Imagery and Geospatial Organisation (DIGO) was established in 2000 in Canberra and Bendigo to provide geospatial intelligence for defence.In 2004, it was announced that DIGO operations would remain in Bendigo but move from Fortuna. The Defence Department is finalizing due diligence investigations into Fortuna Villa, including heritage, environmental contamination, and unexploded ordnance studies. These investigations have taken longer than expected, with completion delayed by almost six months. Once the due diligence report is completed (expected by early next month), it will be shared with the State Government and the City of Greater Bendigo.State or local government will have the first opportunity to purchase the property before it is offered on the open market. The site has not yet been valued, and the timing for the disposal process remains uncertain, pending full consideration of the due diligence studies. 'Fortuna' was developed by George Lansell, the 'Quartz King', from the 1870s to 1906. The estate features a mansion, a notable Italian water garden with imported elements, and a large lake originally used for mining. The property covers 6.7 hectares and contains many mature trees, including palms, poplars, pepper trees, Norfolk Island pines, and various specimen trees. Since 1942 to the 1980s, the Department of Defence has owned and maintained the property. General Considerations are to: 1 Preserve and restore the heritage value and history of the gardens to complement historic buildings. Maintain plant health and species diversity to enhance the area's character. 2 Address financial constraints, human use, military requirements, and stakeholder engagement. 3 Employ qualified experts to prepare the plan. 4 Address historical significance, plant health, heritage value, remedial works, and visual character (including maintaining views and screening modern structures). 5 Restore garden design to its original character where possible. 6 Recommend measures for future works to protect garden health and significant trees. 7 Identify and map significant plants and recommend suitable species for replanting. Consultant to start in September 1994 and complete by December 1994 with Regular meetings with a steering committee and encourage public involvement. The plan aims to ensure the long-term preservation, enhancement, and appropriate use of the heritage gardens, balancing historical, ecological, recreational, and military needs. In 1996 Fancine Gilfedder and Associates produced the Garden Conservation Management Plan for the Department of Defence: This Conservation Management Plan for the historic Fortuna Bendigo Garden outlines its historical development, significance, and strategies for preservation and management. 1. The plan was commissioned by the Department of Defence and prepared by Francine Gilfedder & Associates in 1996. It covers the Fortuna Garden site, its heritage status, and the methodology used for assessment. 2. Historical OverviewProvides a detailed chronology of the garden's development and its phases. Identifies significant materials, features, and architectural elements. 3. In the years following the Crimean War (1854-1857J) there was a great concern in the Colony that Imperial Russia would attempt an invasion. Coastal defences in the colony of Victoria were greatly strengthened by the Government as a result. Warrnambool was originally protected by cannons at Cannon Hill, approximately 1 kilometer west of the Flagstaff Hill Fortifications. These cannons included two 1866 guns, both 80 Pound Rifled Muzzle Loaders (RML) purchased by Victoria’s Colonial Government. They were part of a shipment of 26 such guns sent from England in December 1866. They are registered as No. 23 (80cwt-2qr-0lbs) - Gun 1, and No.13 (81cwt-1qr-12lbs) - Gun 2. They were cast at the Royal Gun Factory, Woolwich Arsenal, in 1866 and have a 6.3 inch bore. Both barrels carry the Royal Cypher of Queen Victoria, Insignia of the Royal Engineers, within the Garter and Motto surmounted by the Crown, with the Royal Cypher of Queen Victoria within the Garter (letters in centre “VR”, motto “HONI SOIT QUI MAL Y PENSE”, "Shame be to him who thinks evil of it."). The guns were originally supplied with wooden carriages. (The Royal Arsenal at Woolwich, England, was established eleven years after the Restoration of King Charles II. It was the principal supplier of armaments to the British and Empire Governments. At the height of its operations during World War One the factory covered 1300 acres and employed very nearly 80,000 workers. Woolwich was the Headquarters of the Royal Artillery since the raising of that Regiment in 1716. The Arsenal was closed in the late 1960’s.) These two cannons were transferred to the Warrnambool Garrison Artillery Battery Fortifications erected at Flagstaff Hill in 1887 as part of Victoria’s Coastal Defences. The original wooden carriages were subsequently replaced with the present iron garrison carriages in 1888. They are a “C” pivot. The ‘racers’ or curved track set into the floor of the gun emplacement (which enabled the guns to be traversed more quickly) are as specified for guns up to 10 inch, being of wrought iron 2.78 inches wide. A temporary third gun, now no longer on Flagstaff Hill’s site, was a 5 inch Rifled Breech Loading (BL) Armstrong gun mounted on an Elswick hydro pneumatic disappearing carriage It was faster to load and fire than the 80 pound RMLs and its arrival spelt the end of the older 80 pound guns’ useful life, apart from being used for practice sessions. The 5 inch BL gun was the main defensive weapon of the Warrnambool Battery until the Battery was downgraded in importance and the gun was recalled to Melbourne in 1910. The State of Victoria took over the ownership of the guns at the time of Australian Federation in 1901. In about 1901/1902 the Garrison Battery was converted to the Warrnambool Battery of the Australian Field Artillery (No 4 Field Battery). It was equipped with 4.7 inch naval guns mounted on field carriages. They were now a mobile unit but continued to use the Warrnambool Garrison area at Flagstaff Hill for practice. When the Fortifications were declared obsolete, the two 80 Pounder RML were relocated to Cannon Hill in 1910. On the outbreak of World War One the 4.7 inch guns were recalled to Melbourne, and the Battery was disbanded. Most of the personnel probably re-enlisted in the local 4th Australian Light Horse Regiment. The two 80 Pounder RML were moved back to the Fortifications in 1973. They were both fully restored by Army First Year Apprentices at the Ordinance Factory in Bendigo in time for the centenary year of the fortifications in 1987. The guns are capable of firing 80 pound (32.3kg) armour piercing exploding shells 3.65kms out to sea. They were original manned by volunteers before a paid Garrison was established. Now the Guns are again fired by volunteers on Special Event days. Since restoration the Gun Number 1 had been fired on a regular basis but Gun Number 2 hadn’t been fired since the mid 1990’s. In April 2015 Gun Number 2 was serviced in preparation for the firing of both cannons on the ANZAC Centenary commemorations on April 25th 2015. Other guns from the original Cannon Hill location were obsolete by the time the 1887 Warrnambool Garrison Artillery Battery was built. These guns are (1) a 32 Pounder Muzzle Loading Smooth Bore (SB) cast in 1813 at the famous Carron Foundry, number 80837 and now located in the Warrnambool Botanic Gardens (2) a 68 Pounder Muzzle Loading Smooth Bore cast in 1861 at the equally august Low Moor Foundry, number 10310 and now located on the lawn area at the entrance to Flagstaff Hill Maritime Village. Both of these guns are mounted on their original wooden garrison carriages. There are only seven 32 Pounder SB made by Carron and fifteen 68 Pounder SB made at Low Moor known to exist in the State of Victoria. Funding was received to repair Cannon No.2 and its iron carriage. After completion, both Cannon No 1 and No. 2 were 'fired' in a public re-enactment on April 4th, 2026. These pieces are directly related to the defence of south-west Victoria in the 19th century. The care and preservation come under the Heritage Act 1995. The Church Men's Society was a part of the Church of Christ in Peel Street, Ballarat. In 1958 the President was C. Thomas, and S.C. McBride was Secretary. The Aborigines Advancement League (also known as the Aboriginal Advancement League) claims to be the oldest Aboriginal organisation in Australia. It is primarily concerned with Aboriginal welfare issues and the preservation of Aboriginal culture and heritage, and is based in Melbourne. The League was established in 1957 as a response to an enquiry by retired magistrate, Charles McLean, into the circumstances of Aboriginal Victorians. McLean was critical of conditions in the Lake Tyers and Framlingham Aboriginal Reserves. McLean recommended that persons of mixed Aboriginal and European descent be removed from the reserves. The people of Lake Tyers objected to this, and the League was formed out of their campaign. The new League drew from two already existing organisations, the Australian Aborigines League, established 1934 and the Save the Aborigines Committee, which had been established in 1955 as a response to the Warburton Ranges crisis. Founding President of the League was Gordon Bryant, with Doris Blackburn as Deputy President, Stan Davey as Secretary and Douglas Nicholls as Field Officer. Early activities included lobbying for a referendum to change the Australian constitution to allow the Federal government to legislate on Aboriginal affairs, and an establishing a legal defence fund for Albert Namatjira, after he was charged with supplying liquor to an Aboriginal ward.[1] By 1967 it had moved to being fully controlled by Aboriginal people with Bill Onus as the first Aboriginal President.Typed letter on Church Men's Society (C.M.S.) letterhead. The badge was issued by the British Medical Association 'BMA'. It is known as the Female Relative's Bade or Ladies' Badge. It was manufactured in Melbourne in 1935 by Stokes of Melbourne. The BMA badge is one of a set of badges collected by Dr W R Angus from the organisations in which he was involved. They are now part of Flagstaff Hill’s comprehensive W.R. Angus Collection, donated by the family of Dr W R Angus, surgeon and oculist. The W.R. Angus Collection: - The W.R. Angus Collection includes historical medical equipment, surgical instruments and material once belonging to Dr Edward Ryan and Dr Thomas Francis Ryan, (both of Nhill, Victoria) as well as Dr Angus’ own belongings. The Collection’s history spans the medical practices of the two Doctors Ryan, from 1885-1926 plus that of Dr Angus, up until 1969. It includes historical medical and surgical equipment and instruments from the doctors Edward and Thomas Ryan of Nhill, Victoria. Dr Angus married Gladys in 1927 at Ballarat, the nearest big city to Nhill where he began as a Medical Assistant. He was also Acting House surgeon at the Nhill hospital where their two daughters were born. During World War II He served as a Military Doctor in the Australian Defence Forces. Dr Angus and his family moved to Warrnambool in 1939, where Dr Angus operated his own medical practice. He later added the responsibility of part-time Port Medical Officer and was the last person appointed to that position. Both Dr Angus and his wife were very involved in the local community, including the planning stages of the new Flagstaff Hill and the layout of the gardens there. Dr Angus passed away in March 1970.This badge is significant for connecting Doctor Angus with organisations that support men and women who performed military service for Australia. The badge was specifically for a female relative of the person who did service, showing compassion for women. The W.R. Angus Collection is significant for still being located at the site it is connected with, Doctor Angus being the last Port Medical Officer in Warrnambool. This Legacy donor's badge is one of a set of badges collected by Dr W R Angus from the organisations in which he was involved. The badge was made by A.J. Parkes, an Australia-wide firm that has been making badges for over a century. The $10', embossed on the back dates the badge after February 1966, when Australian money changed to decimal currency. The badge was sold by the ACF in 1940 to raise funds for gifts to send to the Australian troops serving overseas. The Australian Comforts Fund was a mostly female, volunteer-run organisation officially recognised by the Government. It began in 1916 as an amalgamation of groups of people who wanted to support the Australian troops abroad with Items of comfort to supplement the essential items provided by the Australian Military Forces. The ACF raised funds to purchase goods, pack them and send them overseas. One of their fund-raising activities was 'button days' where buttons such as this one were given to those who gave donations. He qualified as a doctor in 1923 at the University of Adelaide, was Resident Medical Officer at the Royal Adelaide Hospital in 1924 and for a period was a house surgeon to Sir (then Mr.) Henry Simpson Newland. Dr Angus was briefly an Assistant to Dr Riddell of Kapunda, then commenced private practice at Curramulka, Yorke Peninsula, SA, where he was a physician, surgeon and chemist. During World War II between 1942-45, Dr Angus served with the Australian Department of Defence as a Surgeon Captain in Ballarat, Victoria, and in Bonegilla, N.S.W., completing his service just before the end of the war due to suffering from a heart attack.
