It is from the Minister for Employment, Education and Training, Hon J S Dawkins, MP. Dated December 1987. Throughout this draft are notations. Noted throughout is "Cabinet-in-Confidence". Handwritten sheets are comments by Jack Barker re this paper which became known as "The Green Paper".
