Warrnambool was officially made a Port of Entry in 1855 and by the 1870s had became the dominant port in the Western District. Sadly, due to an increasing problem with silting in the harbour, by the 1890s only small vessels could navigate the harbour. Men with the position of Pilot and Harbourmaster in Warrnambool were employed by the government to enforce government regulations and to help guide vessels safely into the port of Lady Bay, which was difficult to navigate. Some of the Pilots and Harbour Masters of Warrnambool were – - Captain Christopher Gwatkin, the first Harbourmaster for Warrnambool (1857 - his death in 1859). - Captain Helpman was Warrnambool’s second Harbourmaster 1859-1869 - James Nicol was Harbourmaster in Warrnambool for a time, including 1906 (b. 1840 – d. 1926) - Thomas Smith Drewett (1853 - 15-3-1905) past Captain of the Helen Nicoll, Pilot and Harbourmaster of Warrnambool. Warrnambool’s Tourist Guide of 1888 advises that “At the Port of Warrnambool there are two Leading Lighthouses. A licensed sea pilot, Captain Drewett, is stationed at the Port.” In 1915 plans for the Pilot’s Quarters were drawn up for the Department of Public Work. It was at that time, when personnel was short due to the First World War, that apparently the Pilot and Harbourmaster was also responsible for maintaining the light (lighthouse). The new Pilot and Harbourmaster’s house would be built on the site at 88 Merri Street, overlooking Lady Bay and right beside the Flagstaff and the Lady Bay Upper Lighthouse. Other Pilot and Harbourmasters were - - James Menzies was the Pilot and Harbourmaster at Warrnambool in 1929 . In 1932, he was appointed to the position of Acting Secretary to the Warrnambool Harbour Board. A hundred or so years later Flagstaff Hill Maritime Village has fully renovated the former Harbourmaster’s quarters, changed the name to Lighthouse Lodge, and is now allowing guests to stay in the home, which is still neighbour to the operational Lady Bay Lighthouses, now over 150 years old. The association of the old Pilot and Harbourmaster’s Quarters (currently renamed as Lighthouse Lodge) with the Port of Warrnambool, and its maritime activities, is historically significant. After years of precursory surveying, debate and proposals the most ambitious civil engineering project of the day, the Overland Telegraph Line, began construction in September 1870. Superintendent of Telegraphs, Sir Charles Todd led the construction through “terra incognita,” guided by the precursory surveys of John McDowall Stuart and technologies such as his prismatic surveying compass. The unknown and hostile landscape claimed the lives of several men and scores of transport animals in the dogged pursuit of telegraphic connection to the rest of the world. Completed in August 1872, the Line connected Australia to the world via telegraph wires running 3,200 kilometres from Port Augusta in South Australia, to Darwin, then connecting via submarine cable to Java and beyond. The “earth [had been] girdled with a magic chain” according to the then Governor of New South Wales, Sir Hercules Robinson. How does it work? For use in surveying, the sight vane and prism are turned up on their hinge and the instrument is held horizontally either in the palm of one's hand or on a tripod. Two small discs of red and green glass attached to the prism can be flipped down over the sight line to reduce glare. The objective is to bring the subject into the sightline created by the prism, aligning with the thread of the sight-vane until the subject is bisected evenly. Once aligned, the division on the card may be read through the prism. This reading provides the magnetic azimuth, used for calculating the bearings of distant landmarks. Circular instrument mounted in a brass case with glass window and brass lid. The compass card face four black compass points printed on mint green paper; on the underside the magnetic needle would be affixed, all held in place by a brass knob at the centre. The arched labels of "Sawtell" and "Adelaide" and the Prince of Wales feathers appear to have been affixed with adhesive which has since yellowed in the areas of application on the compass card. The compass face is printed with numbers, every 10 degrees from 10 - 360, printed in reverse indicating this compass would have once held a mirror at the sighting bracket. On one side of the brass case is a brass hinged sighting-prism, possibly of ebonite. The sighting-prism is mounted in a hinged brass bracket on one edge of the brass case. It has two flip-type filter glasses (red and green) and folds down into a retracted travelling position. A hinged brass bracket on the opposite edge would have held the sighting bracket - carrying the sighting vane and mirror - which is now missing or removed. Under the hinge is a lever, possibly related to the movement of the bracket. Underneath the brass case is an indented circle with screw threads, possibly for attachment to a tripod, and indistinguishable marks scratched into the surface.Etched on to the centre of the lid, "Sawtell ADELAIDE / No 792." Jenny Watson is a long-time employee of the Port of Echuca known for her extensive knowledge of the Murray River and associated stories of past and present. Born in Rhodesia, Jenny escaped internal conflict and came to Australia at 19 years old. A great horsewoman and also a natural on vessels, when she came to Echuca in the 1980s, she soon trained for her Masters Certificate with the encouragement of skippers such as Kevin Hutchinson and Alan Bartch. She skippered the P.S. Canberra and P.S. Emmylou for many years. Jenny worked at the Tourism Centre before the Discovery Centre was built. Her knowledge helped her become an integral Tour Guide at the Port of Echuca and her sensitivity to the unseen world, led her to develop the special Port After Dark Tour revealing some of the spirits and energy that runs unseen through the Port from past events. This remains a very popular tour with visitors and locals. Jenny currently comes in as a specialist volunteer talking to visitors about every subject to do with Port. Jenny is a living legend.
