The Minutes of the Kew Historical Society record that in the year 2000, the Society paid for a Town Crier's outfit. This outfit was later used in public events relating to fundraising for the restoration of the Kew Court House at 188 High Street, Kew. The school bell has been used in various forms for several centuries. In Australia and the UK it was often a hand bell, located on the teacher's desk in a small school. In larger schools it was positioned in a central area, and one bell was used to signal to all classrooms. In North America it was more usual to find a large bell on a stand located in a central area of the school where it could be heard by everyone throughout the premises. More recently, the school bell has become wall located, and electrically activated, using a mechanical timing apparatus. Now the same bell is computer programmed and activated, although there are many older bells still in operation. The school bell was rung at the beginning at the school day, often to summon students to the morning assembly in larger schools. This brass cow bell was recovered from the wreck of the sailing ship ‘Loch Ard’ at Mutton Bird Island, near Port Campbell, Victoria, from late 1960s to early 1970s. Cow bells were listed as part of the cargo on board the Loch Ard. This bell is now part of the John Chance collection. Flagstaff Hill Maritime Village’s divers also recovered similar bells from the Loch Ard wreck in 1973. One of them was found in a sandy hole in the centre of the wreck site. All of the recovered cow bells are without their hangers. A bell of this size could have been used by horse or cattle teams. Cow bells were a common Colonial item. They were hung around the necks of grazing domestic cows and goats, bullock and horse teams, even camel teams so that they could be found again. Sheep and cattle drovers used them as a warning for night time disturbances such as wild animals. The maker of the cow bell, James Barwell, was a bell founder established in Birmingham, England, from 1784. In 1842 he acquired Fiddian’s firm of ‘Steam and Water’, keeping its name and stamping it on some of his products. According to his advertisement in the Exhibitors guide for the Church Congress of 1887, he made bells and fittings for churches and schools. He also made bells for cloches and chimes, and made tuned musical handbells. He repaired and reproduced bells, and he had a team of experienced ringers to “inspect towers and report upon the tone and condition of bells and fittings.” In 1903 he became incorporated as a Limited Company, ‘engineers’ and plumbers’ brasswork, and bell founders.’ In 1914 he advertised as ‘Cock and Bell Founders’, specialising in plumbing and engineering fittings, church bells, and “every description of hanging and hand bells.” Some of Barwell’s products were stamped with his maker’s mark (his initials J. B. either side of a cross entwined with a ‘B’ in an oval of oak leaves (for Birmingham)). James Barwell bells were no longer made after 1920. James Barwell was among makers who exported bells to the Australian colony from the 1860s. Early Australian iron animal bells were also made from the 1860s by blacksmiths such as Anthony Morgan from 1861, August Menneke from 1867, and Samuel Jones from 1868. Few brass bells were produced here in those times. This bell is historically significant as typical of a cow bell used by farmers and herdsmen in Colonial Victoria. Its significance is increased by being an artefact recovered by John Chance, a diver from the wreck of the Loch Ard and other wrecks in the late 1960s to early 1970s. Items that come from several wrecks along Victoria's coast have since been donated to the Flagstaff Hill Maritime Village’s museum collection by his family, illustrating this item’s level of historical value. The cow bell is also significant for being part of Flagstaff Hill’s collection of artefacts from LOCH ARD, which is significant for being one of the largest collections of artefacts from this shipwreck in Victoria. It is significant for its association with the shipwreck, which is on the Victorian Heritage Register (VHR S417). The collection is significant because of the relationship between the objects, as together they have a high potential to interpret the story of the LOCH ARD. The LOCH ARD collection is archaeologically significant as the remains of a large international passenger and cargo ship. The LOCH ARD collection is historically significant for representing aspects of Victoria’s shipping history and its potential to interpret sub-theme 1.5 of Victoria’s Framework of Historical Themes (living with natural processes). The collection is also historically significant for its association with the LOCH ARD, which was one of the worst and best known shipwrecks in Victoria’s history. This Post Office Receiving Pillar was restored in 1980 and is now a fully operational Australia Post mailbox. In early August 1980 Prime Minister Mr. Fraser posted Warrnambool’s first commemorative envelope into this restored Post Office Receiving Pillar at Flagstaff Hill Maritime Village. The special limited edition envelopes are numbered 1 – 7000. When posted, the envelopes would have the Flagstaff Hill Logo and Flagstaff Hill Maritime Village’s own postmark of a ship’s steering wheel surrounding a lighthouse and a sailing ship, and were dated August 3 on the First Day Cover. Amongst Flagstaff Hill’s collection is that very first letter posted by Prime Minister Fraser. HISTORY OF POST OFFICE RECEIVING PILLARS In 1851 ‘pillar boxes’ were installed at roadside locations in the island of Jersey, England; they had already been successful in several European countries. The use of new prepaid, adhesive postage stamps as well as the roadside pillar boxes meant there was no need for the public to take a trip to the Post Office just to post a letter. By 1855 London had installed its first six Pillar Boxes. In 1856 the pillar boxes were first introduced in Sydney. These were circular with a crown on the dome, supported by leaves. Early Victoria Mail was originally collected by ‘letter carriers’, first appointed in Melbourne in 1841, equipped with leather bag and hand bell. He wore a red coat with brass buttons and a black top hat! In 1844 two wooden receiving boxes were erected in Melbourne. The first cast iron boxes were installed in South Melbourne (Emerald Hill) and were still in service until 1967. They were a fluted circular design and made in England. In the early 1860’s the ‘low door round’ design posting box was introduced, being circular and surrounded by a crown, with two broad embossed bands around its circumference. The clearance door was in front of the box and low down. These were made in Australia. In the early 1870’s square boxes with a tapering top were being used. These too were made in Australia by different manufacturers with slight variations on style such as the orientation and number of slots. Next came the circular boxes again, similar to the ‘low door round’ but with the clearance door extending to just below the posting slot, often referred to as ‘high door round’. Post Office Receiving Pillar was Collected from Warrnambool City Council’s Scott Street Depot and transported to Flagstaff Hill, stored in the Barracks area Friends of Flagstaff Hill began the project of restoring the Post Office Receiving Pillar in early 2011. The replacement dome required a pattern to be made from paper, then timber, then someone to manufacture it. The cast iron body required sand blasting and undercoating. The pillar was installed in Flagstaff Hill Maritime Village in March 2014. A specialist visited the Village and painted the pillar with 7 coats of ‘post office red’ then completed the job with gold paint on the details. In 2015 an information plate of brass was fitted to the Pillar in the position that would have originally announced the clearing times. It was originally manufactured by G Couch, Engineer, Alliance Iron Works, Melbourne. Gordon Couch passed away in June 1896 and his Works were offered for auction in November 1897. The conductor is adorned with his safety pins and trip slips, that he would punch a hole in when he sold or collected a fare. The bell punch in the conductor's right hand would sound a bell to indicate the fare had been collected. There is a church vicarage in the background - at Prahran terminus in Chapel Street outside Trinity church. Underneath the photo is written "A Paradox: two Badger ?" which is a reference to the General Strike in Brisbane of Jan 1912 by Brisbane Tramway Company workers over the wearing of Union badges which was strongly opposed by the Company Manager Joesph 'Boss' Badger. This photograph was taken at the Camp Street Beechworth at the intersection with Ford Street c1910 looking at the post office on the left hand side and a row of shops on the right. The Post Office is the photograph was completed in 1859. Following a fire along Camp St in 1867 the Post Office was rebuilt with a bell and clock tower. The S.S.'Diomed' was the last of the Blue Funnel Line's coal-burning cargo ships. Launched in 1922 she made her last voyage from Australia to England in 1952 where she was broken up. The ship had been in service in Australia for thirty years, and as a parting gesture the ship's bell was presented to the Mission to Seafarers, Victoria by Alfred Holt & Co, the ship's owner in 1953 (see MTSV 0084 for the catalogue record of the ship's bell).Lay reader, Randall Stewart Murray, was a regular visitor to the s.s. Diomed over a number of years and accepted the offer of the ships brass bell when the ship was being broken up in 1953. These items were found in the ruins of a house/ hut located along the Clarkesville Road at Bendoc. The donor, David Buntine was stationed in Bendoc in 1969-1971 managing timber harvesting operations for VicForests. The swatches of curtain material are from Edward Arnold & Co Department Store of Oxford and Crown Streets, Sydney. The six tag labels are from Schute, Bell & Co Ltd - Wool & Produce Brokers, Sydney. There is a carbon copy of a receipt from the Shire of Orbost to Mr J. Dent. It is dated 9-10-1915 and is for the amount of 10 shillings. There is a receipt for a gun licence dated, 18-5-1920 and is from Edward Dent for 10 guineas. The invoice / receipt is for men's clothing and cups from Peter Joseph General Storekeeper at Delegate and is dated September 1920. There is an overdue notice to Isaac Dent, Bendoc for a 12 month subscription to "The Bombala Times" - W.G. Tweedie. Isaac Dent was married to Margaret Leslie and had six children - Isaac, James, Mary Ann, Charles, Elsie and Joseph. They made their home at Burrumbooka, near Bombala. The Bombala Times newspaper has been continually published since 1863. It was owned by the Johnson family between 1938 and 1975. These documents are early 20th century records of business transactions. The Dent family were early settlers in the Bendoc / Bombala district.A collection of invoices, receipts, labels and a card of material swatches. 3095.1 is a rectangular card with swatches of material stapled to it. 3095.2 and 3095.3 are rectangular pull apart labels. 3095.4 and 3095..5 are carbon copies of receipts. 3095.7 is an overdue notice.
