The photograph was taken by Mr. Beaumont the then well known photographer of Hawthorn. Local identities in the photo include Ewen Hugh Cameron, Charles Symons Wingrove who were umpires on the day. Tom Horan a cricketer who had played for Victoria and Australia is also identified. Shows signatures of Shire President W.J. Taylor and all Councillors: E.H. Cameron, W.C. Farrell, John Scott, William Morris, John Bell, G. Love, John Herbert, John Lawrey and Shire Secretary, C.S. Wingrove. Bell, John J.P. Kangaroo Ground, a Scotchman by birth, born in 1891, came out to Melbourne in 1839 in the ship David Clarke, and after remaining in Melbourne one year, and for a short time at Bulleen, went in 1841 to Kangaroo Ground, and purchased 160 acres of land where he now resides, having also 270 acres at Yarra Flats. At the time he settled on the Kangaroo Ground there were but three people in the district, of whom two were shepherds, and the entire country was bush. Mr John Bell’s father, the late Mr. William Bell, first purchased land, and with the assistance of his sons, cleared, fenced, and subdivided it. Mr John Bell has been a member of the shire council since its formation, and for the past twelve years has been a justice of the peace; and he is a member of the National Agricultural Society of Victoria. Appendix to Shire Secretary’s Report, 28 November 1966 SHIRE PRESIDENTS Local Government in this part of the State could be said to have commenced with election in 1846 of three trustees for "The Parish Road, leading from the Suburban Allotments in the Parish of Jika Jika, near Melbourne, to the Village Reserve in the Parish of Nillumbik". The Upper Heidelberg and Old Eltham Road follow approximately the original line of road proclaimed in 1840. The Eltham Road District was proclaimed on 24.9.1856. A meeting of landowners and householders of the Eltham Road District was held on 14.10.1856 at the Fountain of Friendship Hotel, Little Eltham, for the purpose of forming a District Road Board. To date I have been unable to locate any record of the names of the members elected, or of the first Chairman. Further research may yield the desired information. The Shire of Eltham was constituted on 28.3.1871. The proposed Roll of Shire Presidents should, I believe, also include the Road Board Chairmen. It may also be considered fitting to recognise the Heidelberg or Nillumbik (or Warringal) Road Trust in the same way. The first Minute Book of the Board, covering the period 1856 to 1863, has apparently been missing for many years. The Shire Minute Book for the period 1878 to 1885 is also missing. The absence of these vital records makes difficult the compilation of a complete and accurate list of Chairmen and Presidents. Although an early letter book yielded the names of the Shire Presidents in 1878, 1879 and 1800. The names prior to 1863 were derived from Rate Books and Government Gazettes. On the 18th August, 1896, the question of selecting localities for the permanent survey of a narrow-gauge line to Beech Forest from Colac was mooted. Two potential lines were examined. In a memorandum to the Minister for Railways, dated 23rd March, 1897, the Engineer-in-Chief recommended that the eastern and longer route via Lardner's Track be adopted. The second route, while identical from Colac to Gellibrand River, differed. By a more direct route the Beech Forest terminus is reached 5 miles sooner and cost approximately L24,500 less. The direct line would also serve a larger lot of settlers and would obtain a larger lot of traffic than the alternate proposal. The Parlimentary Standing Committee on Railways examined the proposal in situ and recommended that the direct route from Gellibrand to Beech Forest should be adopted and the Lardner's Track route should be abandoned at once.Photograph, Railway Survey Camp, 4 April 1897. In 1874 Cameron was elected as the Member for Evelyn in the Victorian Legislative Assembly and held the seat until he retired in 1914 as “Father of the House”. He held a number of ministerial and other important Parlimentary positions. The most notable was Chairman of the Railways Standing Committee, which was responsible for much of the Railway development in Victoria. Concurrently with his Parliamentary career, he was a member of the Eltham Roads Board and later Council for more than 50 years. In 1867 he married Agnes Bell, a daughter of Kangaroo Ground pioneers. They had eight sons and three daughters. Collage of a collection of black and white portraits of men in oval frames with names. They are past councillors and the late Officer C.S. Wingrove of the Shire of Eltham from its inception until 1914. Originally compiled as a farewell gift to Ewan H. Cameron on his retirement from Parliament and community affairs in 1914. The photos were encased in a very large and handsme frame. It was presented to Mr. Cameron as a "testimonial [and] a small token of [Eltham Shire Councillors and community] their heartfelt esteem, and felt Mr Cameron would often look upon the faces encased in the frame, and it would remind him of friendships made and good work performed.' Mr Cameron was a well-respected man described as “Father of all in the County of Evelyn”. There were many living monuments of the good work done by Mr Cameron – schools, churches, halls and railways. Mr Cameron’s retirement was partly due to deafness. On the occasion of the presentation he told his audience that he started his public career in 1858 when he was elected a member of the Castlemaine Mining Board-; he held the position till 1900-42 years. In 1862 he was elected to the Eltham Shire Council (then a Road Board), and retired in 1914-52 years. He entered Parliament in 1874 and retired in 1914 -40 years and 8 months. The Hon Ewan H.
