This miner's right was glued onto a page in a large album of photographic images of early Ballarat. Recognising their significance the Council of the Old Colonists’ Association of Ballarat Inc. had them removed and restored. Digging for Gold is not allowed within ten feet of the edge of any Public Road, nor are the roads to be undermined. 4. Tents or Buildings are not to be erected within twenty feet of each other, or within 20 feet of any Creek 5. The building at 94 Merri St is amongst the earliest buildings in Warrnambool. It was possibly constructed before 1854 and maybe as early as 1848. The original building consisted of four main rooms under a hip roof. The outer walls were masonry , apparently rubble The Heritage Council indcate that on the balance of probabilities this was the general store of Richard Osbourne and John Moffat Chisholm built in 1847-48.The building at 94 Merri Street had historical and architectural significance to the state of Victoria. It was a rare example of surviving, pre separation building with associated interest in its materials and components It is associated with Richard Osbourne who founded the Warrnambool Examiner(1851_1889) and the town’s first historian. Architecturally, the significance of the house lay in the hand -wrought timber framing. All the major timbers in this building had been hand sawn. The Gold rush of the 1850’s saw this process mechanised. A kitchen fireplace in the rear skillion included a large block of Merri Creek Mudstone, a combination of “tufa” and clay that was used in the Warrnambool District as an excellent substitute for fire bricks. The house was demolished in 2011 and items of significance were salvaged, this brick being one. While some bricks were imported, there is evidence that there were a number of brick burning businesses in operation around this time. However it is difficult to ascertain to which group this brick belongs. Red clay rectangular brick. Lieutenant colonel Colin John Chisholm of Khancoban Station, Corryong, Victoria commanded 8th LH August 1940 - July 1942. The 8th Light Horse Regiment AIF was raised at Broadmeadows Victoria in September 1914 under the command of Lieutenant Colonel Alexander White and formed part of the 3rd Light Horse Brigade. The regiment served at Gallipoli where in a courageous but ill-fated charge at the Nek on 7 August 1915 it suffered horrendous casualties including Lieutenant Colonel White. Rebuilt in Egypt under the command of Lieutenant Colonel Leslie Maygar VC the regiment went on the serve throughout the Middle East Campaign. Colonel Maygar died of wounds at Beersheba when the regiment was attacked by enemy aircraft while waiting to follow up the successful charge of the 4th LH Brigade on 30 October 1917. The 8th Light Horse AIF was disbanded in 1919, but soon after re-raised as the 8th (Indi) Light Horse in the Citizen Military Forces, superseding 16th (Indi) Light Horse. It had its headquarters at Benalla with sub-units throughout the Upper Murray and Northeast Victoria. In December 1941, the regiment converted from horse to mechanised, initially as 8th Reconnaissance Battalion then in July 1942 it became 8th Cavalry Regiment and served in Northern Territory. An Octant is a doubly reflecting navigation instrument used primarily by sailors to measure the angular distance between two visible objects and was a forerunner of the sextant. The name comes from the Latin octo, or "one-eighth of a circle," for the Octan'ts arc which spans 45°, or one-eighth of a circle. The primary use of an Octant is to measure the angle between an astronomical object and the horizon for celestial navigation. The estimation of this angle, is known as sighting or shooting the object, or taking a sight. The angle, and the time when it was measured, can be used to calculate a position line on a nautical chart (latitude), for example, sighting the Sun at noon or Polaris at night (in the Northern Hemisphere) gives an angle by which the latitude can then be estimated. Sighting the height of a landmark on land can also give a measure of distance. This fine octant once belonged to Captain Farquhar Chisholm and was donated by his granddaughter, Margaret Ruth Greer (nee Chisholm, born 1914). The label inside the Octant's box reads “Thomas L. Ainsley, Instrument Maker … etc”. Farquhar Chisholm was born in 1832 in Inverness, Scotland. He regularly sailed on perilous voyages between Quebec, Canada and the Baltic ports of Europe. In 1854 he migrated to Australia during the Gold Rush, to a place called Fiery Creek (near Beaufort Victoria) where he was fairly successful in his quest for gold. In the years of the Great Gold Rush, it was said that there were over 40,000 diggers in the goldfields of the Beaufort area! In 1857 having made sufficient money, he hired another crew and returned to Clachnacuddin, Inverness shire, Scotland and in that same year, he studied and obtained his Master Mariner Certificate (which would have included the use of an octant for navigation). He was appointed to Mr George (or James) Walker, as commander of his sailing ship, the 3-masted ELIZABETH, built 1859 and known as “The Walker barque”. In 1870 he married, then in 1887 returned to Australia with his wife and children (Kenneth Chisholm (1871), Mary Bremner Chisholm (1873), Margaret Hood Chisholm (1874), Farquhar Chisholm (1878)). They arrived in Port Melbourne, Victoria and sadly, only six weeks after landing, his wife Caroline passed away (in Geelong,1888). In 1900 Capt. Chisholm lived in Camperdown (Victoria) and not long after this his daughter Margaret died of consumption. In his later years, he went to live in the manse of St. Paul’s Presbyterian Church, Wangaratta, with his son, Rev. Farquhar Chisholm. He died there on Sat, 23rd March 1912, 80 years old. He was known as “… quiet, unobtrusive and competent, respected by all with whom he came in contact”. Some other members of Captain Chisholm’s family are; his older son Kenneth Chisholm, who was a contractor in Camperdown; a nephew Donald Macintosh (of 23 Douglas Row, Inverness); a grandson Brian Jones (son of Caroline Belle-Jones nee Chisholm, who lived in Camperdown in the earlier part of her life).The octant, the forerunner of the sextant, was a significant step in providing accuracy of a sailors latitude position at sea & his vessels distance from land when taking sightings of land-based landmarks.Octant, once belonging to Captain Farquhar Chisholm. The City of Ballarat unanimously resolved to erect a Civic Hall in Mair Street in 1951. The architects, Gordon Murphy, of Melbourne, and H.L. and L.J. Coburn, of Ballarat, were commissioned in 1952. The Council constructed the foundations and footings for the building under the supervision of the former City engineer, Mr L.H. Finch, in 1953. These footings are of massed concrete. The design for the building took advantage of the cross fall of the land, providing for the Small Hall to be entered from the Doveton Street frontage through a foyer under the Main Stage, the structure is steel with brick panels, with accommodation for 1,592 persons in the Main Hall and 440 persons in the Lower Hall. The front facade faces Mair Street, set back from the building line to provide for the entrance drive-ways and kerbed gardens. Tenders were invited on a firm price basis. A young Ballarat master Builter, Walter Benbow Trahar was the successful tenderer, the contract price being 139,841 pounds. the work was commenced in 1953 and has proceeded in spite of material and labour difficulties until its completion. The following statistics are of interest:- * The foundations contained 200 cubic yards of concrete. * The constructional steel work weighs approximately 270 tons. * The reinforcing steel 47 tons. * Reinforced concrete in the structure, 1,100 cubic yards. * The approximate number of bricks in the building, 580,000. * The flooring is of selected kiln-dried hard wood and totals 40,000 lineal feet. * The dimensions of the Main Auditorium, 100ft by 86 ft, including the side promenades each 82ft by 13ft. *The Main stage, of reinforced concret with parquette finish measures 62 ft by 40ft. *The floor area of the Lower Hall is 74 ft by 38 ft, and has a stage dimensions of 40ft by 20 ft. * Each hall has independent heating and ventillating systems. Where possible the material in the building was furnished from local business houses. The public address installation, which provided for additional microphones, is on the main Stage. There is inter-communication throughout the building connecting the front office, with the bioscope box, the stages in both the large and lower halls, and the Hallkeeper's residence. Local craftsmen have completed the painting, plaster work, and the electrical installation; local produced materials being used in the construction of the buildings with the exception of the timber for the Main Floor, the roofing and the structural steel. The City of Ballarat Councillors in 1956 were Councillors N. T. Callow, F.J. Cutts, K.C. Webb, W.E. Roff, O.W. Curnow, F.T. Woodward, Allan C. Pittard, A.W. Nicholson, J.A. Chisholm, G.L. Scott, F.W. Oliver, A.D. Mason. The Town clerk was H.R. Maddern and the City Engineer was G. Murrowood. A City of Ballarat Council meeting of 25 September 2013 voted to demolish the Ballarat Civic Hall. The Council heard from nearly 50 members of the public during a marathon six-hour meeting. Councilors John Birt, Des Hudson, Amy Johnson, Josh Morris, Peter Innes, John Philips supported the motion to demolish Civic Hall. The building has been designed as an all purpose structure and I am hopeful the citizens will use it and enjoy it to its fullest extent. Your Council and its Architects have planned as broadly as possible for the benefit of all to-day and for years to come. We are proud of the work executed by a Ballaarat Master Builder whose work is a monument to the City's craftsmen. I feel I should also remind this assembly that the women of Ballaarat, back in 1951, provided funds which have been applied in the purchase of a Grand Piano and two Upright Pianos which are now installed in this building. The sincere hope of myself and your Councillors is that this Hall and its amenities will prove of immense value to the development of the cultural and artistic tastes of this community and that it will be freely used for these and many other purposes. From now on this magnificent building and its furnishings and equipment will be available to all. I strongly exhort you to use and protect it.
