The Housing Commission of Victoria (HCV) was established ...The Housing Commission of Victoria (HCV) was established by the Victorian Government in 1938 after a public campaign for housing reform. After 1942 the HCV was responsible for developing regional and outer suburban housing estates where low-income families were located in proximity to expanding population areas and post-war industries. With greater funding and a severe housing shortage, the Commission's activities greatly expanded through the late 1940s into the 1950s. They began to build larger and larger estates of housing in the suburban fringes, as well as country towns The Housing Commission was largely responsible for the development of Wodonga up to 1973 and in 1975 was said to have built one-third of all homes in Wodonga, though many of these were handed to the Army. Criticism of the bureaucratic and undemocratic nature of the Commission and scandals over corruption in relation to housing developments in Melbourne's fringe areas resulted in the disbandment of the HCV and the formation of a Ministry of Housing in 1984. The work of the Housing Commission of Victoria allowed many people in Wodonga to acquire affordable housing and pay it off over time through monthly instalments. This booklet is of local and state significance as it is evidence of the role of the Victorian Government is providing access to affordable housing. It supported the development of Wodonga and the realisation of the "Australian dream" of home ownership.A small receipt book issued by the Housing Commission of Victoria to record payments and receipts for tenants who were purchasing their home through the Housing Commission. Monthly installments allowed people to access and purchase, affordable housing. They frequently provide information about when the land was sold on which a built structure was subsequently constructed as well as evidence relating to surveyors and real estate and financial agents. The numerous subdivision plans in the Kew Historical Society's collection represent working documents, ranging from the initial sketches made in planning a subdivision to printed plans on which auctioneers or agents listed the prices for which individual lots were sold. In a number of cases, the reverse of a subdivision plan in the collection includes a photograph of a house that was also for sale by the agent. These photographs provide significant heritage information relating house design and decoration, fencing and household gardens. The photograph is also aesthetically significant as it was taken by J. E. Barnes, a nationally significant photographer. He was the most important photographer to have worked in Kew. He was active as a photographer in the district from c.1906 until his death in 1921. Best known as 'the Embarkation Photographer' (see the Australian War Memorial collection), Josiah Earl Barnes was also the official photographer employed by the Borough (and later Town, then City) of Kew. He clearly also completed commercial jobs for local businesses, as is the case in this photograph of a house for a local real estate and financial agent. A modest weatherboard house with rough-cast rendered walls. The gabled entrance incorporates elements of the Japanese aesthetic. The strong lines of the dark timber gable are reinforced by the colour and shape of the pickets in the fence. In contrast to an earlier period, the chimneys appear truncated. The use of extensive double-hung sash windows in the front rooms reflects a new interest in light in houses. The use of separate sunshades over windows in an earlier period is here replaced by an extension of the roofline over the window. The photographer Josiah Barnes died in 1921; so, the photograph of the house must predate this date. The location of the house, which was advertised for sale, has to date not been identified. It is dated around the late 1960s to the mid1970s. The history of underwater photography began with the first protective camera box for underwater photography was made in 1856. In 1914 the first underwater video footage was taken. Colour underwater photography was first shot in 1926. In 1950 the first commercially available underwater camera housing, the "Tarzan" was designed by Henry Broussard, an underwater photographer, for his own camera. It was produced by the French company Beauchat. In 1957 the revolutionary underwater camera was invented by Jaques-Yves Cousteau and Jean de Wouters. The new amphibious "Calypso" changed the nature of underwater photography.This underwater video camera housing is significant for its purpose of underwater photography. Camera housings such as this were used to record the position and layout of shipwrecks along coast of the Great Ocean Road.
