On 16th November (monday)1863, it was declared that the Ballarat Road Board District to be a Shire known as the Shire of Ballarat.This document was signed and sealed by Colonial Governor Charles H.Darling. The declaration was published in The Government Gazette on tuesday 24th November 1863. This rectangular black and white photo of James Baird,(circa 1863),is in a white mount with a wide walnut frame.The inner part of the frame has three parts, a narrow decorative gold painted trim,a narrow black trim,then a wider gold "frame"which has carved edging on outer and in each corner is featured carved "leaf " decorations. Councilor James Baird was elected to council in1863-65 and was the first President for the Ballarat Shire. He was re-elected in1868 to 1887. James migrated from Scotland and was elected as a member of the Belfast Road Board in October 1857 and continued in office as Chairman of the Board until 1863 when the Shire was proclaimed. He was accordingly the first Belfast Shire President for 2 year. Appendix to Shire Secretary’s Report, 28 November 1966 SHIRE PRESIDENTS Local Government in this part of the State could be said to have commenced with election in 1846 of three trustees for "The Parish Road, leading from the Suburban Allotments in the Parish of Jika Jika, near Melbourne, to the Village Reserve in the Parish of Nillumbik". The Upper Heidelberg and Old Eltham Road follow approximately the original line of road proclaimed in 1840. The Eltham Road District was proclaimed on 24.9.1856. A meeting of landowners and householders of the Eltham Road District was held on 14.10.1856 at the Fountain of Friendship Hotel, Little Eltham, for the purpose of forming a District Road Board. To date I have been unable to locate any record of the names of the members elected, or of the first Chairman. Further research may yield the desired information. The Shire of Eltham was constituted on 28.3.1871. The proposed Roll of Shire Presidents should, I believe, also include the Road Board Chairmen. It may also be considered fitting to recognise the Heidelberg or Nillumbik (or Warringal) Road Trust in the same way. The first Minute Book of the Board, covering the period 1856 to 1863, has apparently been missing for many years. The Shire Minute Book for the period 1878 to 1885 is also missing. The absence of these vital records makes difficult the compilation of a complete and accurate list of Chairmen and Presidents. Although an early letter book yielded the names of the Shire Presidents in 1878, 1879 and 1800. The names prior to 1863 were derived from Rate Books and Government Gazettes. Taken in 1973, this photograph features 13 men in suits, most of whom are council members of the United Shire of Beechworth, as well as a secretary and engineer. The photo is taken in a formal setting, suggesting there may have been an occasion at this time (potentially surrounding or related to the August council meeting). Previously a district (1856), then a borough (1863) and separate shire (1866) at this time the Local Government Area (LGA) had been known by this name for approximately two years, after having amalgamated with the still-existing borough. Beechworth amalgamated with Rutherglen and Chiltern Yackandandah to become the Indigo Shire Council in 1994. Little has been found about the men in the photograph, however this was at also around the time that women were becoming more widely accepted into positions on Victorian council (such as Valerie Mason, who was elected the first President of the United Shire of Beechworth council 6 years after this photograph.) The photograph has been taken in front of the Beechworth Shire Hall. The Hall was designed by architects J.J. Coe and Thomas Dalziel and is dated to 1859. Originally the building was used as the Shire Offices but also doubled as a fire station and a courthouse, with still surviving cells underneath. The Town Hall is now home to the Visitor Information Centre, is the starting point for historical Precinct walking tours and is available for hire for events or community meetings.The Beechworth Town Hall is one of five distinctive granite buildings on Ford Street that comprise the Justice Precinct, and is listed on the Victorian Heritage register. Henry Beardmore was a significant contributor to Wodonga and the state of Victoria. He was born in Melton on 7th February 1863 to Edwin James Beardmore and Flora McDonald. He grew up in Benalla and became a butcher at Glenrowan before taking up land at Leneva near Wodonga, Victoria. On 15 July 1885 Henry married his first wife, Agnes Annie Lee and they had two sons and two daughters. Agnes died in 1892. In 23 August 1893, Henry married Jessie Muirhead and they had six sons and four daughters. Henry represented the Green Hills riding on Wodonga Shire Council from 1898 to 1922, including terms as President from 1900-01, 1903-4, 1908-10, 1911-12, 1914-17. In 1922 Mr. Beardmore retired from the Wodonga Council due to his increased workload in State politics. Henry Beardmore was a Freemason including Master of the Wodonga Lodge from 1906 to 1907, and was an active member up until his death. From 1905-1915, Henry Beardmore leased “De Kerilleau” homestead with the exception of 1907, when Mr W. Huon was in residence, and after he died there in 1907, the Beardmore family returned. Henry Beardmore won the seat of Benambra in the Victorian Legislative Assembly at a by-election on 20th April 1917. He continuously represented the Benambra electorate as a Nationalist and United Australia Party member for more than 15 years. He was a strong advocate for country development and decentralisation, but he declined to join the Country Party. He held the seat of Benambra, up to the date of his death, and was returned unopposed on four occasions. He was an Honorary Minister in 1924 and for a short time in 1929, Minister of Railways, Minister in-charge of Electrical Undertakings and Minister of Labour. He was a leading supporter of Kiewa Hydro-Electric Project and opponent of Yallourn coalfield. Henry Beardmore died in Wodonga on 29 August 1932.
