Flewellen volunteereed for RAN service in January 1913, and shortly thereafter began training as a "boy" on HMAS Tingara. He then served on HMAS Sydney and in 1914 was a member of the Australian Navy & Military Expeditionary Force to German New Guinea, taking part in November 1914 in the Battle of Cocos against SMS Emden.
