During the 1950's, Mt Beauty's population was rapidly increasing due to the post war baby boom and because there was a young workforce moving into the area due to the opportunity available for work on the construction of the Kiewa Hydro Electric Scheme. Maternal Infant Welfare Centre Sisters conducted regular check-ups on babies to ensure they were feeding well, gaining weight and reaching appropriate milestones for their age.Infants and young children in the Kiewa Valley area continue to be monitored by the Maternal Health Nurses to ensure their healthy development. The scales were used either at the Tawonga District Hospital or Mt Beauty Medical Centre for weighing a child or small person when standing on the platform. Weights were moved along a rod to balance the person to determine his/her weight.These manual scales were used by doctors to weigh and measure the heights of young patients in the Kiewa Valley and were a necessary piece of equipment to check the health of their patients.Cream metal with height in inches measuring steel rod attached to cylinder. At the top of the cylinder it is hollow for the working of a horizontal scale which has a metal measuring ruler (7 inches) at the end of which is a thin rod hooked on with a round disc at the bottom. At floor level is a platform on a spring on which a child can stand. The stand is surrounded on 3 sides with a thin frame to prevent falling off. The numbers face the outside of the circumference. A black metal pointer rotates from the centre. At the top of the box in the centre a metal rod protrudes with a rectangular steel base on top and 4 screws for the container to hold the baby. A video documenting the demolition of the Shire of Eltham offices at 895 Main Road Eltham under the direction of the Commissioners appointed for the new Shire of Nillumbik and some of the communities activities surrounding the event. The building was demolished exactly 25 years after the southern wing housing Engineering and Planning on the upper level and the Eltham Library on the ground level was opened in celebration of the Shire of Eltham's centenary. Video has lots of distortion and noise, and sections of clips dubbed over. Immediate initial footage of Jenni Mitchell talking about asbestos claims in the Shire Offices (Sigmund Jorgensen standing behind her) advising Council did a review of the building several years previously and had been cleared of health problems. As part of the Occupation, Health and Safety requirements, equipment used to monitor the performance of electricity producing generators, regularly, hand held testers were used to check the insulation and the "earth" pin were up the the required operational levels. As the generators and their ancillary monitoring equipment was spread over a large area and cumbersome to service small hand held devices were required. These had to always be safe for the user to operate. A selected range of high quality meters were recalibrated every two years in the Meter and Calibration Laboratory at Yarraville(near Melbourne) This meter is very significant to The Kiewa Hydro Electricity Scheme because it was an integral part of maintaining the electricity producing water driven generators of the power stations. The reason why this meter was so essential is that provided the safety check on equipment used to monitor each Hydro Generator that they were complying within the grid network parameters. Grid parameters are set so that if there is an electrical fault on the system, that fault can be attended to with a very small change in the output stability of each generator. It is essential that the voltage of the network remain within the set limits. Generators are at Dartmouth, Mackay, Clover, West Kiewa, Yarrawonga, Cain Curran and three Power Stations in the Thornton area.This hand driven current generator produces 500 volts by winding the handle(on funnel curved side) to keep the voltage constant(one minute per test). The whole body is made from caste aluminium. One of the functions of this meter is to test the isolation resistance of any equipment being tested. This is to see if that equipment is safe to handle(no electrical shocks). The second function is to test the earth pin of any portable electrical equipment. The turn key on one side can direct which function is required(marked insulation or continuity). On the top side(enclosed in a glass fronted marked scale) is a continuity scale(top) and an insulation scale(bottom). This is covered , when not in use by "flip up" lid with manufacturer's details and name of the instrument. Opposite the winder are two screw tight knobs. One marked earth(left side) and one marked line(right side). On the top and next to the glass windowed scales in a post manufacture SEC Vic equipment equipment ID number. This photograph is taken in the Education Department at Royal District Nursing Service (RDNS). Principal Nurse Educator, Sister Pat (Paddy) Rowley is instructing the group in the Anatomy of the Brain. Jan Turski is a Trained nurse (Sister) working in the Domiciliary Infant and Maternal Care (DIMC) section of RDNS. Pat Walker is a Sister from Geelong, Lynne Lambert is a Sister from Qld, Paula McBreen is a Sister from St. Vincent's Hospital and Liz Seymour-Smith is a Sister from Qld. Sister Pat (Paddy) Rowley is wearing the RDNS winter uniform of a blue/grey skivvie under a blue/grey V neck tunic style frock made out of herringbone winter material.Education was an integral part of Melbourne District Nursing Society (MDNS), from its inception in 1885, later, in 1966, called Royal District Nursing Service, (RDNS). From 1885, only Trained Nurses (Nurses), through the Hospital training system, were employed by the Society, and on visits to patients they taught the necessity of hygiene and cleanliness, as well as the need for a good diet, to bring about good health. Doctor’s lectures were later given at the MDNS home to instruct patients and their families on prevention of disease. Education to patients continued throughout the years regarding health care and the use of equipment in the home. In 1961, Education programs commenced at MDNS with Trained nurses (Sisters) receiving In-service education. Sr. Pat (Paddy) Rowley was a leader in In-service Education and established the RDNS Department of Community Nursing Education in 1962. Sisters could also apply for scholarships to further their education outside of RDNS. Many of their senior Sisters received Postgraduate diplomas from the College of Nursing in Community Health Nursing, Education, and Administration, and several travelled overseas visiting nursing organizations viewing their public health and District nursing systems. At RDNS many programs were run, including: a Post Basic Course, Cardiac Rehabilitation Nursing, Haematology/Oncology Nursing, Palliative Care program, Diabetic Stabilization Program, Leg Ulcer Management Program, Wound Care Specialist Program, HIV/AIDS Nursing Care, Cystic Fibrosis Home Support, Veterans Home Care Program, Breast Cancer Support Program, Continence Management Program, Stomal Therapy Program, In-Home Lactation Support Program and the Homeless Persons Program. RDNS Sisters attended several hospitals to observe and learn special care needed to some patients, e.g. to the Austin Hospital to learn the care required for paraplegic and quadriplegic patients at home, and to Mount Royal Hospital to observe the care of patients in the Rehabilitation ward. A Community Nursing Education Program was extended to student nurses from hospitals and to other nursing organizations. These Education programs kept the RDNS Sisters abreast of new techniques, such as changes in technology for e.g. new testing methods in detecting glucose levels in Diabetic patients. Sr. Nan Deakin obtained a Post Basic Certificate in Psychiatric Nursing and included this area in her Education lectures. Sr. Daphne Geldard specialized in the area of Alzheimer’s disease and Dementia. These Sisters visited patients in District areas with the regular RDNS Sister when required. Every member of staff, both professional and non professional staff, received regular education in the Education Department. In 1980, a Home Health Aide pilot study, funded by the Federal Government, the Brotherhood of St. Laurence and RDNS, with the program written and taught by Sr. Rowley, was evaluated as successful, and Home Health Aides were employed and worked in RDNS Centres under the supervision of the RDNS Sisters. This photograph is taken in Mrs Mann's home in the Melbourne suburb of Surrey Hills. The RDNS uniform worn by the Health Aides was a Royal blue dress with white piping on the collar and pockets worn under a dark blue cardigan. The RDNS Health Aides are visiting Mrs. Mann to administer nursing care which the RDNS Sister who attended Mrs. Mann had assessed and then demonstrated to them. Specific instruction.were written for the Health Aides to follow and the RDNS Sister did regular supervisory visits.In 1980, a Home Health Aide Pilot study, funded by the Federal Government, the Brotherhood of St. Laurence and RDNS, with the program written and taught by RDNS Principal Nurse Educator. The Sister wrote out clear, concise procedural instructions on a work card which the Health Aid followed each visit. If the Health Aide noticed any change in the client’s condition, this was reported immediately and the Sister visited. The Sister made routine visits to the client for review at least monthly. The RDNS Sister is visiting a lady in her own home to take and record her blood pressure reading. The Sister will assess if these readings are within normal limits and relay these readings to the lady's Doctor as necessary. The RDNS uniform worn by the Sister is a white short sleeve blouse under a royal blue V neck tunic style dress and a dark blue cardigan. The Trained nurses (Nurses) of the Melbourne District Nursing Society (MDNS), later known as Royal District Nursing Service (RDNS), visited patients in their home and gave best practice care in many fields of nursing, and to people of many cultures, throughout its 130 years of expansion. Initial visits not only assessed the specific nursing situation but the situation as a whole. Their patients ranged in age from babes, children, adults to the elderly and referrals were taken from Hospitals, General Practitioners and allied Health facilities. Some of the care the RDNS Trained nurses (Sisters) provided is as follows: – Post-Natal care given to mother and babe, Wound Care following various types of surgery, accidents, burns, cancer, leg ulcers etc. Supervising and teaching Diabetic Care, including teaching and supervising people with Diabetes to administer their own Insulin, and administering Insulin to those unable to give their own injections. Administering other injections and setting up weekly medication boxes. The Sisters performed Catheterizations on adults suffering from conditions such as Quadriplegia, Paraplegia, Multiple Sclerosis (MS), Motor Neurone Disease (MND) and Guillan-Barre Syndrome, and when required at school on children for e.g. those with Spina Bifida. The Sisters visited those requiring Cystic Fibrosis support and care; those requiring Haemo-Oncology care, including visiting children at school; those requiring Home Enteral Feeding care, and those requiring IV therapy at home and home Dialysis. Palliative Care was given including pain relief with the use of syringe drivers, personal care as needed, and advice and support to both patient and family. The Sisters provided Stoma management to those needing Urostomy, Ileostomy and Colostomy care and those requiring Continence care. HIV/AIDS nursing care was provided; visits to Homeless Persons were made. Personal care was given to patients ranging in age and with varying mobility problems, such as those with MS, MND, Guillan-Barre Syndrome, Poliomyelitis, Quadriplegia, Paraplegia, Acquired Brain Injury, to those following a Cerebrovascular Accident (Stroke), those with severe Arthritis and those with a form of Dementia. When necessary the elderly were assisted with personal care and advice given on safety factors with the use of hand rails, bath or shower seats, and hand showers. Rehabilitation with an aim towards independence remained at the forefront of the Sister’s minds and when possible using aids and instruction on safe techniques enabled the person to become fully independent. All care included giving advice and support to the patient and their Carers. A video documenting the demolition of the Shire of Eltham offices at 895 Main Road Eltham under the direction of the Commissioners appointed for the new Shire of Nillumbik and some of the communities activities surrounding the event. The building was demolished exactly 25 years after the southern wing housing Engineering and Planning on the upper level and the Eltham Library on the ground level was opened in celebration of the Shire of Eltham's centenary. Video has lots of distortion and noise, and sections of clips dubbed over. Immediate initial footage of Jenni Mitchell talking about asbestos claims in the Shire Offices (Sigmund Jorgensen standing behind her) advising Council did a review of the building several years previously and had been cleared of health problems. Cuts to group of people standing outside front door of offices but possibly voice dub over not related ? Then the date 27 Jul 1996 on a scene flashes on screen immediately followed by an edited clip intro of title and credits with classical music track. It then opens with Jenni Mitchell driving to the Shire Offices on Saturday 27 July 1996 at 11.00am. Former Shire President Robert Marshall in public audience, cuts back to Shire office carpark entrance site and sign hung on fence in front of library “Think Again!” and people standing around observing awaiting a protest demonstration erecting a large sign on stilts stating “Shell No!”, people singing a revised version of God Save the Queen (God Save Us All), Sigmund Jorgensen in attendance, Jenni Mitchell, Sigmund Jorgenson and others address the protest crowd, followed by people mingling, music being played then people standing around the cleared site circumference all with arms linked (video very broken up with noise) then chants “Save the Gateway” and “No Shell for Eltham” and more music and singing “Put up a parking lot”. At Action House, John Sullivan from Perpetual Trustees and Arthritis Foundation of Victoria CEO, Shirley Caulfield, peruse the draft plans for the new Arthritis Foundation of Victoria (AFV) building.
