The front row appear to be Brownies (wearing berets) and the others Guides. Established in 1910, Girl Guiding is now one of the largest all female organisations in the world. It is designed for girls, young and not-so-young women to join and enjoy a program of informal learning, opportunities, fun, personal development and friendship. (ref. Girl Guides Victoria).
