Shire of Eltham Archives: Series 69, Item 5 Video opens with panning view of completed kinder from Frank Street followed by images of the centre under construction then opening day speeches. Introduction and welcome by Mandy Press (Executive Officer, Shire of Eltham) with speeches by the Hon. Pauline Toner, Member for Eltham and Shire president, Cr. Alan Baker. The Hon. Pauline Toner acknowledged Shire President Alan Baker and her parliamentary colleagues Vin Heffernan, Neil Brown and Bob Halderson and Councillors; three levels of Government which led to the achievement of the kinder, and gave special thanks to the Council and parents for the forward planning to accommodate children from babyhood to school with childcare, kinder and baby health facilities all combined in one facility in the middle of parkland in a residential area. Shire President Cr Alan Baker then followed to formally open the centre. The site had been identified in early 1985 at that stage only as a pre-school but with an opportunity to develop, the additional services were driven by Cr Baker. Though a very long name, its simple message is "Care for Kids." Designed by architect Neil Biggins of Clark, Hopkins and Clark. Cr Baker stated that the theme of "people living in the environment" was very much encapsulated by the facility. Cr Baker informed that the construction of the facility had led to some concerns with a reduction in open space and potential traffic generated to the facility and those users of the facility were asked to ensure their use is sensitive to the local residents. Cr Baker talked about the financial costs and how the Federal grant funding was no longer as plentiful as previous and that the Victorian Government had come to the assistance thanks to Pauline Toner covering some other costs as well as the ongoing running costs of around $40,000. The Federal Government contributed $233,000 out of a childcare component rather than preschool. Cr Baker thanked Mandy Press again as well as Shire Engineer, John Stanton. Cr Baker also acknowledged Ed Latanzio who was in charge of the project, along with his colleague Alan Lansdowne; Gary Bartlett and his team for the exterior surroundings to the facility. He mentioned that Neil Biggins the architect had said not many Shire Councils show the same commitment to the exterior surroundings as the interior which was a credit to the Council and Gary Bartlett. He also thanked Bev Vern, Council's preschool advisor who assisted in developing the programs; Grant Roberts from Federal Office of Childcare for assisting the Cooperative in setting up the funding program; the builders George Takola and George Apted; Michelle Matello who undertook the needs analysis that identified another preschool was required; Cathy King who assisted in the development of the childcare program; Pat Grundy and Susan Forbes, Council officers who assisted with the development of the services and the members of the preschool committee. In addition, local residents and in particular Helen, Peter and Chris who advised Council of their concerns and worked with Council to overcome these issues; members of the Interim Steering Committee and the Directors of the Childcare Co-op. Cr Baker stated that the Co-op nature of the facility and the location of the three services under one roof was unique and the task of the programs was to be led by Annie, Dianne and Lynn Afternoon tea and activities followed the unveiling of the plaque. The first newsletter of the Society was issued May 1978 and has been published continuously ever since on a bi-monthly basis. With the cessation of the Shire of Eltham in late 1994, the Society's name was revised to Eltham District Historical Society and this name first appeared with issue No. 103, July 1995. Wilks Creek Bridge was built in 1870. It was last used for heavy vehicle traffic in 1980 and left to decay until it was demolished in 2008. The last remnants of the timber structure were destroyed in the Black Saturday bushfire of 7 February 2009. The present store was built circa 1900 to replace another which had been destroyed by fire in 1898, which had replaced a predecessor on the opposite side of the road in 1865. The store was also used as a post office until early 2000s. The general store is historically significant because it has a long association with Kangaroo Ground and has been an important centre of community life for more than 120 years - Council meetings used to be conducted in the front room of the store at a time when Kangaroo Ground rivalled Eltham as the major centre of the Shire. The general store is historically and aesthetically significant as one of a group of three well preserved public buildings in the Kangaroo Ground hamlet and as a major heritage component of Kangaroo Ground which was one of the earliest settled areas of the Shire and which has the character of an English village rather than an Australian settlement. For more than 100 years it has been a centre of community life. In the settlement’s early days a previous general store, on the same site, was the meeting place for the Eltham District Road Board, precursor to the Eltham Shire Council. For years Kangaroo Ground rivalled Eltham as the shire’s major centre. It developed very differently from the rest of the shire as its rich soil attracted prosperous Presbyterian Scots who had large agricultural properties.1 The present store was built to replace another one, which had burnt down in 1898, after replacing a predecessor on the other side of the road in 1865. The store retains its outward character and its cellar, although inside it has changed considerably. It now includes a café and offers local produce, milk bar products, grocery items, gas and other fuel. Until early this century the store was also used as a post office. Kangaroo Ground’s first postmaster was Andrew Ross, who first operated from the school opposite, then from his hotel next to the present tennis court site. The first postmaster at this store was Edward Weller, followed in 1868 by James Anderson. At that time a mail coach ran three times a week between Eltham and Woods Point through Kangaroo Ground, Yarra Flats, Healesville, Fernshaw, Marysville and Matlock. Some early postmasters were Rodger, McLaughlin, Greenway and Burns.2 Burns was the only postmaster operating from the store. The others operated from Andrew Ross’s hotel. The mail service improved in 1892 when coaches ran from Melbourne to Queenstown (now known as St Andrews) and changed horses at Kangaroo Ground twice daily. The only telegraph office in the district at that time was at the Kangaroo Ground Post Office. Telegrams to outlying areas such as Queenstown and Kinglake had to be sent by hand. A local resident in the early 1900s often rode his pony to deliver telegrams and was paid one shilling a mile porterage. The store has also contributed to the lighter side of Kangaroo Ground life. During the years that Con Wraight owned the store, between 1906 and 1946, a new piano was needed for the Kangaroo Ground Hall, so monthly dances were held to raise money. When the piano was bought, a grand ball was held in the Kangaroo Ground Hall to celebrate the occasion and supper followed at Mr Wraight’s barn, cleaned especially for the occasion. Every New Year’s Eve, a Scottish piper would set off from between the store and the schoolhouse, playing his pipes, and march to Cameron’s Pigeon Bank homestead on the Kangaroo Ground-Warrandyte Road. Between 1914 and 1922, the store was a station for the Kangaroo Ground Bush Fire Brigade’s tanker. It consisted of a wooden barrel on a cart, fitted with a hand-pump, and stood on the side of the road outside the store. Joy Ness, who belonged to an early Kangaroo Ground family, moved here in 1940 and recalled her impressions of the store at that time: ‘It was a very dark shop stained in a dark colour and on the walls just below the ceiling hung hurricane lamps, ropes, kitchen utensils and other goods for sale. ‘Goods were weighed on a brass scale with weights, on which mothers also weighed their babies, because the nearest Infant Welfare Centre was at Greensborough. The bacon was cut with a hand slicer and later a pot-bellied stove warmed the store. Farmers and other locals used to gossip around it as they collected their daily mail. In those days the butter and cheese were kept in the cellar as no ice was delivered for cooling.’This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. This historic site of Australia’s first open-air gallery is being redeveloped in 2023 for multi-housing fronting the Research Creek. In 1955, Ian and Joan Hassall moved to Eltham. They took a property on the corner of Zig Zag Road and Main Road, Eltham, north of the township (later known as 1215 Main Road). In July 1962, they opened their open-air gallery. Hassall’s Roadside Galley, “…cradled in the fold of hills to the north of Eltham” inspired by Ian’s own experience of exhibitions along the Embankment in London. The property included remnants of a stone quarry, paintings were hung on screens and removed at night. Various pedestals, that looked like giant mushrooms displayed sculpture, pottery, and jewellery. It had a small natural amphitheatre at the foot of a little sandstone cliff that fall away to the bed of a stream. To enter the gallery, a visitor crossed a small freestone bridge of oriental design, built by Hassall from local stone. The bridge spanned the stream flowing beneath great willow trees. Near the entrance wooden figures were displayed formed from pieces of local wood, said to speak to Ian Hassall’s sense of fun. Hassall’s Gallery was the first gallery of its kind in Australia. Ian became a full-time artist and when it first opened, he exhibited paintings he had made while touring the outback with writer and fellow Eltham resident Alan Marshall. The Eltham Hotel is the oldest continually operating hotel in the Eltham district. Initially referred to as the Little Eltham Hotel, it has been known as the Eltham Hotel since the mid-1850s through to the present except for a brief period as the Eltham Tavern in the late 1980s. The original hotel opened in 1854 by Richard Warren was built by Benjamin Oliver Wallis. The Fountain of Friendship Hotel on the opposite side of Maria Street (Main Road) opened shortly after. The hotel was a well-known resting place for gold diggers during the gold rush at Woods’ Point and Warren would buy the gold from the diggers. Warren ran into financial difficulties and determined to return to England. Wallis bought the hotel in 1861 and ran it till 1886 when he sold it to Christopher Watson Snr. When Christopher Watson Snr died a year after purchase, his son Christopher took over until his death in 1909 when it passed to wife Emily and then their youngest son, Herbert James (Jim) Watson in 1915. In July 1925, Jim Watson demolished the original building and, in its place, erected a modern hotel which remains the foundation of the present-day Eltham Hotel. Agnes Hayes was the daughter of Peter and Hannah Carrucan. Peter Carrucan, born in 1837, was the fourth child of Patrick and Bridget Carrucan. He came to Australia with his betrothed Hannah Woods in 1858 and joined his older brother and sister in Eltham. Peter and Hannah also had 10 children: Patrick, Hannah, John, Michael, Peter, Francis, Denis, James, Margaret and Agnes.
