Establishment and Functions Prior to 1860, the Chief Secretary's Department had been responsible for the administration of the gold fields and associated mining activities. In November 1860 a Commissioner of Mines was appointed and a Department was established under his administration. For the period November 1861 to June 1863, the Postmaster General was responsible for the Mining Department. A Minister of Mines was again appointed in 1863. Responsibilities of the Department of Mines were: 1. Regulation of mining and related public works activities through the issue of miners rights, business and residence licences, mining leases, mineral and other prospecting licences 2. Superintendence of the activities of mining surveyors, registrars, wardens and Mining Boards. 3. Investigation of the state's geological structure, mineral wealth and underground water resources 4. Development of the mining industry 5. Supervision of the safe working of mines, machinery and quarries including checking the credential of mine managers, inspectors and operators 6. Regulation of the disposal of sludge and other waste products 7. Administration of the Victorian Mining Accident Relief Fund. Arising from its initial responsibility for the supply of water on the gold fields, the Department became responsible for rural water supply from the mid 1860s. Statutory responsibility for rural water works during this period rested with the Board of Land and Works. In 1865 the Waterworks Act gave the Board power to construct waterworks, purchase land, levy charges and lease or sell works, while the Public Loans Act 1865 empowered it to provide loans to local water trusts for waterworks. The actual administration of these statutory provisions was undertaken by the Victorian Water Supply Department which operated from 1865 to 1889 as a sub-department of the Department of Mines, from 1889 as a department in its own right, and from 1895 to 1909 as a sub-department of the Department of Mines and Water Supply. For a brief period from 1891 to 1893 the Department of Mines was also responsible for forests and, until 1880, for the Schools of Mines subsequently transferred to the Education Department. In 1895 the Department of Mines and the Victorian Water Supply Department were amalgamated to form the Department of Mines and Water Supply. Grassmere is a small hamlet about 12 kilometres from Warrnambool. It is a farming area. The Grassmere Gold Mining Company, presumably established by local people in Grassmere, was created in 1898 for the purpose of acquiring from Messrs James and Mewha a lease of a Cassilis gold mine (23 acres). £5000 was to be raised in shares of five shillings and one shilling each. The Manager of the Company was Horatio Dickson of Melbourne and the brokers were McMeekin and Co. of Melbourne and Warrnambool and Dickson and Osborne of Melbourne. This reef mine was one of several in Cassilis, Gippsland, 12 kilometres north west of Swifts Creek. The gold-bearing quartz reefs were discovered in 1885 and worked to 1914. It is not known whether the Grassmere Cassilis mine was a financial success but the mining operations were impeded by the hardness of the stone in the area. William Robinson was a farmer in the Grassmere district. This certificate is of considerable interest as one of only three items the Warrnambool and District Historical Society has that is connected with the establishment of the Grassmere Gold Mining Company. The gold mine establishment was one of the many minor events in the district in the 1890s. This is a small buff-coloured certificate detailing the shares of William Robinson in the Grassmere Gold Mining Company (1898). The certificate has green printing and black-ink handwriting. The bottom section (Form of Transfer) is not filled in. There is a stamp of the Grassmere Gold Mining Company with the words ‘No Liability’. There is a decorative pattern in green on the left margin with the address of the company and the name of the printer. ‘This is to certify that Wm. Robinson of Grassmere is a member of the above-named company and the proprietor of fifty (50) shares, numbering 12651/12700 therein, upon which the sum of one shilling has been paid up, subject to the Rules and Regulations of the Company. Seven men were killed at the Great Extended Hustler's mine disaster on 2nd May 1914 by an explosion of dynamite occurring as the men were waiting at the plat to ascend the mine at the end of their shift. No blame was attached to anyone in the findings of the inquisition. It was unknown what caused the dynamite to explode. Three page typed document. First page: 'The Regulation of Mines Bill' by Albert Richardson; Angus Mackay, Minister of Mines introduced the Bill in the Legislative Assembly on October 16th 1873 and it became law on January 1st 1874. Kralcopic Pty Ltd, was a subsidiary of Bendigo-based company GBM Gold and had previously held mining licences around Bendigo, which incorporated sites including Kangaroo Flat, New Moon, Eaglehawk and the associated Woodvale Evaporation Ponds Complex. In August 2019, the Earth Resources Regulator decided not to renew Kralcopic’s three mining licences, due to the company’s inability to provide surety that it could finance its mining activities and site rehabilitation obligations. In October 2020, the company filed legal proceedings in the Supreme Court challenging the decision not to renew these licences. The Supreme Court later upheld the regulator’s decision not to renew the licences. On 23 April 2021, the Federal Court of Australia appointed KPMG as Kralcopic’s liquidators. On 14 May 2021, the liquidator lodged papers with the Australian Securities and Investment Commission (ASIC) to disclaim Kralcopic’s freehold land at Woodvale and parcels of land around the company’s former Bendigo sites, with the land to subsequently become Crown land. The Earth Resources Regulator has put a statutory exemption in place to preclude new mining licence applications on the sites while we undertake rehabilitation. The exemption also provides an opportunity for government to consider future uses of the sites in consultation with the City of Greater Bendigo and the local community. The Earth Resources Regulator holds rehabilitation bonds totalling $5.9 million, which it will use to rehabilitate the former sites.Colour photocopy of original photo.
