For many years the a past president presents a Foundation Day speech at a luncheon in September. He mentions they provided a sense of belonging, of fun, sadness, enthusiasm, and activity. An article from the Bulletin including the text an address by Legatee Kem Kemsley at a Legacy event on 4 October 1977. He discusses the beginnings of Legacy. He starts with Legatee Savige's tip to Hobart and Sir John Gellibrand's Remembrance Club. Then a meeting of the 24th Battalion at Phair's Hotel in 1923 and the men there agreeing to start a similar club, he mentions Sandy Lowe as a member at the meeting in 1977 that was at the initial meeting in 1923. He also mentions other at that initial meeting were Savige, Frank Selleck, Ted Pittard, Bob Irving, and 'Babe' Norman. He relates the approach made to Sir John Monash to be the first president. It was when Savige was in Frank Meldrum's dentist chair that the plan was hatched for Meldrum, (who was playing tennis with Monash's son-in-law, Gershon Bennett), to approach Monash to be president. It shows the nature of relations between high ranking ex servicemen. Instead Monash suggested Colonel Harold Cohen. Initially Legacy was founded with 'one person from each profession or business who will represent that profession until such time as the Club has established itself on a wider basis.' For example there were 'two solicitors - Downing and Armstrong, Meldrum as dentist, George Worboys as plumber, Dr Gardener as the eye specialist, Doolan and Goodchild as Surveyors, Fred Wickham of the Premier's department who was regarded as very important, Baker from Myer's Emporium, Joynt from the printing world and Blackett the architect.' He also mentions a Police Strike and General Monash set up a special constabulary force. Cohen, Kemsley and many of the early legatees answered the call to help keep peace. By December 1923 there were 54 members of the new Legacy club. The name was under consideration as the Tasmanian club was called Remembrance Club. Pip Powell nominated the name of Legacy to be submitted for consideration, but it was Frank Selleck who moved the formal resolution. The speech mentions that Sir Gellibrand was appointed Patron of Legacy and later Monash and Sir Harry Chauvel were chosen. Frank Doolan posed the question 'what does Legacy really mean?' and focus changed toward widows and children. Citing some slightly different dates to those in a later speech about the start of Legacy (at 02029) he says it was July 1926 that they met with widows and a couple of weeks later 142 boys were to attend Anzac House for a Literary and Debating class. Ballarat and Geelong had formed clubs by 1925 and Legatee Hilmer Smith was transferred with his work to Sydney and started a Legacy Club there in 1926. The first Conference was held in November 1926. The first Government House Christmas party for children was held in 1926, when the Governor General of Australia was still residing there. His final words were about his war experiences and relates a speech made by Legatee Brian Armstrong on 28th February 1961 (02502) that also spoke of the area around the Pozieres Windmill that was part of the battle of the Somme in July/August 1916, where so many of the early legatees fought.. In September 1967 Legatee Brian Armstrong gave a speech about the first 40 years of Legacy. He mentions; 'what, in all humility, does our word 'Legacy' conjure up? To each of us, no doubt, something different, according to the the period of our service and our particular interests. To the early ones, many pictures, grave and gay, many voices, two perhaps in particular, both on the brink of a discovery. One, rather triumphant, - 'I've got it, we will call it "Legacy", but we will give instead of take, and look for nothing in return; and two years later, a quiet voice, still with us, thank heaven, "Have you ever through what the dying wish of our cobbers would have been?". This is our link. On the one hand, the still sharp memory of the lost men of Anzac France, Belgium, and the Middle East. One's own private nightmare - the expression in the eyes of the men of one's own Platoon, particularly towards the end, when they were warned for yet another operation. Men who by some miracle had survived twelve and more separate and individual hells between Gallipoli and Villers-Bretonneux and who knew full well that the Hindenberg Line was yet to come. And then we lucky ones were home again . . . Now here it was, the link, the chance to do something of real personal value, something with a real future. We do not speak a great deal of these things, nor would I do so now if I were not sure that everyone of you who wears this small badge has travelled much the same road. " He mentions the Legacy Diary belonging to Frank Meldrum, from 1925, with records on the start of Legacy. It is believed this diary was one of many documents lost in a fire. He mentions the fire destroyed the home and valuable library of Legatee Jimmy Downing. The notation H30 in red pen shows that it was part of the archive project that was trying to capture the history of Legacy. An article from a supplement to the Bulletin with a poem by Legatee Brian Armstrong written just before he passed away. It reflects on Foundation Day and the first 50 years of Service certificates that were being awarded. Legatee Armstrong had been president in 1937. The prom was called Accolade. Last Anzac Day a fine old Digger / Asked me to write him 'a sort of a letter' / Mentioning something of what he had done / As a private soldier in World War One. He had lived alone since he lost he wife / But a score of 'Grandies' adorned his life / They were always asking what he had done / As a Front Line Digger in World War One. He wanted to give them something to show / When he got his call and 'had to go' / But he couldn't remember and wasn't sure / When they fingered his medal and asked for more. He was one of our best and I knew him well / In those far off days of pain and hell / So I wrote recalling his scenes of strife / Especially one when he'd saved my life. Later I found a note at my gate / Just a line of thanks to 'my Dear Mate'. That grand old word so hardly won / In freezing trench and blinding sun / Fifty years gone but it's not too late / To be proud when a Digger still calls you Mate. A copy of an address given at a Foundation Day Luncheon by a long standing Legatee and past President Legatee Rob Allison. He had joined Legacy in 1950, and he comments that only 5 members remain active that were with him in 1950. In 1950 they were all posted as member of various committees, he got Welfare and Friday night girls' classes. There were 9 boys' classes throughout Melbourne, and girls' twice a week at Legacy Headquarters at 24 Market St. There were 230 active members and each legatee had 4 or 5 families with children. He mentions that in 1950 the President was 62 years old but only 5 years after the end of the war, the tide had begun to turn towards the 39ers. (He called the older legatees '1914ers' or 'the Bow and Arrow boys'). He applauded the 'founding fathers' for limiting the numbers of members, in 1929 it was 230 and in 1959 a limit of 300. They used a classification method to classify the members so they had a diverse range of skills and community representation. Areas were: Production, Distribution, Services Public Authority, Services Other, and Board List. The President had a Secret Committee of 3, no one knew who was on the committee, even those members didn't know the identity of the other 2. This committee vetted the background and integrity of new members. In 1950 the budget was £27,000 plus a capital budget of £3,500. Legatee Allison tells a good story of his induction into Legacy, including his wife joining other Legatees wives in fundraising. In 1951 Comradeship meetings moved to Thursday nights at the instigation of Burt Nathan. 'Birthday boy' invitations started in 1958 when John Cooper was Chairman of the Comradeship. After some years of discussion the first paid Social Worker was employed in 1953 and as a result her efforts the first Senior Widows' Group got underway. Until the 1950s Legacy had always found the money it required, from big companies, wealthy members of the community, Estates, or Trusts. In 1951 it tried to copy a Sydney Legacy idea (Certificate of Adoption Plan) and called it 'The Endowment Scheme'. Other fundraisers included films, premiere showing and musicals were very much a part of the social life of Legatees. One premiere show in 1952, 'The Greatest Show on Earth' was sold at £100 a double. In 1959 Sir Frank and Lady Tait were kind enough for give us a premiere of 'My Fair Lady'. As the 50s progressed cash flow was not enough and it was decided in 1957 to have the first public appeal (he says 1957 but it was 1956). The first Badge day was 1958 (according to this account). He says it grossed £21,000 (net £17,000). And the Legacy story was becoming better known. 'Legacy has never been a one man band. The strength has been in the resourceful ability of those of its members.' He was well placed to tell the story of the donation towards Dureau House. BG Corporation in New York used 'Brown and Dureau' as agents in Melbourne for their spark plug manufacturing (for the American aircraft based in Australia during the war). A royalty of two shillings and sixpence was agreed. The entrepreneur President of BG Corporation was Richard Goldsmith. L/ Grat Grattan had a friend Mr Edwards who was managing director at Brown and Dureau and heard of the desire by Goldsmith to leave a permanent memorial to ex-servicemen in Australia (Children's Hospital was considered). Grat took Edwards to Market St and showed him the inadequacy of the building. It was agreed if Melbourne Legacy could come up with a purchased building in 10 days they would get the money needed. The property purchased was 'Storey Hall' in Swanston St (also called Hibernian Hall in other documents). After the war it turned out not to be suitable and a new building was required. The speaker is identified as Rob Allison based on two things; at one stage he refers to himself as 'Rob' and this copy of the speech has been faxed to Legacy from the offices of John Allison Monkhouse. Another copy of this address has been located with the date of September 1988 that was filed with information on Past Presidents and the lives prominent legatees. The notation H59 in black pen shows that it was part of the archive project that was trying to capture the history of Legacy. Movie Two (1950s): 13:25 – 19:00 This black and white film was taken by a TV film crew in the 1950s depicts a typical call out for the Diamond Creek Fire Brigade. In this case the careless action of a member of the public throwing a lighted match from a car, which can cause extensive damage. Footage features the Shire of Eltham War Memorial tower at Kangaroo Ground before it was modified with a fire spotter’s cabin. Discusses fire spotting operations from the tower. Shows a fire spotter walking around the top of the tower. A fire is detected, and the information is relayed to the nearest fire station, in this case, Diamond Creek. The telephone call is received, and the alarm sounded. Captain Clarrie Stone and firemen May and Shaw leave their workplaces and prepare for action. Scenes of running across the Main Hurstbridge road showing the shops (Shell service station and Chemist prominent). Scenes entering the fire station which has a pictorial warning covering the entire door “Only you can prevent forest fires – If you’re careless – we’re homeless!” Eric Holt pinpoints the location of the fire while Captain Clarrie Stone and Fireman Shaw take note. The advance vehicle (an FE Holden ute, rego GTE-696) leaves to assess the extent of the fire. Having assessed the fire, Fireman Shaw communicates with base showing radio with call sign VL3JZ. Eric Holt takes the call. In the meantime, Captain Clarrie Stone and Fireman Shaw undertake some limited action to address the fire. Firemen Bill May, Jim Bates and Hugh Bar (?) man the tanker. A photo portrait of Queen Elizabeth is visible hanging on the wall. They are later joined by Firemen Jim Cox, Eric DeBuse (?) and Jack Marks. The tanker is seen departing the station and diverging off before the bridge. Captain Clarrie Stone and Fireman Shaw are seen pumping water on the flames with hand pumps when the tanker arrives. The hose is unreeled, and water turned on the flames. Jack Sinclair joins the action. Jim Cox directs water to the high stuff. The fire put out, Jack Marks and Eric DeBuse wind in the hoses and the team head back to town. It’s peaceful again at the memorial tower. Movie Three (1969-1987): 19:14 – 34:34 Colour film “Fired with Dedication”, Country Fire Authority Victoria, produced by I.L. Wadeson, Commentary by A.M. Hem. Credits with CFA Victoria emblem and then placed over a view of an old-style ladder engine. Opens with the scene of a fire engine outside the Diamond Creek Fire Station then various trophies reflecting the competition success of the brigade in various track and disciplined events. Two trophies shown of particular pride to the brigade were for first place in the Torchlight Procession at the State Championships in Mildura in 1986 and also at Swan Hill in 1981. Still photo scenes of ex Captain Clarrie Stone, Brigade Captain for 21 years; ex Captain Jack Marks, 10 years; ex Captain Ian Douglas, 10 years. Cuts to scene of radio control room, January 1969, and news of a fire on the northern side of the township of Diamond Creek. With scenes of flames in bush, the narration explains that until the early 1960s the area was an orchard district which protected the town against the savagery of bushfires. But due to competition from other areas more suitable for orcharding and easier transport to Melbourne the district could no longer remain competitive, and orchards were replaced by grassed areas, which together with the bush areas were a feeding ground for fire. On 8th January 1969, high temperatures and strong north winds, were, with the carelessness of some individual all that was necessary to produce the worst fire the district had seen. Cuts to scene of blackened fields and cattle - Hundreds of hectares of grass land were blackened, and cattle had to be transported to other areas for agistment. Scene of destroyed buildings in the township – 13 houses and the public hall in the town were destroyed as was the theatre equipment which was owned by the fire brigade. The Church of England Hall and bell tower were badly damaged. The whole town could have been burnt out but for the determination, skill, and courage of the Diamond Creek Fire Brigade. Scenes of all that was left of the home on the hill on the west side of the Church of England. Also, the remains of the old Pisy (?) home on the top of the same hill near Lambert Street, and the ruined Crocker home. Cuts to a scene in the mid-1970s to mid-1980s of a house fire in Haley Street attended by the Diamond Creek Fire Brigade. Although the house was severely damaged, it was saved. Mentions that whilst assistance is appreciated, in some circumstances, those doing so are not properly dressed for fighting fires. Breathing apparatus is a must in structure fire attack. Next scene (either on Mangarook or Coventry oval) showing off four Diamond Creek Fire Brigade efficient and very expensive firefighting units. Features a forward control vehicle Toyota 4WD used for conveying task force personnel to the required areas; a Hino Model 3.2 tanker, diesel powered and carries 3,000 litres of water and has a 16 HP petrol driven pump which delivers 900 litres of water per minute; an International tanker (registration TCM-418) which carries 3,000 litres of water with pumping capacity of 600 litres per minute. The Ford diesel powered pumper (registration MXE-754) is a well-equipped vehicle with a water capacity of 1,000 litres and capable of pumping 1,900 litres of water per minute from the main pump, has many lockers which hose equipment such as breathing apparatus and various types of hose nozzles and foam making equipment. The vehicle carries 360m of 64mm diameter hose which can be laid out from the rear lockers and a portable lighting plant, an Oxy Viva resuscitator to revive smoke inhalation victims and forcible entry tools to gain access to structure fires. Fire fighters must undergo constant training and hone their skills, Scenes of a training exercise using the pumper to pump from static water. First, the short lengths of suction hose are coupled, a strainer fitted to ensure debris does not foul the pump. Gauges must be constantly monitored to ensure manageable water pressures are maintained. Pressures are normally controlled to allow two fire fighters to work at each nozzle outlet. Two nozzles are tested, one adjustable jet fog type which is used on flammable gasses or within a structure fire to absorb heat. A straight jet nozzle to project water long distances to protect exposed surfaces close to a fire radiated heat. The pumper is quite a versatile vehicle in handling structure fires, but it also carries specialist equipment needed in containing hazardous chemical incidents. It can be seen why this brigade has been so successful at disciplined contests. This model of the Brighton Municipal Offices was made by Alan W. Chandler. The Brighton Municipal Offices were designed by Kevin Knight of Oakley and Parkes with the engineers John Connell and Associates and were erected by Prentice Builders Pty Ltd. The foundation stone was laid on 13 February 1959 and the building was opened on 21 July 1961. The interior decoration and furniture was by Grant Featherston. As is common practice, an architectural model was prepared to present the final concept of the building for approval to the Brighton City Council. In February 1959 festivities occurred to celebrate the centenary of the municipality of Brighton. A garden party attended by two hundred Brighton residents was held in the grounds of the Brighton Town Hall. This model graced the centre of the lily pond during the event. The following day the foundation stone of the Brighton Municipal Offices was laid.Architectural model of a large public building in orange brick, the main cylindrical tower is set within a rectangular structure, with circular and oval roof structures. The Eltham Hotel is the oldest continually operating hotel in the Eltham district. Initially referred to as the Little Eltham Hotel, it has been known as the Eltham Hotel since the mid-1850s through to the present except for a brief period as the Eltham Tavern in the late 1980s. The original hotel opened in 1854 by Richard Warren was built by Benjamin Oliver Wallis. The Fountain of Friendship Hotel on the opposite side of Maria Street (Main Road) opened shortly after. The hotel was a well-known resting place for gold diggers during the gold rush at Woods’ Point and Warren would buy the gold from the diggers. Warren ran into financial difficulties and determined to return to England. Wallis bought the hotel in 1861 and ran it till 1886 when he sold it to Christopher Watson Snr. When Christopher Watson Snr died a year after purchase, his son Christopher took over until his death in 1909 when it passed to wife Emily and then their youngest son, Herbert James (Jim) Watson in 1915. In July 1925, Jim Watson demolished the original building and, in its place, erected a modern hotel which remains the foundation of the present-day Eltham Hotel.
