The 1930 Back to Bacchus Marsh celebrations were held on 23 to 28 October 1930. The committee were Cr L.M. Gugdale (president), A.W. Bond (General secretary), W. Grant Morton, J.G. Wells, Dr E. McDonald, Charles Dickie, G.H. Anderson, F.M. Crisp, W.R. Vigor. Bacchus Marsh State School No. 28 was established in 1851 as a National School in a rented building on the right-hand side of Bacchus Marsh-Melbourne Road, just beyond Woolpack Inn. Several willow trees mark the site. H.G. Ball was the first Head Teacher of the school, and the enrolmen towas 34. In 1854 Governor Charles Hotham visited the school. In 1855 two new schools, East and West, were recommended. School No. 28 closed in 1862 and the sitre was sold. The present school site was purchased in 1865 for 67 pounds. The cost of the building was 782 pounds. (Visions and Realisations, Vol 3., 1973) A clock purchased by public subscription was placed in the front of the building to the memory of scholars who served during World War One. Following World War One, the present Memorial Gates at the front of the Lara Recreation Reserve (opposite the service station), were erected and the names of 104 men and woman who enlisted from Lara Districts were added. Twenty four paid the supreme sacrifice. They were erected at a cost of £380 by Barklamb Brothers of Caulfield. His Excellency The Governor Lord Somers officially opened the gates on 22 December 1929. RSM Cadwell was in charge of the program. The ceremony involved a large gathering where Lord. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. The minutes book of the Warrnambool Woollen Mill are an important record of the beginnings of one of Warrnambool's major industries for close to one hundred years. They record the struggle in the early days of 1909 and 1910 to raise the capital. Also mentioned is the support which had been given by local people of small means who were prepared to back the enterprise while those with financial means had been rather more reserved. Apart from a Mr Vidler all the initial directors were initially working in an honorary capacity. They lamented the fact that local banks held half a million pounds on fixed interest so there was no shortage of money. The first directors were appointed in March 1909 : Jas. Worland, W H Philpott, G S Mackay, E H Price, S McDonald, J C Beeching, W Rogers ,J Marfell, J Deany, Jas Duirs, Jas. Ponting, H Jessen, S Nettleton, J Blain, J Gooden, Drs. Holmes, Henderson and Powell. Mr J E Bennett was secured as first manager of the mill in 1910 Over the ten year period of this book there is much discussion on possible returns and share prices as well as decisions relating to the operation of and production from the mill. Within four years they were using more yarn than they were producing. Electricity was connected around 1914 and by 1915 shareholders were receiving eight percent return on their investment and were also contributing to the first world War effort by supplying blankets. Assets continued to accumulate and building was also continued with sandstone being quarried from the site and rain water tanks and asphalt floors installed, all contributing to savings. By 1917 The Warrnambool Woollen Mill was considered to be one of the states best investments and it continued to prosper through the years. The second minutes book likewise records similar events and circumstances for the period 1933-1945. This like wise is an interesting period, covering the period of the second World War. In 1955 the Warrnambool Woollen Mill formed a partnership with the Wangaratta Woollen Mills. Dunlop bought the mill in 1968. From that time until its closure in 2000 it had a number of different owners, the last being the Smith Family Industries. These minutes books hold an important information regarding the establishment and early operation of one of Warrnambool's major industries. The mill itself has strong connection to the Warrnambool community and many of the names mentioned as directors and shareholders have held positions within the community as businessmen and city officials. The Volunteers Air Observers was formed in 1941 with the aim of observing aircraft flying over Australia. There were over 24000 civilians volunteering their services and as the military threat to Australia subsided they took on roles as coast and weather watching. On Feb 3rd 1948, the Mt Beauty State School was opened with 28 pupils in all grades up to VII. Classes began in the SECV Recreation Hall, which was converted to classrooms during the school week and returned to a recreation hall on weekends for motion pictures and social occasions for SECV workers and their families. A new school building was opened in 1950 on the current school site, with an enrolment of 170 primary and secondary students. A further extension of 4 buildings was added in 1951 with a population increase to 303 students. In May 1953, the status of the school was raised to Higher Elementary School with a total of 403 students. In 1958, the school population rose to a high of 617 students with 436 in primary and 181 in secondary. In 1964, the status of the secondary section of Mt Beauty HES was raised to a High School and was moved to separate facilities in the west of town in September 1964 Pictorial history of children who attended Mt Beauty Higher Elementary School in 1960. Many of the students would have had parents working on the Hydro-Electric Scheme in and around Mt Beauty. Many of the children would also have been the descendants of parents who immigrated to Australia as foreign workers on the Hydro Electric Scheme such as Alex Van De Ruijt, whose parents were Dutch.
