A strictly limited edition produced for the Rotary Club of Heidelberg, Australia' for the celebration of the Golden Jubilee of the City of Heidelberg (now City of Banyule).China plate with gilt edging; wording City of Heidelberg, Golden Jubilee,1934-1984 borders around the plate with the crest placed in the middle. "City of Heidelberg Golden Jubile1934-1984" with Coat of Arms. Underside Rotary International Crest; Fine China, Westminster Australia. The story of: 'Coat of Arms - The carriage wheels and lamp commemorate the early beginnings of the City about 1840 when the Heidelberg Road Trust was the local authority; the wavy band and wattle blossom are symbolic of the River Yarra, whilst the supporters represent the customary mode of transport at the time. The mural crown is the emblem of local government and these perpetuate the distinctive record of the City of Heidelberg in having the first suburban form of local Government of the Colony. An owl, the symbol of wisdom, is also embodied in the crest as our City is named after Heidelberg in Germany whose University founded in AD 1386, became one of the most famous seats of learning. The motto "Industrica" provides a link with the early seal of the City. The municipality was declared a City by Act of Parliament on April 11, 1934.'city of heidelberg, heidelberg, commemorative items, city of banyule

Appendix to Shire Secretary’s Report, 28 November 1966 SHIRE PRESIDENTS Local Government in this part of the State could be said to have commenced with election in 1846 of three trustees for "The Parish Road, leading from the Suburban Allotments in the Parish of Jika Jika, near Melbourne, to the Village Reserve in the Parish of Nillumbik". The Upper Heidelberg and Old Eltham Road follow approximately the original line of road proclaimed in 1840. The Eltham Road District was proclaimed on 24.9.1856. A meeting of landowners and householders of the Eltham Road District was held on 14.10.1856 at the Fountain of Friendship Hotel, Little Eltham, for the purpose of forming a District Road Board. To date I have been unable to locate any record of the names of the members elected, or of the first Chairman. Further research may yield the desired information. The Shire of Eltham was constituted on 28.3.1871. The proposed Roll of Shire Presidents should, I believe, also include the Road Board Chairmen. It may also be considered fitting to recognise the Heidelberg or Nillumbik (or Warringal) Road Trust in the same way. The first Minute Book of the Board, covering the period 1856 to 1863, has apparently been missing for many years. The Shire Minute Book for the period 1878 to 1885 is also missing. The absence of these vital records makes difficult the compilation of a complete and accurate list of Chairmen and Presidents. Although an early letter book yielded the names of the Shire Presidents in 1878, 1879 and 1800. The names prior to 1863 were derived from Rate Books and Government Gazettes. The information contained in the Municipal Directories 1875 to 1885 is at variance to some extent with such Council records as are available for that period, and consequently cannot be relied upon for the years where the Presidents names have not been shown. shire of eltham archives, series listing, a. armstrong, a. beale, a. brinkkotter, a. donaldson, a.h. price, a.j. braid, c.h. bath, c.m.a. pelling (mrs.), c.t. bell, d.c. o'beirne, e.d. butler, e.h. cameron, e.j. andrew, e.p. harmer, f.e. griffith, f.v. squire, f.w. nankervis, g. love, g. robertson, h. dendy, h. hewitt, h. stooke, l.t. wilmot, j. cox, j. murray, j. barr, j. bell, j. fitch, j. herbert, j. lawrey, j. mealy, j. pape, j. ryan, j. smedley, j.b. shallard, j.l. beale, l. c. docksey, r. mcadam, r.a. bell, r.c. white, r.r. woolcott, rutter, s.s. addison, s.w. scott, t. armstrong, t. irvine, w. horris, w. hubbard, w. lorimer, w. morris, w. taylor, w.c. farrell, w.f. ford, w.g. gray, w.h. bradbury, w.j. taylor, w.v. houghton

The Eltham Obelisk was originally located at the corner of Bridge and Main Roads in 1919. It commemorated the memory of the Eltham Soldiers who fell in the First World War and complemented the Eltham Avenue of Honour established in 1917 to those that served. In 1943 (WW2) the local community commenced plans to establish the Eltham War Memorial, a living memorial to benefit the children as opposed to a one in stone as per the obelisk. The Eltham War Memorial Trust was established in 1945. In 1947 the Trust intended for the Obelisk to be relocated from Bridge Street and Main Road to the Garden of Remembrance which was planned as part of the Baby Health Centre which was to be the first of three buildings of the Eltham War Memorial to be built in 1951. In 1951 the Eltham RSL was invited to be represented on the Eltham War Memorial Trust. During the period of June through October 1956 the original wooden bridge over the Diamond Creek in Bridge Street was replaced with a new concrete structure. At the same time the intersection of Bridge Street at Main Road was revised necessitating the relocation of the Eltham Obelisk. It was ‘temporarily’ relocated to the front garden of the Eltham RSL Sub-Branch on Main Road for safe keeping. In 2007, a suggestion was proposed by Harry Gilham (President, EDHS) to John Cohen (ERSL) to claim a special site along with the historic Shillinglaw trees on the now vacant former Eltham Shire Office site adjacent to the Eltham War Memorial precinct for relocation of the obelisk. In 2010 following the financial collapse and sale of the Eltham RSL Sub-Branch property and amalgamation with the Montmorency Eltham RSL sub-branch, the location of the obelisk was again in immediate jeopardy and in conjunction with Nillumbik Shire Council, supported by the RSL, the obelisk was relocated in front of the Eltham War Memorial buildings in preparation for the Dawn Service on Anzac Day 2012. The new location resulted in significant impact upon the Eltham War Memorial Garden. Council’s preferred location was near the Eltham Library however that would have cost $39,000. The Eltham War Memorial Garden was subjected to further intrusion in 2014 with a proposed expansion of the War Memorial Terrace. Contents: 1. Newspaper article: Eltham, The Advertiser, 15 Nov 1918 2. During the period of Jun through October 1956 the original wooden bridge over the Diamond Creek in Bridge Street was replaced with a new concrete structure. The Eltham Court House is Eltham's oldest public building. It was classified by the National Trust in 1977. In 1857 five Eltham residents petitioned the licensing magistrates of the Heidelberg district asking for better police protection, including from itinerant gold prospectors who turned to crime when their quest was unsuccessful. In response the Eltham Courthouse was constructed in 1860. Over the years it has also been used for other activities, including for electoral polling purposes, inquests, early meetings of the Eltham Roads Board and even as an overflow classroom. This type of localised solution is characteristic of the self-reliance preserved in Eltham today. The court house is an important symbol of the spirit which makes Eltham distinctive as a community. The Eltham Courthouse is historically significant because its construction was intended to emphasise the centralised control over law and order in the Colony of Victoria in the wake of the 1852 Snodgrass committee report on the Victorian police force and the resulting Police Regulation Act (1853). The nature of the Court House planning and use of architectural devices make the building's function easily interpreted. The arrangement of rooms, with public entry and clerical rooms to the rear, and the use of raised floor levels throughout these spaces to signify relative rank is easily perceived. The distinction in entries, public, magistrate and person-in-custody, and the existing court furniture enhances appreciation of this building. The Eltham Court House is one of only two intact examples in the state of this simple design with projecting entry. The building is of architectural significance because it retains intact early features. These include use of handmade bricks, simple decoration, roof trusses, timber ceiling boards, original windows, doors and associated hardware and a collection of court furniture. Additions to the court house have been done in a manner which did not interfere with the fabric of the original building. Typical cases heard before the Court of Petty Sessions included financial debt, straying livestock, theft, assault, drunkenness, public disorder, truancy, motor vehicle offences, unregistered animals and failing to have children attend school, or be vaccinated. The courthouse operated for over 120 years before it closed in 1985. In April 2021, Nillumbik Shire Council authorised restoration of the building and furnishings. The extensive works required for the total restoration of this highly valued heritage building was undertaken by Ducon Building Solutions and other specialist contractors. Covered under Heritage Overlay, Nillumbik Planning Scheme. Victorian Heritage National Trust of Australia (Victoria) State significance Published: Nillumbik Now and Then / Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p65 A demand for better police protection resulted in the building of the Eltham Courthouse and the police residence beside it. In 1857 five Eltham residents petitioned the Heidelberg district licensing magistrates. They pointed out that Eltham had two hotels, a population of about 1000, and many strangers employed on the public roads. Yet the nearest police were at Heidelberg eight miles (12.8km) away, or at the Caledonia Diggings 21 miles (33.7km) away.1 Subsequently the courthouse and then the police residence, near the corner of Main Road and Brougham Street, were built in 1859/60. The courthouse is Eltham’s oldest public building and the National Trust classified it in 1977. It ceased operation in 1984 and has since been used by local groups. There are only six other known examples of similar small brick country courthouses in Victoria . For £536, a Mr Duncan built the courthouse – a neat, narrow, oblong building with handmade orange bricks. Its gabled roof and porch are covered with brown slate tiles and it has 12-paned windows. Inside, the roof is peaked and the courthouse is still ventilated by oblong slits near the ceiling. Most of the fine carved timber and upholstered furniture is original. The original prisoners’ door, now permanently closed, led from the police station to the dock. Builders, Langridge Wright and Witney built a timber police station (since demolished) and a brick residence to its north,2 for £1150/7/-. Built around the same time were the lock-up behind the residence, also later demolished, and the two-storey orange brick stables. The former police residence also has a brown slate roof and handmade bricks. The front veranda roof is made of corrugated iron, as is the roof of the back weatherboard extension. The application for police protection was approved within a few months and police operated from a cottage rented at ten shillings a week and owned by William Jarrold. This was probably the one at the corner of Main Road and Dalton Street called Jarrold or White Cloud Cottage. In 1858 a second constable was appointed to Eltham following a fight at the hotel. The timber police office a replica of which was built in the early 1990s is at the building’s side. The lock-up was demolished following the relocation of the police to a new station in about 1952. The residence has been used as the Eltham District Historical Society centre since 1997. Records show court cases were held at Eltham before the courthouse was built, but the location is unknown. Some court cases were not very different from those today. In 1891 a man was charged with being drunk while in charge of a horse and was fined ten shillings. The courthouse was used for other purposes during its long history. It was probably used as a polling place as indicated by old photographs of election-day crowds outside. The Eltham Road Board met there from the early 1860s until 1868 when the Board transferred to Kangaroo Ground. During the same period the Road Board Secretary used the courthouse as an office until 1867 when it was transferred to his home at Wingrove Cottage. The courthouse was also used as an overflow classroom for the Dalton Street school in 1875. The two buildings can further link us with Eltham’s early days through Police Department correspondence. The first constable-in-charge was George Reid. In 1860 a letter to The Argus newspaper signed ‘A Sufferer’ declared the Eltham police were not active enough in their duties. The writer suggested that the ‘very snug’ police quarters were too comfortable, and he detailed various incidents including one of an alleged break-in to the Road Board Secretary’s home. But the Board Secretary, C S Wingrove, wrote to the Police Department refuting The Argus letter saying he had received full co-operation from Sen. Constable Peter Lawler. This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. The Nillumbik Cemetery is of historical, architectural, aesthetic and social significance at a Regional level (North-east Melbourne). The memorial arch is of State significance. Nillumbik Cemetery, which was established in 1867, is of historical and social significance for its association with the early history of Diamond Creek and as a record of the pioneering families of the district. Significant graves include those of the famous writer Alan Marshall, author of 'I Can Jump Puddles', footballer Gordon Coventry, and William Ellis, notable early settler and benefactor. The 1897 Tudor/Gothic revival memorial arch, bequeathed by William Ellis, is a rare design in ornamental gateways and is relatively large for the size of the cemetery. It is unique in Victoria as a cemetery gateway arch. The burial ground has associated structures, such as the hexagonal timber sexton's office, post and wire fence and picket hand gate along Main Street, all probably built in the early twentieth century. Covered under Heritage Overlay, Nillumbik Planning Scheme. National Trust of Australia (Victoria) - Regional significance Published: Nillumbik Now and Then / Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p83 Entering Nillumbik Cemetery through an ornamental gateway and shaded by the Monterey Cypress hedge helps one leave the busy world outside and contemplate yesterday’s Diamond Creek. The gateway, classified by the National Trust of Australia (Victoria), and inscribed with ‘JANVA VITAE’ (gate of life), was a gift from a distinguished pioneer, William Ellis. Ellis, who was an original trustee of the Nillumbik Cemetery representing the Primitive Methodists and a successful farmer, bequeathed £100 to build the red-brick and carved stone gateway in 1887. In 1867 surveyor Edward Bage had set aside two acres (0.8ha) now 35 Main Street, for this cemetery, in what was then called the village of Nillumbik. Several earlier burials on private lands in the district might have been exhumed and re-interred in the new cemetery. The first burials in the cemetery are thought to be of ‘a Chinaman who hanged himself from a tree behind the Church of England’ and ‘another man who was drowned in a water-hole behind the same church’.1 The 1000 or so graves in the cemetery are grouped into five denominational sections: two Anglican and one each for the Methodist (the largest), Catholic and Presbyterian Churches. It is believed that several unmarked graves are of Aborigines and Chinese miners.2 Perhaps the most famous person buried in the cemetery was author Alan Marshall, who died in 1984 and wrote, among other books, I Can Jump Puddles. Surprisingly his grave is particularly modest consisting of only a grassed plot with a tiny boulder and a simple bronze plaque. It lies about halfway down the main path, at the west and third row back. The first European, interred at the cemetery on July 9, 1869, was Hannah, aged 13 years eight months, daughter of local orchardist John Lawrey and wife Honor.3 Each grave has a story which reflects a rich history. Phillip Cummings, who died in 1884, provided the barn for Diamond Creek’s first school, run by the Primitive Methodist Church. The barn stood at the corner of Phipps Crescent and the main road.4 Former Eltham Shire councillor George Stebbings, who died in 1896, built several prominent buildings in the district, including Shillinglaw Cottage in Eltham.5 The grave of miner James Joseph Whyte, who died in 1908, is a reminder of Diamond Creek’s gold mining history. At age 51, Whyte died from a rock fall in the Diamond Mine, Diamond Creek. Diamond Creek’s first butcher, Patrick Ryan, became President of the Shire of Heidelberg and Chairman of the Eltham Hurstbridge Railway Trust. A former gold miner, he was grandfather of local historian Reverend Jock Ryan. He was buried in an unmarked grave halfway down the central path. His son John Lawrence, who is buried elsewhere, had been a Mayor of the City of Heidelberg. George Martin Pizzey gave a hall, for what was to become The St John’s Anglican Church in Diamond Creek. He was a Crimean War veteran, mason and leather goods manufacturer in Melbourne, who died in 1915. The two world wars took a heavy toll of locals with 54 personnel buried here, two thirds of whom served in World War One. A sporting pioneer was Greensborough District Cricket Club founder, Andrew Webb, who was buried in 1971. Politician Roy Mountford Vale (Monte), who died in 1977, was a Member of the Legislative Assembly of Greensborough, and a founding councillor and president of the Diamond Valley Shire. Modern-day residents are also remembered in this cemetery. The tragic Ash Wednesday bushfires took their toll on the district: William Marsden of Panton Hill CFA died, aged 39, fighting bushfires at Upper Beaconsfield in 1983.6 Several graves tell of those who held distinguished positions overseas, including William Constable, who died in 1989. Constable was artistic director of a ballet company, art director of more than 30 films for London-based film productions, and was awarded best Film Art Director at the Moscow Film Festival in 1960.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Covered under National Trust of Australia (Victoria) State Significance and Heritage Overlay, Nillumbik Planning Scheme. Published: Nillumbik Now and Then / Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p103 The Eltham railway trestle bridge is the only one of its kind still regularly used in Melbourne’s metropolitan railway network. Opened in 1902, it is also one of Victoria’s very few timber rail bridges that still carries trains.1 The bridge is part of the railway line extension from Heidelberg - extended to Hurstbridge in 1912. This extension resulted in one of the greatest social changes experienced in Eltham Shire, as it considerably lessened its isolation attracting tourists, artists and suburban commuters particularly after World War Two.2 The bridge has been classified by the National Trust as historically, scientifically, aesthetically and socially significant at state level. But this has not always been recognised, and in 1977, locals fought to save it from destruction. The Victorian Railways proposed to replace the bridge with an earth embankment and large culverts to avoid maintenance problems and fire. This was rejected by the Eltham Council who protested that the bridge helped maintain the area’s rural character, historic link and beauty, as well as avoiding possible serious flooding on the flood plain if a culvert was blocked. The bridge stands as part of a National Trust classified landscape which includes the Alistair Knox Park, named after the local conservationist and architect who helped to make Eltham famous for its mud-brick houses. The landscape includes tall and spreading manna gums and candlebarks, and the historic Shillinglaw Cottage. Artist Walter Withers, one of the Heidelberg School of painters, painted the bridge early in the 20th century. The 38 span single-track railway bridge over creek and road has 34 timber-beam spans and four steel-joist spans, supported by four-pile timber piers and timber abutments. It has almost 200m of timber deck. All of the timbers have been replaced over the years, but the only change to the bridge’s character was the addition of pylons and wiring for electric trains in 1923. A petition for a railway to the shire was first made in 1883. A large deputation of local citizens to the Commissioner of Railways proposed a route passing through Alphington to midway between Greensborough and Eltham up the Diamond Creek valley towards Queenstown and Kinglake. As a result the Princes Bridge-Heidelberg Railway was opened in 1888. From 1888 locals demanded a railway extension. Kangaroo Ground farmers in particular, led by Shire Councillor and Member for Evelyn, Ewen Cameron, said it would assist local farmers and orchardists send their produce to the Melbourne market. In 1890, before the severe economic Depression, an extension of the line to Hurst’s Bridge (now Hurstbridge) was included in a new Railways Bill. The parliamentary delegations were regaled with a banquet at Hurst’s barn and entertained by the Diamond Creek Brass Band, but the extension was abandoned when the Depression struck in 1892-1893. The extension of the railway to Eltham, completed in 1902, was one of the few built in those hard times. That is why the Eltham timber-trestle railway bridge is a rare example of a broad-gauge rail bridge constructed between 1893 and 1910. At the opening, despite persistent drizzle, 300 children waving flags and banners were among the large crowd welcoming the first train, carrying official dignitaries, to Eltham. It had taken 24 years to bring the railway to Eltham. From then Eltham became a popular destination for outings. Mr Orford of Eltham recalled that after the railway came to Eltham ‘the craze for picnics on weekends and holidays began…. During the wattle season, wattle trains came to Eltham frequently. The visitors roamed the creek pulling great armfuls of wattle blossom to take back with them to Melbourne’.3 In 1926 the railway line was electrified as part of the metropolitan rail network. But the Victorian Railways decided not to complete the formerly planned Diamond Valley Railway to Queenstown (now St Andrews) and Kinglake. This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Covered under Heritage Overlay, Nillumbik Planning Scheme. Published: Nillumbik Now and Then / Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p183 Award-winning Eltham Library, with its earthy tones blending into the nearby parklands, celebrates some of the best of Eltham’s spirit. Designed by multi-award winning architect, Gregory Burgess, the library at Panther Place, won him the 1995 Royal Australian Institute of Architects (Vic) Merit Award in the New Institutional category.1 The design is typical of Burgess’ work, emphasising natural materials and forms, and the integration of building and site.2 In its distinctive architectural character, Burgess celebrated the spirit of Eltham’s artist/architect Justus Jörgenson and mud-brick builder Alistair Knox. However this library, which opened in 1994, follows decades of efforts to acquire a suitable library for local residents. It was only in 1971 that Eltham acquired its first purpose-built library. In the 1930s books were borrowed from a mobile library run by Mr Foster of Bible Street. From the 1930s to the early 1950s, adults borrowed books from the newsagency and general store in Main Road (still a newsagency) near Arthur Street. As late as the 1950s, adults borrowed books in the shire office foyer, then in Main Road near the corner of Arthur Street.3 In the early 1950s the ratepayers voted for lower rates rather than a library, in a referendum to build a public library financed by higher rates. Children depended on volunteers for their library service until 1966. In 1946 the inaugural meeting of the Eltham War Memorial Trust’s Women’s Auxiliary, decided to support the Trust by raising funds to buy land and build a Children’s Library, Baby Health Centre and other facilities. The auxiliary formed the Children’s Library Committee, which included Mrs Morrison, Mrs Bow and Mrs Currie. They ran a library service in the stage area of the Eltham Hall, at the corner of Arthur Street and Main Road. In 1952 the books were relocated to a room in the newly opened Baby Health Centre on Main Road. Then in 1961, the Children’s Library received its own hall beside the Eltham Pre-School Centre on Main Road. From there, each month, volunteers delivered books to every school in the shire. In 1966 the Children’s Library closed after 17 years of service, following the transfer of the Trust land and buildings to the Shire of Eltham. The books were donated to nine schools in the shire and to Community Aid Abroad. An important boost to the library service came in 1965, when the Heidelberg Regional Library Service was formed by the City of Heidelberg with the Shires of Eltham and Diamond Valley. Its first library service for Eltham Shire was a bookmobile van. Books for children and adults were finally housed in one building in 1966, when the shire converted the Brinkkotter house in Dudley Street, into a library. At last in 1971, the Eltham Library moved to new premises attached to the shire offices near Panther Place. However these were demolished in 1996, by State Government appointed commissioners during council amalgamations. Meanwhile the Heidelberg Regional Library Service was disbanded in 1985 and the Yarra Plenty Regional Library Service was established. The burgeoning population brought pressure for a bigger library. Eltham was one of several municipalities in the 1970s and 1980s, battling with the State Government for adequate funding for public libraries. Funds were so tight, that in 1987 Eltham councillors threatened to close the library. However public petitions persuaded them to set aside funds to replace the cramped library facilities. In 1992 the Federal Government gave $887,496 towards the $3 million cost of the 1560 square metre library.4 The result is a light and spacious building with surrounding verandas, made of sustainable natural materials including earth and recycled and radially sawn timbers. It includes a gallery and function areas. In 2004 Mr Burgess won Australian architecture’s highest accolade: the Royal Australian Institute of Architects Gold Medal. He has received more than forty professional and community awards. This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire.
