The Heidelberg School Artists Trail was established in about 1999 with about 52 signs across four local governemnt areas including Nillumbik and Banyule. It extends from Heidelberg through Eltham and Warrandyte and to the Dandenongs. It features signs depicting paintings of artists in the location in which they were painted. This one acknowledges "On the Eltham Road", 1906. Transcription of the text states: "In this cheerful rural landscape, Walter Withers has captured the spirit of early Eltham. Eltham was a quiet, sleepy village, where geese wandered up the main Road and the locals either walked or rode their horses or bicycles around the township. Walter Withers was known to load up his bicycle with his collapsible easel, folding stool, paint box, water bottle and canvases, and would head off for a day’s painting. Peter Henry joined the Police Force in 1972, spending much of his service in the Heidelberg, Thomastown, and Mill Park areas. From the early 1980s, he was responsible for setting up and coordinating many Neighbourhood Watch areas. Possibly a picnic for returned servicemen from Gallipoli. This photo was taken in front of the Police Paddocks with the police station on the left. Model T Fords parked with soldiers, drivers and locals resting on the police paddock in front of the Queenstown (St Andrews) station. The RACV Volunteer Motor Corps service during World War One was the reason the organisation was granted its Royal prefix. Automobile Club of Victoria members volunteered their time and vehicles to collect returning soldiers and nurses from ships at Princes Pier, Port Melbourne. Trips were also often arranged for convalescing soldiers to country areas for picnics and to “revive spirits”. The soldiers were also picked up from the Austin Hospital in Heidelberg and Mont Park Military Hospital in Macleod. Queenstown (St Andrews) was a common picnic spot. The Evelyn Observer reported on June 9. 1916 "Some 75 returned soldiers visited Queenstown on Sunday, 28th ult., and were hospitably entertained by local residents who had provided refreshments sufficient for 150. Mr. Milne in an appropriate speech welcomed the soldiers, and Mr. Robison suitably responded.” The photo was reproduced page 108 of “The Diamond Valley Story" by Diane H. This old footbidge is situated close to the shack that Gordon Ford built on the Yarra at Laughing Waters Road. Bernie Bragg also used to live there for a period of time. Gordon Ford and photographer Sue Winslow were married in 1965. They set up home in an old log cabin on the property Gordon had purchased in 1954 on Laughing Waters Road. Situated between the Yarra River and Overbank Road, Gordon had built a small mud-brick shack on the river and a pontoon. Over the decades the shack has been locally referred to as “the love shack”, the “rooting shack” or simply “Gordon’s shack”. Gordon and Sue commissioned local builder Graeme Rose to do a wattle and daub renovation and extension to the old log cabin on the north side of Laughing Waters Road. The work had only just been completed in 1965 when a bushfire swept through the area and destroyed the cabin. Gordon and Sue relocated to his property, Fulling, in Pitt Street, Eltham. In 1970 work started on a new house at the Laughing Waters property. Originally known as the Banana House, it is now known as Boomerang. Designed by Alistair Knox, the mud-brick house includes iron window grilles made by Matcham Skipper that puncture the curved mud walls. The grilles were made from ‘off-pressings’ from the Sidchrome tool works in Heidelberg. Gordon, Sue and family moved into the house in 1972. Their marriage fell apart and Sue moved to Sydney with the children around the same time Gordon commenced building Birrarung just below Boomerang on the Laughing Waters Road block. After the Fords moved out, Boomerang it was rented out to various share households of students, musicians, artists and environmentalists for twenty-four years. Gordon Ford sold Birrarung and Boomerang to Melbourne Water in 1999. The Laughing Waters Artist in Residence Program was developed as a partnership between Parks Victoria and Nillumbik Shire Council. Boomerang was deemed unfit for habitation so was used as a day studio only. By 2001 Boomerang was in a poor state of repair and by 2002 the last artist in residence was to use the house as a studio. Nillumbik Shire Council had been granted funds from the Melbourne Community Fund to restore both Boomerang and Birrarung but it was apparent in early 2003 that the funds would be insufficient to restore both houses. Boomerang was infested with termites which presented a risk to any occupants and so the decision was made to close Boomerang and concentrate funding on Birrarung. Boomerang was fenced off for safety and to prevent intrusion and remains ‘caged’ today (2023). However, it is readily apparent the property has been occupied by squatters over the years. By 2023 it was clear that the squatters had abandoned the property and sections of the roof structure have given away in some areas and collapsed internally. Born 1804 in Bedfordshire, the son of George, a carpenter and Lydia Barret, he and wife Sarah Amelia nee Moull (1807) arrived as Assisted Immigrants aboard the ship, ‘Orestes’, November 28, 1839 accompanied by their children, George (14), Mary Ann (11), and James (2). Originally settling in New South Wales, daughter Sarah Amelia was born at Braidwood in 1843 and son, Thomas Henry at Pambula in 1847. James was a carpenter who is known to have built the original gates to Eltham Cemetery. He died in 1869. Around 1890, his son Thomas Henry Orford was living in Pitt Street. Following the death of his wife Helen in 1899, Thomas was appointed by Joseph Panton to look after ‘Panton Park’, a 429-acre bushland property at the fork of Reynolds and Laughing Waters Roads, extending down to the Yarra River. His work entailed ringbarking the manna gums on the property to clear the land for pasture. Thomas lived in a slab hut with his son Ernie, who helped with the work. When Gordon Lyon purchased Panton Park in 1908, Thomas then worked for Lyon at both Panton Park and at ‘Banyule’, Lyon's stud farm at Heidelberg. In 1915 Lyon gave Thomas six acres of land in Reynolds Road with a two-roomed cottage. Thomas died in 1944 and is buried in Eltham Cemetery with his wife and his parents. Another of James Orford's sons was James Matthias Orford. He tried to grow food on land at the end of Laughing Waters Road, but without success. Reputedly the Wurundjeri taught him to swim. He was once imprisoned; when his friend Constable Lawlor invited him to inspect the new bluestone lock-up, Lawlor locked him in and wouldn't release him until he was promised two gallons of beer! Hubert and Beulah Alice (Simpson) Rutter had five children: Hubert Jnr. (Joe) in 1913, David in 1915, June in 1917, Donald in 1922 and Samuel in 1926. Samuel died as an infant aged 17 days. Hubert was a notable figure in Eltham and beyond, with a career as a mining manager in Australia and Malaya. He served in the AIF in the First World War. While the children were growing up at ‘Yarra Braes’, Eltham, their father was an Eltham Shire Councillor in the 1920s, shire president in 1928 and a leading figure in establishing the Shire of Eltham War Memorial League, which was responsible for building the Shire of Eltham War Memorial tower at Kangaroo Ground, near where the Shire Offices were located until the 1930s. The Rutter name was commemorated after the war at Eltham High School with one of the schoolhouses named ‘Rutter House’ and at Geelong Grammar School until the 1960s where a ‘Rutter Badge’ was awarded to junior boys for leadership. The family home, ‘Yarra Braes’ was destroyed in the devasting Black Friday bushfire, 13 January 1939 and Beulah relocated to Toorak, Hubert working in Western Australia. Tragedy struck the family again December 19, 1940 when daughter June was killed after falling from the Heidelberg train on to an adjacent track into the path of a Reservoir train at Victoria Park station. Sons David and Donald both served in the R.A.A.F. during the Second World War and were killed in action, David in Libya in 1941 and Donald in Germany in 1945. The wreck of his plane and his body were not recovered at the time and Hubert never ceased to chase down leads as to his whereabouts. Beulah never gave up hope that Donald was still alive. Hubert had received several reports shortly after the war that his son was still alive but these were ultimately accepted as misidentification. Such was the anguish of the grieving parents, their son’s plane not found to confirm the fact for certain. Hubert wrote to the Air Force in frustration, failing to understand how the plane could disappear when it crashed in a relatively populated area. Unfortunately the answers came too late for Beulah who died in 1946 and was buried in Eltham Cemetery along with her daughter June and baby Samuel. Donald’s plane was eventually located and his body recovered in 1949. He is buried in the Hanover War Cemetery, Germany. David is commemorated on Column 245, Alamein Memorial, Egypt. Both David and Donald are commemorated on Eltham’s Roll of Honour Board, commissioned by the Eltham War Memorial Trust to be hung in the Baby Health Centre, part of the Eltham War Memorial building precinct. Hubert Senior and Hubert Junior both continued to work in the mining industry in Western Australia. Hubert senior died 1957 at Plantagenet Western Australia and Hubert junior in 1979 at Gascoyne, Western Australia. During his experience year he worked as a builder's labourer on the new Eltham Library construction project. Eltham Library Service 1930s - 1994 Originally collated by Harry Gilham, President, Eltham District Historical Society Inc (1993-2009) (edited 2022) In the Eltham township area, in the early 1930s, library books for adults were available from E J Andrew's newsagency in Main Road. In the newsagency cum haberdashery, some shelves were set aside for a lending library of adults' books. In 1935, Mr & Mrs JC Rains purchased the newsagency and continued the lending service until the late 1940s. At this time the business was extended from haberdashery to sell ladies' and men's clothing. The library section was discontinued. In the 1930s a mobile book library was also run by a Mr Foster of Bible Street, Eltham. In the 1950s adult books were available from racks in the foyer of the Eltham Shire Offices which was then located beside the Eltham Hall on the comer of Arthur Street and Main Road. In the early 1950s a referendum of ratepayers was called to seek public opinion on the issue of raising money for a public library for which the rates would have to be increased - the motion was defeated. On 11 November 1965 Eltham Shire Council, in conjunction with the City of Heidelberg and the Shire of Diamond Valley, met to form the Heidelberg Regional Library Service. Eltham was represented by Councillors Charis Pelling and John Lewis. The first library service for the Shire of Eltham from this group came in the shape of a bookmobile van which had, amongst others, a central stopover near the Shillinglaw trees outside the newly opened Shire offices at 895 Main Road, the original site of Shillinglaw Cottage and the former Shillinglaw farm. Present-day Wingrove Park was another stopover and the many recorded requests for this service can be read as denoting the areas of population or gathering points at that period throughout the Shire. 1968 saw the Shire convert the ‘Brinkkotter’ house in Dudley Street to house both adult and children's books. This library was originally staffed from the City of Heidelberg Library and records of committee meetings range from borrowing Heidelberg's old library shelving to trying to increase the Government's subsidy to a dollar for dollar basis. Book loans in the period 1966-67 totalled 30,400 and the following year ran to 52,113. With 2 books plus 1 paperback the limit per person, it was overcrowded and unable to house the range of other services which had become common library stock. Planning to extend the Shire Offices by the addition of the south wing was an opportunity to re-house the Shire's Library. The opening of the library in the extension was carried out on 17th August 1971 by the Hon R J Hamer ED, MP, Chief Secretary of Victoria. Cr Geoffrey Dreverman officiated as the Shire President. The Heidelberg Regional Library Service continued until September 1985 when it disbanded. On 21 November 1985 the Yarra Plenty Regional Library Service was established. At that time Eltham was represented by Councillors Mary Grant and Robert Manuell. By 1987, over-crowding of the Eltham Library and an inability to house the range of other services yet again rose to prominence. At a Council meeting held on 1 June 1987, the Councillors supported a resolution which threatened to close the library on 30 September 1987. Council's frustration arose from yet another re-run of the annual State Government versus Council Library funding and records show first arose in Eltham Council in 1967 with the Government of 1he day. After prolonged public anger and petitions the motion to close the library was rescinded in August 1987. Council, considering the community's concern, set up a ‘Library Review Working Party’ which a year later became the Library Occasional Committee with direct access to Council. This Committee investigated the workings of the 386 square metre library and found inadequate space for storage and display, lack of equipment, out-of-date furniture together with an increasing patronage which resulted in queues of borrowers becoming longer no matter when the library was open. Community consultation took the form of 1,000 questionnaires sent to users and non-users along with noticeboard reminders of what was planned. Council developed a strategy to set aside capital funds from 1988 on an annual basis so that preliminary planning and consultative expenses could be met, and construction could be completed early 1997. The Committee visited metropolitan libraries which were catering for a similar population as was projected for Eltham. Australia-wide Federal Government funding grants under the Local Capital Works Program became available from October 1992 for community projects endorsed by local Councils. The Eltham Council submitted a proposal, based on library findings and requirements accumulated by the Library Occasional Committee, to the Federal Grants Committee to build a new Eltham Library. The Federal Grants Committee supported the funding request allowing commencement of the library project three years earlier than planned. With finance finalised, the Council set up its Eltham Library Re-development Special Committee which was given the task of overseeing what could be the last major expansion of the Shire's Library Service as Eltham's population nears its projected maximum. The new library was designed by Gregory Burgess and Peter Ryan of Gregory Burgess Pty Ltd. Construction of the library commenced in 1993 and was officially opened May 22nd, 1994. The library building was designed to reflect its parkland setting. External features include: the roof which includes interesting aspects when viewed from Main Road; verandahs which provide ramp access and give a sheltered entrance to the building; walls which feature locally made mudbricks, conventional bricks and copper panels; and space for an outdoor courtyard/reading area which will be developed later. Internally there are several features. The building includes a foyer with a fireplace suitable for displays including artwork, a community multi-purpose room suitable for meetings or functions and an outdoor cafeteria. The ceilings are lined with Victorian Ash. The shapes for the ceiling give a free-flowing form to the building. Brush Box has been used for the circulation and information desks. The tree trunk columns are Grey lronbark from New South Wales. Arches and various-shaped windows add interest to the internal structure. The carpet design reflects the Eltham environment and compliments the natural colours and timbers used in the building. Tiles by artist Felix Bosari feature in the building and additional art by local artists added externally and internally to the building. By 1987, over-crowding of the Eltham Library and an inability to house the range of other services yet again rose to prominence. At a Council meeting held on 1 June 1987, the Councillors supported a resolution which threatened to close the library on 30 September 1987. Council's frustration arose from yet another re-run of the annual State Government versus Council Library funding and records show first arose in Eltham Council in 1967 with the Government of 1he day. After prolonged public anger and petitions the motion to close the library was rescinded in August 1987. Council, considering the community's concern, set up a ‘Library Review Working Party’ which a year later became the Library Occasional Committee with direct access to Council. This Committee investigated the workings of the 386 square metre library and found inadequate space for storage and display, lack of equipment, out-of-date furniture together with an increasing patronage which resulted in queues of borrowers becoming longer no matter when the library was open. Community consultation took the form of 1,000 questionnaires sent to users and non-users along with noticeboard reminders of what was planned. Council developed a strategy to set aside capital funds from 1988 on an annual basis so that preliminary planning and consultative expenses could be met, and construction could be completed early 1997. The Committee visited metropolitan libraries which were catering for a similar population as was projected for Eltham. Australia-wide Federal Government funding grants under the Local Capital Works Program became available from October 1992 for community projects endorsed by local Councils. The Eltham Council submitted a proposal, based on library findings and requirements accumulated by the Library Occasional Committee, to the Federal Grants Committee to build a new Eltham Library. The Federal Grants Committee supported the funding request allowing commencement of the library project three years earlier than planned. With finance finalised, the Council set up its Eltham Library Re-development Special Committee which was given the task of overseeing what could be the last major expansion of the Shire's Library Service as Eltham's population nears its projected maximum. The new library was designed by Gregory Burgess and Peter Ryan of Gregory Burgess Pty Ltd. Construction of the library commenced in 1993 and was officially opened May 22nd, 1994. The library building was designed to reflect its parkland setting. External features include: the roof which includes interesting aspects when viewed from Main Road; verandahs which provide ramp access and give a sheltered entrance to the building; walls which feature locally made mudbricks, conventional bricks and copper panels; and space for an outdoor courtyard/reading area which will be developed later. Internally there are several features. The building includes a foyer with a fireplace suitable for displays including artwork, a community multi-purpose room suitable for meetings or functions and an outdoor cafeteria. The ceilings are lined with Victorian Ash. The shapes for the ceiling give a free-flowing form to the building. Brush Box has been used for the circulation and information desks. The tree trunk columns are Grey lronbark from New South Wales. Arches and various-shaped windows add interest to the internal structure. The carpet design reflects the Eltham environment and compliments the natural colours and timbers used in the building. Tiles by artist Felix Bosari feature in the building and additional art by local artists added externally and internally to the building. The suggestion of an Avenue of Honour may have been originally put forward by Lady Irvine who was a member of the Welcome Home Committee. The Avenue of Honour was established to memorialise all those from Eltham who enlisted (some of whom were still fighting overseas at the time), similarly as the Shire of Eltham (Soldiers) Memorial Park was in tribute to all from the Shire who enlisted. The twenty-seven names of those killed from Eltham were engraved on the Eltham War Memorial Obelisk unveiled in 1919 at the corner of Main Road and Bridge Street. From an article in the Heidelberg News and Greensborough, Eltham and Diamond Creek Chronicle, September 22, 1917, p. 2, it was reported: Some few weeks ago a public meeting was held in the Eltham Rechabite Hall for the purpose of forming a committee to make necessary arrangements for the return of our brave lads from the front, with the result that the following officers were elected, viz., Sir William Irvine. president; Cr. R. D. Taylor, vice-president; Rev. T. W. Sapsford, secretary; Mr R. E. Gilsenan, treasurer; with a very strong committee of local residents. Lady Irvine then suggested that it would be nice to plant an Avenue of Honor, which was carried out in a very cheerful and spirited manner on Saturday afternoon. Cr Taylor and Mr R. E. Gilsenan occupied themselves during the fore-forenoon in getting the lining-out and other preliminaries ready, but shortly after one o'clock the willing workers could be seen wending their way towards the township, with picks, shovels. &c., on their shoulders, and in a very short time the gang at work was in appearance a very lively and pretty sight, the only thing that was missing was the camera, to have had a few snapshots taken. A little after 3 o'clock Sir William and Lady Irvine, and Mr W. Gray and family, arrived by motor. Cr Taylor then explained that their object in gathering together so hurriedly to plant the avenue was on account of the lateness of the season, and being offered 100 trees, free of charge, by Cr. Wm. G. Gray; of Allwood Nursery, Hurst's Bridge (for which the committee are deeply grateful to him and the public highly appreciate his generous offer). Sir Wm. Irvine then spoke at some length on the ravages of this cruel war, and the good that must result therefrom in bringing all closer together; he also referred to our brave lads who were fighting for us, and thought it was for those at home to show their appreciation by planting the Avenue of Honor. Lady Irvine thou proceeded to plant the first tree, which was an English oak: Sir William following by planting a Spanish chestnut; and Mrs W. G. Gray a sycamore. After that the gathering refired to the entrance of Mr R. E. Gilsenan's green paddock to partake of refreshments, which the ladies had kindly provided for the willing band of workers. Work was again taken to in earnest, and the planting finished, all being satisfied that they had done good work. At the Eltham Shire Council’s monthly meeting held May 6, 1918, Cr. Gray promised to give Council £20 to £25 worth of trees if the Council would plant and guard them. His desire was that a tree be planted in the name of every soldier lad who has gone to the front. Each tree was later adorned with a brass plaque with the name of a soldier and a wooden tree guard placed around them. Over the years many trees died, and following roadworks were replanted on a new alignment. Nillumbik Shire Council is continuing this process of replanting trees in a new alignment to move them away from overhead power lines and to clear the VicRoads reserve. An unexpected afternoon tea was offered to us by the artists in residence at Birrarung House and we had a brief opportunity to view inside the house. Gordon Ford and photographer Sue Winslow were married in 1965. They set up home in an old log cabin on the property Gordon had purchased in 1954 on Laughing Waters Road. The grilles were made from ‘off-pressings’ from the Sidchrome tool works in Heidelberg. Gordon, Sue and family moved into the house in 1972. Their marriage fell apart and Sue moved to Sydney with the children around the same time Gordon commenced building Birrarung just below Boomerang on the Laughing Waters Road block. After the Fords moved out, Boomerang it was rented out to various share households of students, musicians, artists and environmentalists for twenty-four years. Gordon Ford sold Birrarung and Boomerang to Melbourne Water in 1999. The Laughing Waters Artist in Residence Program was developed as a partnership between Parks Victoria and Nillumbik Shire Council. Boomerang was deemed unfit for habitation so was used as a day studio only. By 2001 Boomerang was in a poor state of repair and by 2002 the last artist in residence was to use the house as a studio. Nillumbik Shire Council had been granted funds from the Melbourne Community Fund to restore both Boomerang and Birrarung but it was apparent in early 2003 that the funds would be insufficient to restore both houses. Boomerang was infested with termites which presented a risk to any occupants and so the decision was made to close Boomerang and concentrate funding on Birrarung. Boomerang was fenced off for safety and to prevent intrusion and remains ‘caged’ today (2023). However, it is readily apparent the property has been occupied by squatters over the years. By 2023 it was clear that the squatters had abandoned the property and sections of the roof structure have given away in some areas and collapsed internally. In the 1950s adult books were available from racks in the foyer of the Eltham Shire Offices which was then located beside the Eltham Hall on the comer of Arthur Street and Main Road. In the early 1950s a referendum of ratepayers was called to seek public opinion on the issue of raising money for a public library for which the rates would have to be increased - the motion was defeated. On 11 November 1965 Eltham Shire Council, in conjunction with the City of Heidelberg and the Shire of Diamond Valley, met to form the Heidelberg Regional Library Service. Eltham was represented by Councillors Charis Pelling and John Lewis. The first library service for the Shire of Eltham from this group came in the shape of a bookmobile van which had, amongst others, a central stopover near the Shillinglaw trees outside the newly opened Shire offices at 895 Main Road, the original site of Shillinglaw Cottage and the former Shillinglaw farm. Council developed a strategy to set aside capital funds from 1988 on an annual basis so that preliminary planning and consultative expenses could be met, and construction could be completed early 1997. The Committee visited metropolitan libraries which were catering for a similar population as was projected for Eltham. Australia-wide Federal Government funding grants under the Local Capital Works Program became available from October 1992 for community projects endorsed by local Councils. The Eltham Council submitted a proposal, based on library findings and requirements accumulated by the Library Occasional Committee, to the Federal Grants Committee to build a new Eltham Library. The Federal Grants Committee supported the funding request allowing commencement of the library project three years earlier than planned. With finance finalised, the Council set up its Eltham Library Re-development Special Committee which was given the task of overseeing what could be the last major expansion of the Shire's Library Service as Eltham's population nears its projected maximum. The new library was designed by Gregory Burgess and Peter Ryan of Gregory Burgess Pty Ltd. Construction of the library commenced in 1993 and was officially opened May 22nd, 1994. The library building was designed to reflect its parkland setting. External features include: the roof which includes interesting aspects when viewed from Main Road; verandahs which provide ramp access and give a sheltered entrance to the building; walls which feature locally made mudbricks, conventional bricks and copper panels; and space for an outdoor courtyard/reading area which will be developed later. Internally there are several features. The building includes a foyer with a fireplace suitable for displays including artwork, a community multi-purpose room suitable for meetings or functions and an outdoor cafeteria. The ceilings are lined with Victorian Ash. The shapes for the ceiling give a free-flowing form to the building. Brush Box has been used for the circulation and information desks. The tree trunk columns are Grey lronbark from New South Wales. Arches and various-shaped windows add interest to the internal structure. The carpet design reflects the Eltham environment and compliments the natural colours and timbers used in the building. Tiles by artist Felix Bosari feature in the building and additional art by local artists added externally and internally to the building. Designed by multi-award winning architect, Gregory Burgess, for which he won the 1995 Royal Australian Insitute of architects (Vic.) Merit Award in the New Institutional category. Eltham Library Service 1930s - 1994 Originally collated by Harry Gilham, President, Eltham District Historical Society Inc (1993-2009) (edited 2022) In the Eltham township area, in the early 1930s, library books for adults were available from E J Andrew's newsagency in Main Road. In the newsagency cum haberdashery, some shelves were set aside for a lending library of adults' books. In 1935, Mr & Mrs JC Rains purchased the newsagency and continued the lending service until the late 1940s. At this time the business was extended from haberdashery to sell ladies' and men's clothing. The library section was discontinued. In the 1930s a mobile book library was also run by a Mr Foster of Bible Street, Eltham. In the 1950s adult books were available from racks in the foyer of the Eltham Shire Offices which was then located beside the Eltham Hall on the comer of Arthur Street and Main Road. In the early 1950s a referendum of ratepayers was called to seek public opinion on the issue of raising money for a public library for which the rates would have to be increased - the motion was defeated. On 11 November 1965 Eltham Shire Council, in conjunction with the City of Heidelberg and the Shire of Diamond Valley, met to form the Heidelberg Regional Library Service. Eltham was represented by Councillors Charis Pelling and John Lewis. The first library service for the Shire of Eltham from this group came in the shape of a bookmobile van which had, amongst others, a central stopover near the Shillinglaw trees outside the newly opened Shire offices at 895 Main Road, the original site of Shillinglaw Cottage and the former Shillinglaw farm. Present-day Wingrove Park was another stopover and the many recorded requests for this service can be read as denoting the areas of population or gathering points at that period throughout the Shire. 1968 saw the Shire convert the ‘Brinkkotter’ house in Dudley Street to house both adult and children's books. This library was originally staffed from the City of Heidelberg Library and records of committee meetings range from borrowing Heidelberg's old library shelving to trying to increase the Government's subsidy to a dollar for dollar basis. Book loans in the period 1966-67 totalled 30,400 and the following year ran to 52,113. With 2 books plus 1 paperback the limit per person, it was overcrowded and unable to house the range of other services which had become common library stock. Planning to extend the Shire Offices by the addition of the south wing was an opportunity to re-house the Shire's Library. The opening of the library in the extension was carried out on 17th August 1971 by the Hon R J Hamer ED, MP, Chief Secretary of Victoria. Cr Geoffrey Dreverman officiated as the Shire President. The Heidelberg Regional Library Service continued until September 1985 when it disbanded. On 21 November 1985 the Yarra Plenty Regional Library Service was established. At that time Eltham was represented by Councillors Mary Grant and Robert Manuell. By 1987, over-crowding of the Eltham Library and an inability to house the range of other services yet again rose to prominence. At a Council meeting held on 1 June 1987, the Councillors supported a resolution which threatened to close the library on 30 September 1987. Council's frustration arose from yet another re-run of the annual State Government versus Council Library funding and records show first arose in Eltham Council in 1967 with the Government of 1he day. After prolonged public anger and petitions the motion to close the library was rescinded in August 1987. Council, considering the community's concern, set up a ‘Library Review Working Party’ which a year later became the Library Occasional Committee with direct access to Council. This Committee investigated the workings of the 386 square metre library and found inadequate space for storage and display, lack of equipment, out-of-date furniture together with an increasing patronage which resulted in queues of borrowers becoming longer no matter when the library was open. Gordon Ford built this shack on the Yarra at Laughing Waters Road. Bernie Bragg used to live there for a period of time. Gordon Ford and photographer Sue Winslow were married in 1965. They set up home in an old log cabin on the property Gordon had purchased in 1954 on Laughing Waters Road. Situated between the Yarra River and Overbank Road, Gordon had built a small mud-brick shack on the river and a pontoon. Over the decades the shack has been locally referred to as “the love shack”, the “rooting shack” or simply “Gordon’s shack”. Gordon and Sue commissioned local builder Graeme Rose to do a wattle and daub renovation and extension to the old log cabin on the north side of Laughing Waters Road. The work had only just been completed in 1965 when a bushfire swept through the area and destroyed the cabin. Gordon and Sue relocated to his property, Fulling, in Pitt Street, Eltham. In 1970 work started on a new house at the Laughing Waters property. Originally known as the Banana House, it is now known as Boomerang. Designed by Alistair Knox, the mud-brick house includes iron window grilles made by Matcham Skipper that puncture the curved mud walls. The grilles were made from ‘off-pressings’ from the Sidchrome tool works in Heidelberg. Gordon, Sue and family moved into the house in 1972. Their marriage fell apart and Sue moved to Sydney with the children around the same time Gordon commenced building Birrarung just below Boomerang on the Laughing Waters Road block. After the Fords moved out, Boomerang it was rented out to various share households of students, musicians, artists and environmentalists for twenty-four years. Gordon Ford sold Birrarung and Boomerang to Melbourne Water in 1999. The Laughing Waters Artist in Residence Program was developed as a partnership between Parks Victoria and Nillumbik Shire Council. Boomerang was deemed unfit for habitation so was used as a day studio only. By 2001 Boomerang was in a poor state of repair and by 2002 the last artist in residence was to use the house as a studio. Nillumbik Shire Council had been granted funds from the Melbourne Community Fund to restore both Boomerang and Birrarung but it was apparent in early 2003 that the funds would be insufficient to restore both houses. Boomerang was infested with termites which presented a risk to any occupants and so the decision was made to close Boomerang and concentrate funding on Birrarung. Boomerang was fenced off for safety and to prevent intrusion and remains ‘caged’ today (2023). However, it is readily apparent the property has been occupied by squatters over the years. By 2023 it was clear that the squatters had abandoned the property and sections of the roof structure have given away in some areas and collapsed internally.
