This photo was most probably taken when the Ballarat School of Mines was considering the former Ballarat East Library as a campus. In 1980 the Ballarat School of Mines Council presented a proposal to the Ballarat City Council regarding occupying and managing the Ballarat East Free Library as a School of Traditional Crafts.
