This was the first building allowed to exceed Melbourne’s height limits set in the early 1900s, which had been based on the maximum height of fire brigade ladders. ICI House opened in 1958. These photographs appear to be from c1971, based on two other tall buildings under construction. The Collingwood photograph shows the three 20 storey Housing Commission towers built between 1968 and 1971. The third tower is still under construction. Two CBD photographs appear to show the nearly completed BHP House (41 storeys) in the distance in Williams Street built between 1969 and 1972.
