Contextual or historic information One of a series of photographs, taken by Edgar James Dower in the second decade of the twentieth century. Born and raised in Olinda, his family later moved to Surrey Hills. He worked as an adult as a clerk in the city office of the Metropolitan Gas Company, and in his role as a 'collector', he was able to photograph scenes including the construction of tramlines and associated buildings in Kew, Hawthorn, Camberwell and Surrey Hills. Later he established a real estate agency with his brother - the E.J. Dower Real Estate Agency, Dandenong Office.The image is an historically significant record of the development of transport infrastructure which was used to connect Victorians in the first two decades of the twentieth century. This development resulted from increases in population and the consequent extension of Melbourne's suburbs. The photographs, both individually and collectively, richly detail the labour of workers and the tools and machinery used to create and extend Melbourne's tram network in the years preceding and during World War 1.Two faded original horizontal photographs, mounted on vertical card showing the original railway level crossing in Glenferrie Road, Hawthorn, before a railway overpass was constructed and the laying of the electric tramline. Appendix to Shire Secretary’s Report, 28 November 1966 SHIRE PRESIDENTS Local Government in this part of the State could be said to have commenced with election in 1846 of three trustees for "The Parish Road, leading from the Suburban Allotments in the Parish of Jika Jika, near Melbourne, to the Village Reserve in the Parish of Nillumbik". The Upper Heidelberg and Old Eltham Road follow approximately the original line of road proclaimed in 1840. The Eltham Road District was proclaimed on 24.9.1856. A meeting of landowners and householders of the Eltham Road District was held on 14.10.1856 at the Fountain of Friendship Hotel, Little Eltham, for the purpose of forming a District Road Board. To date I have been unable to locate any record of the names of the members elected, or of the first Chairman. Further research may yield the desired information. The Shire of Eltham was constituted on 28.3.1871. The proposed Roll of Shire Presidents should, I believe, also include the Road Board Chairmen. It may also be considered fitting to recognise the Heidelberg or Nillumbik (or Warringal) Road Trust in the same way. The first Minute Book of the Board, covering the period 1856 to 1863, has apparently been missing for many years. The Shire Minute Book for the period 1878 to 1885 is also missing. The absence of these vital records makes difficult the compilation of a complete and accurate list of Chairmen and Presidents. Although an early letter book yielded the names of the Shire Presidents in 1878, 1879 and 1800. The names prior to 1863 were derived from Rate Books and Government Gazettes. Kerrie Cross was a member of the Ballarat School of Mines Council from 1985 to 1992. In 1987 she was appointed as the first female senior vice president of the School of Mines Council. She was the President from 1988 to 1991. Prior to this she chaired the equal opportunity committee at the school. Kerrie has been the regional manager of the Department of Community Services and now the assistant regional director for the Department of Health in the Central Highlands/Wimmera region. On 12 January, the World Health Organization (WHO) confirmed that a novel coronavirus was the cause of a respiratory illness in a cluster of people in Wuhan City, Hubei Province, China, who had initially come to the attention of the WHO on 31 December 2019. On 3 March, the Reserve Bank of Australia became the first central bank to cut interest rates in response to the outbreak. Official interest rates were cut by 0.25% (25 base points) to a record low of 0.5%. On 12 March, the Federal Government announced a A$17.6 billion stimulus package, the first since the 2008 GFC. he package consists of multiple parts, a one-off A$750 payment to around 6.5 million welfare recipients as early as 31 March 2020, small business assistance with 700,000 grants up to $25,000 and a 50% wage subsidy for 120,000 apprenticies or trainees for up to 9 months, 1 billion to support economically impacted sectors, regions and communities, and $700 million to increase tax write off and $3.2 billion to support short-term small and medium-sized business investment. On 16 March, Premier Dan Andrews and Minister for Health Jenny Mikakos declared a state of emergency for Victoria for at least four weeks. On 19 March, the Reserve Bank again cut interest rates by a further 0.25% to 0.25%, the lowest in Australian history. On 22 March, the government announced a second stimulus package of A$66bn, increasing the amount of total financial package offered to A$89bn. This included several new measures like doubling income support for individuals on Jobseeker's allowance, granting A$100,000 to small and medium-sized businesses and A$715 million to Australian airports and airlines. It also allowed individuals affected by the outbreak to access up to A$10,000 of their superannuation during 2019–2020 and also being able to take an additional same amount for the next year. on the same day Victorian Premier Daniel Andrews announced on 22 March that the state will bring the school holiday forwards to 24 March from 27 March. On 30 March, the Australian Federal Government announced a $130 billion "JobKeeper" wage subsidy program offering to pay employers up to $1500 a fortnight per full-time, part-time or casual employee that has worked for that business for over a year. For a business to be eligible, they must have lost 30% of turnover after 1 March of annual revenue up to and including $1 billion. For businesses with a revenue of over $1 billion, turnover must have decreased by 50%. Businesses are then required by law to pay the subsidy to their staff, in lieu of their usual wages. This response came after the enormous job losses seen just a week prior when an estimated 1 million Australians lost their jobs. This massive loss in jobs caused the myGov website to crash and lines out of Centrelink offices to run hundreds of metres long.The program was backdated to 1 March, to aim at reemploying the many people who had just lost their jobs in the weeks before. Ian Gordon played a prominent part in both the development of the Mt Helen Campus and in the progress the Institution made prior to becoming a University on 01 January 1994; In 1973 he was appointed President of the Council of hte newly created State College of Victorian at Ballarat (SCVB) which absorbed the former Ballarat Teachers' College. As President, he led the merger of the SCVB with Ballarat Institute of Advanced Education (BIAE), the tertiary division of the School of Mines and Industries, Ballarat. Out of the merger the Ballarat College of Advanced Education (BCAE) was established on 01 July 1976. Ian Gordon, a partner in the Ballarat law firm Heinz and Gordon, became the first Vice-President of the new Council and was involved with the plan to transfer the former SCVB to the Mt Helen site. In June 1981, Ian Gordon became President of the Council of BCAE and held that position until June 1989. He remained a member of the Council of the BCAE (later Ballarat University College) unti l31 December 1993, the eve of the creation of the University of Ballarat. He was the only person to remain a member of the BCAE and the BUC Councils for the whole of their existence. Carolyn Blackman took up an appointment to teach Chinese at the University of Ballarat (UB) c1992. During her time at UB she developed, coordinated and taught Chinese language and associated Asian studies. She was the Director of Asian Studies Unit, University of Ballarat. Prior to this Carolyn was a broadcaster in Chinese at Radio Australia. She moved to Singapore in 1968 and worked in broadcasts of Radio Singapura. She was also a foreign correspondent in Taiwan. In 1976 Carolyn Blackman set up Chinese language and studies at Melbourne Grammar School. Carolyn was appointed Director of the Centre for International Business at UB, and served on the Victorian Executive of the Australia China Business Council. The Ballarat Technical Art School boasted a well-stocked Antique Room replete with plaster copies of classical, Renaissance and Gothic sculptural examples, which were used as drawing props by students. The school inherited some casts from its predecessor institutions, and further consignments were purchased during the 1920s, including full length, bust and relief figures, as well as dozens of ornamental and architectural casts. Unfortunately, much of the collection was lost or destroyed in the late 1950s. This is one of the few surviving pieces. The foot came into the school’s collection prior to 1920 as it appears in a photo in the SMB Annual Report. There are two possibilities where these sculptures may have originated, either Victorian and Albert Museum or the British Museum. There is a reference to the purchase of plaster casts from the Victoria and Albert Museum in the 1918 School of Mines Ballarat Minute Book. This plaster cast of a foot is of local significance as only one of a few remaining teaching pieces from the substantial collection of sculptures used in the art school. The foot also has significance as an interpretive tool complementing the complete art folio of Edith Alice Watson who was a student from 1930-1933.Plaster cast of right foot including ankle. Geoffrey R. Hendy was Ballarat College of Advanced Education Registrar since 9 February, 1989,and prior to that, was a senior member of the Registry staff for about 19 years. He died suddenly in Los Angelos, United Stated of America on 8 October 1991. The Ballarat University College Annual Report, 1991 states: "Mr Hendy made a major contribution to the student administrative services of the College and was a highly regarded member of staff. He will be sadly missed." This insulator was used on phone wires. Insulators were originally designed to keep the wires linking telegraphs and telephones insulated from the wooden poles that held them aloft. Prior to 1925, Australia relied solely on insulators imported from other countries. Glass insulators were first manufactured in Australia in c. 1926 by Australian Glass Manufacturers. Their factory was, and still is, located on South Dowling Road in Sydney. Australian Glass Manufacturers (A.G.M.) had developed a toughened type of glass very similar to Pyrex glass. Since the Pyrex name could not be used due to trademark infringements, they called their glass AGEE for Australian Glass. Many fruit jars, insulators, pie dishes and other glass items were manufactured with this AGEE trademark during the 1926 to 1940 period.Glass insulators are rapidly becoming a thing of the past in Australia with open-wire communication lines rarely existing near metropolitan areas. The remaining open wire lines are being abandoned and dismantled everywhere with very few insulators being saved as interest in them in Australia is quite limited. Private Willson was part of the First Contingent - Mounted Infantry Unit sent to South Africa. He joined the Victorian Mounted Rifles only a few weeks prior to this. During an attack in force by the Boers, at Hobkirk's Farm near Rensburg, he was struck by a ball in the eye and died instantly. He was known to be a brave man and good soldier. He was 23 years old. As an electrical engineer graham Beanland's experience includes the State Electricity Commission of Victoria (SEC). This AC generator operated for the State Electricity Commission in the Ballarat North Power Station prior to World War Two. James Oddie of Ballarat has an association with Thomas Parker of Elswell-Parker. In early 1887 Oddie arrived in England seeking information on electrical knowledge and its developments. At this time Henry Sutton was teaching Electricity and Magnetism at the Ballarat School of Mines. Oddie stayed in the United Kingdom for around three years and during that time became a close friend of Thomas Parker and his family. The two first met at the first official running of the Blackpool tram, and Oddie was invited to visit Parker at Wolverhampton. Over the years Thomas Parker kept newspaper cuttings (mainly Australian) relating to James Oddie and his work. The following article is a description of the Wolverhampton works by James Oddie, and was collected by Thomas Parker. After the dinner at Blackpool, Mr. Parker visited me, and cordially invited me to see his extensive works at Wolverhampton, an invitation I was not slow to avail myself of. This was the keynote of the best friendship I made in England. I went shortly afterwards and stayed several days, visiting the works daily, as Mr. Parker gave me the run of the whole works. There I ordered the installation of a 60 light dynamo, with a 28 cell storage battery and paraphernalia, now doing duty at the Observatory. I subsequently visited the works frequently, sometimes for a week at a time, and I regard it as the brightest spot in my English constellation. Mr. Parker started his works in 1880, with one man beside himself. He never had a single day’s instruction in electricity in his life; now he daily instructs between 300 and 400 employees, who worship him as a father. He is said to be now the most practical electrical engineer and mechanist in Europe. During one of my visits I took with me an artist, who is painting for me a portrait, 6 feet by 5 feet, of Mr. Parker, surrounded by dynamos, secondary batteries, measuring instruments etc. Electric tram cars are going to be a big thing in England. Parker’s Company Limited, is now, with three other companies, in the hands of the Electric Construction Company, with Mr. Parker as manager of the lot. Federation University Australia showcased its students and research at a luncheon for His Royal Highness The Prince Edward, Earl of Wessex KG GCVO, at the Mt Helen Campus on Sunday, 8 April. The University’s student leaders and academics joined other dignitaries and business representatives for the special event. “The University is deeply honoured to host HRH The Earl of Wessex and share his passion for volunteerism and The Duke of Edinburgh’s International Award,” Professor Helen Bartlett, Vice-Chancellor, said. Prior to the luncheon HRH The Earl of Wessex experienced a Welcome to Country and Smoking Ceremony at the University. The program included showing HRH The Earl of Wessex concept plans for a refurbished Sports Science facility at the Mt Helen Campus.  Guests were treated to a performance by the Arts Academy’s renowned vocal ensemble Word of Mouth. At the conclusion of the luncheon, HRH The Earl of Wessex planted a tree at the Student Commons Courtyard. The visit to the University by HRH The Earl of Wessex was the first by a member of the Royal Family since Prince Charles visited in 1974. HRH The Earl of Wessex was in Australia to attend the Commonwealth Games and undertake additional engagements to recognise and promote The Duke of Edinburgh’s International Award in Australia. HRH The Earl of Wessex, who is the Chair of The Board of Trustees of The Duke of Edinburgh’s International Award Foundation, attended 32 engagements across Melbourne, Ballarat, Hobart, Brisbane, and Adelaide, from formal receptions, Award presentations, meetings with government officials and the community sector, to meeting Award Participants and their families at community centres.  The events enabled HRH The Earl of Wessex to engage with over 1,000 young people undertaking the Award, and over 3,400 Award volunteers and supporters who will have the opportunity to discuss their activities and showcase the work being done to help young Australians dream big, challenge themselves and find their purpose, passion and place in the world.
