The Chinese Imperial Commissioner, Hwang How Cheng, visited Australia at the request of the Chinese Emperor for the purpose of establishing Chinese consulates in the Commonwealth. He visited Ballarat at the request of Ballarat’s Chinese community. The newspaper reported that it was hoped the Commissioner would visit the Ballarat School of Mines “where the knowledge he would get would probably be of the utmost usefulness in the development of the great resources of China.” The Commissioner was accompanied by interpreter Ah Ket (Melbourne barrister and solicitor), and met by members of Ballarat’s Chinese community, including Dr Wong Chock Son. Apparently the Chinese Commissioner wanted to visit SMB because of its international fame relating to education in mining. From the SMB Letter book (Cat. No. 436) comes the following which suggests the Commissioner was based in Adelaide) '17th November 1906 His Excellency, Hwang How Cheng Chinese Commission Adelaide May it please your Excellency By this post I have the pleasure in forwarding for your Excellency's kind acceptance (and one for Mr. When) copies of the photograph taken of your recent visit to the School of Mines. I trust they will serve a pleasing memento of what, I hope, was a pleasant visit to our Golden City. Yours Faithfully Fredk Martell Director' The visit was reported in the Ballarat Star in 14 November 1906:- The Chinese Imperial Commissioner, Hwang Hon Cheng, who recently arrived in Victoria on behalf of the Chinese Government, paid a visit to Ballarat last evening, and was entertained by his fellow countrymen at a dinner at the Bow Leong rooms, Main street. The commissioner, who came up by the express, was accompanied by his secretary and Mr Ah Ket, the well-known Chinese barrister, of Melbourne; but some disappointment was expressed by the fact that he did not wear his official robes, being attired in the more sombre European dress. Mr W. D. M’Kee presided at the dinner, on the invitation of the Bow Leong Society, and in addition to representative Chinese residents, three were also present the mayor of the city (Cr. J. J. Brokenshire), Crs. R. Pearse, G. Crocker (City), J. R. Elsworth, A. Mackenzie, J. A. M’Neil, A. Levy, G. Bunting, F. Penhalluriack (Town), Col. Williams, Mr. J. Gent, Messrs. F. J. Martell (director of the School of Mines), A. W. Hager (president of the Orphan Asylum), A. Kenny (superintendent), R. G. Fitzgerald (clerk of courts at Ballarat East), J. Trethowan, A. A. Buley, Serg Dalton, and others. Apologies were received from the mayor of the town Revs. J. West Lau, Dr Cairns, Hon. J. Y. M’Donald, L. Lederman, C. C. Shoppee and others. The gathering was a very cordial one, and the hospitality of the Chinese was greatly appreciated. After the loyal toasts, “The King” and “The Emperor of China,” had been honoured, the chairman extended a hearty welcome on behalf of the society and others to the commissioner. Mr M’Kee said he was privileged to speak in behalf of the Chinese. There was a warm feeling of friendship between them and himself, and his services were always at their command. If he were in China he would desire that a similar compliment would be extended to him. They were all pleased the Emperor of China had sent the commissioner to establish consulates in Australia with a view of the empire understanding the feelings of Australasia better than they did at present. He hoped the commissioner would have opportunity of visiting some of their industries, as they desired him to gain all the scientific and practical knowledge of those industries that he could. The toast of “The Commissioner” was proposed by Col. Williams who expressed pleasure at the visit of a gentleman of education and attainments to look into the condition of the scions of China in Australia. He hoped the commissioner would carry away a correct impression. In Australia they had nothing to conceal; they hoped to be understood. (Applause.) No intelligent man had the temerity to condescend to patronise China, one of the richest countries in the world, with a civilisation dating back thousands of years. In the matter of population alone it was equal to one-third of the world. They heard a lot about the “awakening of China.” They hoped it would be humane, just, and considerate if it had power. He hoped the commissioner would be satisfied with what he saw. The law of filial relation to the children was strictly observed in China, and he did not know whether it would not be a good thing if they had a little more of that religion here. It would be a fair thing to tell the commissioner that while he might inquire into the labour laws, the basis of these laws was not a desire to oppress but to enable every man to obtain the same conditions they expected from their own people. If he gained that impression he felt they would be fairly treated. (Applause.) Mayor Brokenshire supported the toast. They had, he said, in the Chinese a most law-abiding people. Their behaviour was an example to the British citizens. They were quiet, inoffensive men, and they toiled hard, even on Sundays. (Laughter.) Mr Ah Ket; That is what the government does with the railway employees. (Laughter.) The Commissioner replied through Mr Ah Ket, who in a graceful speech acknowledged the toast. The commissioner had, he said been delighted with what he had seen of the country – he believed it to be one of the finest in the world – and he greatly appreciated the hospitality extended to him. (Applause.) The Chairman proposed the toast of “The health of Mr Ah Ket,” and paid a tribute to his ability. It was satisfactory to see that he had risen to such a position, and it might be that in the future he would be asked to occupy a position on the bench. (Applause.) Mr Ah Ket, in response, said he had not come prepared to make a speech. He had come to Ballarat to have a quiet evening with his friends, and as soon as he arrived he had been whirled away in a motor car to a place where he found an aggregation of East and West. He was pleased to see them commingled at the festive board. That suggested the idea that East and West could meet together without friction. Misunderstandings arose only because men were superficial. If they threw off outer garments they would know each other better. He looked forward to the time when nations would understand each other. It was by an interchange of visits that such things could be accomplished, and nations would then live at peace with each other. (Applause.) Other toasts were also honored. "A joint meeting of city and town ratepayers, convened by Messrs Francis Jago and Henry Johns, interested in the formation of a cart bridge in Hill street, over the Yarrowee Creek, was held on Saturday evening, in the Societies Hall, corner of Skipton and South streets, with the view of taking united action in the matter. Mr Morris was voted to the chair, : and about 60 persons were present. The chairman stated that the object of the meeting was that united influence should be brought to bear upon the City and Town Councils, so that a cartbridge should be erected. He said that Mount Pleasant would no doubt be thickly populated in a few years, and the bridge would prove a great boon to the inhabitants of the locality. By means of a cart bridge drays, would be enabled to save on their journeys to and fro between the mount and the batteries, at least a mile and a half each time. He hoped that the councillors for the south ward would assist them in this matter. Mr Jago, as one of the conveners of the meeting, said that united action on the part of both eastern and western ratepayers was requisite, so as to exert a strong pressure upon the City and Town Councils, in order that the work should be carried but. Mr Grainger moved the first resolution as follows;—“ That the construction of a cart bridge over the Yarrowee Creek at Sunnyside, to facilitate communication between the residents of the city and town, is urgently necessary, and that in the interests of both municipalities the two councils be asked to at once jointly carry out the work. In doing so he said that the necessity of a cart-bridge for the residents of Mount Pleasant would be apparent when the number of batteries, tanneries, and also the Woollen Mill, in the district were considered. The place was of growing import ance, and ready communication should at once be established. Another reason was that an immense saving in time would be effected. It was quite a common occurrence to see one, two, or three drays stuck in the bed of the creek which had gone that way to make a short cut. Now, what with the horses floundering about and breaking their harness, it seemed a wonder to him that life had not been destroyed before now, just through the want of a cartbridge. Mr Johns seconded the resolution. Mr Robert Calvert supported the resolution, and said that it was disgraceful action on the part of the representatives of the south ward that the work had not been executed long ago. They should come together like men and demand that the work should be done, and if not done they should not pay rates until it was. (A voice—“But they’ll make us.” Laughter.) The wooden footbridge across the creek was “only a wooden fabric, not fit for a Christian to walk across, and steps should be taken to remedy this also. Mr Blight, a resident of Mount Pleasant, said that, in common with others, he had been opposed to the erection of the bridge two years ago, but his views had since been altered. Cr. Morrison, who was present, said that the fault of the cartbridge not being erected over the Yarrowee at Hill street lay not with the City Council, but with their neighbors, who had always been opposed to its erection there. In 1874 a motion was carried at a meeting of ‘the City Council" by which the sum of £5OO had been voted to carry but the work. As the bridges over the Yarrowee were joint undertakings of the city and town, they had, by the provisions of an act of Parliament, called upon the Town Council to assist them in the erection of the bridge. In consequence, a conference of the two corporate bodies had taken place, when a motion was moved by Cr Howard, the representative of the south ward, and seconded by Cr Turpie, of Ballarat East—“ That the bridge should be erected at Hill street.” The motion was rejected, principally through the eastern representatives, who wanted the bridge lower down. Since then the two councils had often met to consider, the question of bridges over the Yarrowee Creek, but nothing had been done at the meetings, as the Eastern Council wanted the bridge in one place and the City Council in another. He had himself, when first elected to the council, given notice of motion affirming the desirability of a bridge, at the place now fixed upon. The Woollen Company was growing in importance, and a direct, road to its works would greatly advance its interests. For the working, expenses of each ward £400 was annually, appropriated; and this amount would not be sufficient carry out the work. They would have to obtain a special grant of about £900, as Hill street would require a culvert to be erected therein, as now it was virtually an open drain which carried the drainage of the western plateau to the Yarrowee. He advised that strong pressure should be exerted, specially upon the Eastern Council, and then the work might be carried out. He thought that if the foot bridge was repaired, and large stones thrown into the creek, it would do until the bridge could be erected. The chairman then put the resolution, and it was unanimously carried. Mr Hamilton moved the second resolution— “That Messrs Fern, Greenwood, Peirce, and Jago be deputed by the meeting to wait upon the City and Town Councils and present the first resolution; also that petitions in its favor be signed by all ratepayers interested.” Mr Haigh seconded the resolution, which was carried. Votes of thanks to Cr Morrison for his attendance, and to the chairman for presiding, were passed, and the proceedings terminated." (Ballarat Star, 9 August 1881, page 3) "WOOLLEN MILL BRIDGE YARROWEE IMPROVEMENTS Though brief the official ceremony of opening the bridge across the Yarrowee Creek, near the Sunnyside Woollen Mills, was of an interesting character. It took place at noon yesterday in the presence of the Mayors and councillors of the City and Town. Hon. F. Hagel thorn (Minister of Agriculture).Hon Brawn. M.L.C., Lt-Col Morton (Acting City Clerk). Mr J. Gent (Town Clerk of Ballarat East), Mr A. Farrer (City Engineer), Lt. L. Finch (who is about to leave for the Front, and who assisted Messrs A. Farrer and G. Maughan in carrying out the project, Mr W. Hurdsfield (Clerk of Works) and others. An apology was received from Mr J. McClelland, contractor for the work. Mayor Hill expressed pleasure in Introducing Mr Hagelthorn, who had at great personal sacrifice and inconvenience come from Melbourne to perform the opening ceremony of that beautiful bridge, which was of great improvements that had been effected.When Mr Hagelthorn was Minister of Pubic works he visited Ballarat specially to see the condition of the creek, which at that time was in a disgusting state from a sanitary standpoint. After viewing the position, and realising the justice of the claim. Mr Hagelthorn made strong representations to the Government of which the was a member with the result that it voted £17,000 for the work. That action had been the means of turning a plague spot into a thing of beauty. They therefore owed a deep debt of gratitude to Mr Hagelthorn and the Government of which he was a member, and they were particular grateful to Mr Hagelthorn for coming to Ballarat to perform the open ceremony. Mayor Levy said he could bear testimony to the good work Mr Hagelthorn had always done for Ballarat. In him Ballarat and district always had a good friend. He thought Mr Hagelthorn would feel amply gratified at seeing the good work that had been done. It would serve as some reward for the expenditure, on behalf of the residents of Bal larat, of the amount of money made available through Mr Hagelthorn's instrumentality for the two municipalities. Otherwise the City and Town councils would not have been able to carry out so necessary and so beneficial a work. There was a great amount of work yet to be done, and when the financial market became low stringent Mr Hagelthorn would no doubt be pleased to take the necessary steps to have money provided for further works which could not be undertaken at the present time. The adjacent woollen mill was a standing monument to what was being done in Ballarat, and what ever the City and Town Councils or the Government could do to encourage such manufacturing enterprise should be done, and he was glad to be able to say that was being done as far as finances would permit. He concluded by presenting Mr Hagelthorn with a gold mounted pocket-knife with which to cut the ribbon stretched across the centre of the structure as a bar to traffic. The Hon. F. Hagelthorn, who was greeted with applause said before him was a good work well done in the interests of the public. Real prosperity could only be achieved by a movement carried out by the people to increase natural productiveness. Most of them had been made aware, on account of the war par tiularly, that the people who were best equipped, the industries that were best organised, and the Governments that were most intelligently controlled would get the most of this world's goods and some of its luxuries that Would be denied other people less efficient. Any thing the Government could do to promote industry and to increase the reward of those engaged in it, both employer and employee, would be done. Most Governments would do but little in that regard. ... This book contains verses written by Tilly Aston. Matilda Ann (Tilly) Aston was a blind writer and teacher who was born in Carisbrook, Victoria in 1873. She became totally blind at the age of seven. She learned Braille and gained her Matriculation Certificate, spending a short time at Melbourne University. She helped to establish the Victorian Association of Braille Writers and to found the Association for the Advancement of the Blind. She was the first Secretary and later President of the latter association. She was appointed the Head of the School for the Blind in Melbourne and retired from this position in 1925. She published several books of verse and prose. There is a Parliamentary electorate in Victoria called Aston. This book is of considerable interest because the author, Tilly Aston, has an important place in Australian literature. The book, ‘Maiden Verses’ has a local Warrnambool connection as it contains a poem written about Warrnambool, a town which Tilly Aston visited on occasions.This is a hard cover book of 146 pages. It is a book of poems written by Tilly Aston. The cover is dark red with the printing on the spine and on the cover in gold lettering. There is at least one page at the front of the book torn out. There is a receipt for the purchase of the book pasted on to the inside of the front cover. The date of the receipt made out to ‘John F. Watts’ is for three shillings and sixpence (1900). The Royal Archer Hotel in Koroit Street between Kepler and Liebig Streets was opened in 1894 and closed in 1969. Frederick Viney was the licensee from 1894 to 1910. James Bostock, a grazier, was a member of the Bostock family, prominent Warrnambool pastoralists and businessmen who had come from Tasmania in the mid 1840s and settled in the Warrnambool area. The chemist shop of R.F. Kennedy was established in Warrnambool in 1880 and quickly became one of the leading businesses in the town. Kennedy was a wholesale, retail and manufacturing chemist in Timor Street (the building still exists) and a prominent community member and a Town Councillor. He died in 1903 but the business continued to use the name of R. F. Kennedy and Co. until 1924. This docket is of some interest as it contains the names of the R.F. Kennedy chemist shop and James Bostock , a prominent Warrnambool resident. This is a cream-coloured docket issued by R.F.Kennedy & Co. to James Bostock in 1908. The printing shows a variety of styles in blue and white and the page has blue printed lines. The famous Kennedy symbol of a lighthouse is printed prominently and the name of Kennedy is contained in an ornamental banner. The sales information is printed in blue type and there is a Kennedy stamp attached to the bottom of the docket and this is slightly overlapping the page. There is a small tear in the stamp and at the top of the docket. ‘Mr Jas. This plate comes from the Registered Office of F. Morse Pty Ltd. The name ‘Morse’ has been associated with the local Warrnambool transport industry for more than 100 years from the horse-drawn era to the advent of motorized transport. Frederick Morse was the son of Henry Morse, a teacher at The Grange, Hamilton and at Grasmere in the early 1870s. In 1883 Frederick Morse started business in Fairy Street as a coach builder in a partnership known as Robinson and Morse and in 1891 he set up a business on his own, the Victoria Carriage Works in Lava Street with branches in Port Fairy and Koroit. By the 1890s he was employing 27 people and winning State awards for his Abbot buggies. By the 1920s the Morse business had moved to motorized transport, expanding over the years to car dealerships, caravans, panel works and reconditioning and truck building with the subsidiary businesses of Morsmilk and Morsbearings (both later sold).This plate is of strong significance as a memento of a business in Warrnambool that has been prominent in the local transport industry for 120 years. It is also a memento of the Morse family, notable 19th century settlers in the town and important in local community affairs since that time. This is a wooden frame with a glass front. The frame is painted a grey colour and has holes at the top and bottom for affixing the frame to a wall or door. Behind the glass the words ‘Registered Office F. Morse Pty Ltd’ are painted or incised on to a wooden slab. The words are in yellow and red paint. The frame is a little chipped and the inside of the glass is somewhat blotchy and stained. ‘Registered Office’ ‘F. The Warrnambool to Melbourne/ Melbourne to Warrnambool Cycle Race is an annual event which is nationally known and attracts today international cyclists and riders from around Australia. In 1912 the ladies of Warrnambool under the direction of Mrs Younger, the Lady Mayoress, arranged to have this tea and coffee service engraved with the town crest and the relevant details so that it could be presented to the winner of the 1912 Warrnambool to Melbourne Cycle Race. But the race was not run because of a dispute between the League of Wheelmen and the race sponsor. The trophy was kept for the following year but again the race was not held. Then again in 1914 the race was cancelled because of the outbreak of World War One. So it was decided to raffle the trophy to recoup the costs. The raffle was won by Mrs Herriot and eventually the trophy ended up in Queensland with a daughter of the winner. In 197… the trophy was donated to the Warrnambool and District Historical Society. This is one of the most attractive and interesting items in our collection. It is well provenanced and is of great importance in: 1. the history of the Melbourne to Warrnambool Cycle Race. This race, of prime importance in Warrnambool’s sporting calendar and history, is the second oldest one race cycle race in the world and one of the longest one day cycle events in the world. 2. demonstrating the way the women of Warrnambool in 1912 banded together to support a premier event in the Warrnambool’s annual sporting calendar.1 Silver-soldered oval tray with fluted inside edge (has inscription) .2 Silver-soldered oval-shaped coffee pot with handle and spout .3 Silver-soldered oval-shaped tea pot with hinged lid .4 Silver-soldered bowl-shaped sugar basin with two handles and concave-shaped lid and ridged on sides .5 Silver-soldered milk jug with lid and concave-shaped handle The five items are engraved with the Town of Warrnambool crest and all have the maker’s marks on the base of the item. The headmaster, Mr. Dudtield, in making the presentation on behalf of the school committee, parents, and children paid a high tribute to the excellent work done by Miss Sweeney during her connection with the school, and in asking her acceptance of the present, expressed on behalf of all the fullest measure of happiness to Miss Sweeney in her married life. On Thursday evening, a social evening was tendered to Miss Sweeney, at Mrs. T. Jewell's residence Main street, by the choir and parishioners of St. Mary's Church, Eltham, where Miss Sweeney has for some years acted as choir mistress. Mr. Harold Cox, in handing her a handsome gold and oak silver salad bowl and service, expressed the heartiest good wishes to one who had not only labored so strenuously in organising the choir, but had been always foremost in promoting church and public movements in the community. Congratulatory addresses were also contributed by the Rev. F. Norris and Mr. W. P. McMahon. Miss Sweeney sincerely thanked the donors for their beautiful present, and the speakers for the many kind things said in her regard. She felt very much severing her connection with Eltham. Hooley (nee Miss Ellen Sweeney) a very dear and capable teacher at State Schools in Eltham and other districts, including the Western District. The deceased was one of Nature's ladies, and was a native of Eltham having been born in the historic home, Culla Hill, one of the first settlements on the Yarra. She passed peacefully away on Anzac Day, April 26. The. funeral was the largest and most impressive ever seen in Eltham, and left St. Mary's Church after a requiem mass conducted by Rev. Father Morrison and Father Hollis. The pall bearers were mostly girlhood friends. Deceased leaves a husband, two brothers, Mr. Tom Sweeney of Kew, and Mr. Frank Sweeney of Western Australia and sisters (Mrs. Lane, of W.A., and Mrs. M. Carringham, of Dalton St, Eltham.) POSTCARD 1905-1940s Like the carte-de-visite, postcards enjoyed a collecting craze by large numbers of people, and were often kept in albums through which the interested visitor could browse. Postcards were posted or exchanged in huge numbers. Postal authorities in Australia only allowed the private printing of postcards from 1898. At this time the back of the card was reserved for the address and postage stamp, and the front was used for the message and a picture. In 1902 British authorities allowed a "divided back", so that the left side could be used for the message, the right side for the address and stamp, and the whole of the front was devoted to the picture.
