The Housing Commission of Victoria (HCV) was established by the Victorian Government in 1938 after a public campaign for housing reform. After 1942 the HCV was responsible for developing regional and outer suburban housing estates where low-income families were located in proximity to expanding population areas and post-war industries. With greater funding and a severe housing shortage, the Commission's activities greatly expanded through the late 1940s into the 1950s. They began to build larger and larger estates of housing in the suburban fringes, as well as country towns The Housing Commission was largely responsible for the development of Wodonga up to 1973 and in 1975 was said to have built one-third of all homes in Wodonga, though many of these were handed to the Army. Criticism of the bureaucratic and undemocratic nature of the Commission and scandals over corruption in relation to housing developments in Melbourne's fringe areas resulted in the disbandment of the HCV and the formation of a Ministry of Housing in 1984. The work of the Housing Commission of Victoria allowed many people in Wodonga to acquire affordable housing and pay it off over time through monthly instalments. This booklet is of local and state significance as it is evidence of the role of the Victorian Government is providing access to affordable housing. It supported the development of Wodonga and the realisation of the "Australian dream" of home ownership.A small receipt book issued by the Housing Commission of Victoria to record payments and receipts for tenants who were purchasing their home through the Housing Commission. Monthly installments allowed people to access and purchase, affordable housing. Frank bought the land and for the next two years would travel by train from Melbourne to Eltham every weekend establishing Stokes Orchard and building a home for his family, which they eventually moved into in 1946. In the mid 1970s the Shire of Eltham divided the orchard up into numerous rate-able parcel lots, which became affordable for Frank. He was Assistant Chief Architect of Victoria in the Public Works Department (P.W.D.) George Burton Coop was born in c1906 in Williamstown, the son of Josephine Vistarini and George Frank Coop. He married Winifred Alice Trewartha in 1936 and they are listed in the electoral rolls at 688 Whitehorse Road in 1937. George died 3/4/1960, aged 54 years at Mont Albert. 3. George Burton and Alice Coop had 2 children: George Lister Coop - born St Georges Hospital, 8/10/1937 Alison - born c1945. The donor George Lister Coop informed that he initially attended Chatham State School because his first home was the Spanish Mission style flats at 346 Whitehorse Road, opposite Brenbeal Street, Balwyn. When his grandparents died, the family moved to 688 Whitehorse Road and he then attended Mont Albert Central School. A photo of a group of widows outside a block of units in Windsor, that Legacy purchased to provide accomodation for widows. Names unknown but possibly the first tenants to move into the units. From the date stamp is it February 1976. The September 1975 edition of the Legacy Newsletter to Widows, mentions the 20 flats purchased by Legacy at 9 The Avenue, Windsor, and that they are being renovated for widows to live in. Two options were presented, an 'ingoing' amount of $5,000 then a week maintenance charge of $7 a week; or on a rental basis of approximately $20 a week. (a copy of the Title deed shows the flats were purchased on 7 February 1975). Purchase price was $205,000 with the Department of Social Security requiring the addition of lifts to the building (approximate cost $100,000). From President's highlights report in 1981 we know that external blinds were added to the property. The Windsor units were named "Miriam and Frederick James Ramsay Lodge" after a generous donation in 1987. It was decided the Windsor units, and the ones in Hawthorn, would be sold in 2003 and announced by President Tony Parkes. The first tape based talking book machine from the late 1950s, produced by Clarke & Smith, that allowed the listener to hear up to 20 hours of recordings. Although bulky (each tape cartridge alone weighed over 2 kgs), the MK1 was the first magnetic, multi-track tape produced and considered quite novel for it's time. The cartridge designed to be played on the Clarke & Smith MK1 Talking Book player came in it's own separate container. Each cartridge houses the complete mechanism, track change linkages, replay heads and tape spools, which are stacked on top of each other within the housing. When one track was finished, the user was required to lift the metal cassette, turn it over, and replace it on the turntable. The bulky cartridges were distributed by post or train in strong 'Globite' cases made with reinforced corners and strapped. The costs associated with talking book players were high and individuals/groups/service clubs were asked to sponsor a machine to help those who could not afford to buy or rent one. In this example, a plate attached to the lid indicates who raised the funds: "This talking book/is presented to you/by Tallimba Branch/ of CWA of NSW."
