Colonel Sir Alfred Kemsley's reply to the opening speech delivered by Lieutenant General Sir Phillip Bennett KBE, AO, DSO when he unveiled the Memorial Plaque and opened the Donovan Joynt VC Club at Puckapunyal on 23 March 1983. Sir Alfred talks about his long friendship with Donovan Joynt, beginning with the battle in France in which Joynt won his VC, and acknowledging the difficulty he had in persuading Joynt to be memorialised by this project at Puckapunyal. He also cited Joynt's involvement with Legacy, which as a foundation member and an early Melbourne Legacy President himself Kemsley would have been aware. Together with his friend Donovan Joynt, Kemsley became one of the most committed advocates for the creation of a Shrine of Remembrance on St Kilda Road as a 'worthy' memorial to Victoria’s 'unparalleled efforts during the Great War'. He played an active role in the defeat of a counter-proposal for an Anzac Square in Spring Street. This is a set of nine photographs of Defence Force Service Medal presentations by the Chief of the General Staff (CGS) Lieutenant General Sir Donald Dunstan AC, KBE, CB; at the Army Survey Regiment, Fortuna, Bendigo on the 5th of June 1979. The photos were taken next to the flagpole in Fortuna Villa’s front garden. Upon retirement from the Army in 1982, Lieutenant General Sir Donald Dunstan AC, KBE, CB; was appointed to the position of Governor of South Australia from 1982 to 1991. On this occasion the CGS presented the Defence Force Service Medal to WO2 Alex Cairney, WO1 Bob Mason and WO2 Ken Slater for 15 years of efficient remunerated service in the Australian Army. It is likely the unidentified UK Exchange senior NCO was the recipient of the UK Army’s equivalent service medal. This tunic was worn by Sir David Fairbairn KBE DFC when Honorary Colonel of 8th/13th Victorian Mounted Rifles Regiment 1981-83. Sir David served with 21st Light Horse prior to World War Two. During WWII he served with the Royal Australian Air Force flying Spitfires in Britain and Europe and later in the war, in the Pacific theatre. Following the war, he entered politics, holding the federal seat of Farrer from 1949-1975. He was Minister for Defence 1971-73. Sir Edmund Herring had a military career before becoming the Chief Justice of Victoria in 1944. Sir Edmund served as an artillery officer with the British Army in World War One and was awarded the Military Cross. While he returned to the Law between the wars, becoming King's Counsel in 1936, he continued his military associations through Australian Militia Forces, rising to colonel by the start of the Second World War. At the outset of WWII Herring was appointed as Commander of the Royal Artillery for the Australian Sixth Division. Herring saw service in North Africa and Greece and was in charge of Australian Northern forces in 1942, afterwards working with General Blamey in Papua New Guinea. Sir Edmund was appointed Chief Justice, straight from his army command in 1944. As Chief Justice he quickly established the Law Reform Committee and after the war oversaw the extension of the Supreme Court buildings, with the creation of new Courts. He was considered an able administrator, but his refusal to appoint Joan Rosanove a Queen’s Counsel throughout the 1950s, did not sit well with many legal practitioners. After his retirement from the Bench, he continued in his many public activities, including trustee of the Shrine of Remembrance and the Australian War Memorial and a member of the Melbourne Grammar School Council, as well as Lieutenant Governor of the State of Victoria, a position he held from 1945 to 1972. Herring was also an outspoken social critic; between the wars he had been a member of the White Guard, who were a far right group acting against communism. During the Cold War period of the 1950s, Herring spoke out in favour of the British Empire and the American alliance. The portrait of Sir Edmund Herring is the second one that Sir William Dargie (1912-2003), completed of Sir Edmund; his first effort in 1944/45 won the Archibald prize. Dargie won the Archibald prize a record eight times. His fame as a portrait painter was not without controversy, as he was considered ‘safe’ and the favourite of conservative sitters, particularly as many of his Archibald winners were of ‘Captains of Industry’. While no Archibald prize was awarded for this portrait, it is an interesting counterpoint to Dargie’s 1944/45 portrait. This booklet was published on the recommendation of the Commonwealth government as part of a plan to offer protection to the people in the event of air strikes. Local councils and individuals were called to help to protect themselves in taking precautions,. The booklet itself sets out action to be taken in the event of an air raid happening, lighting restrictions fire prevention, refuge rooms and garden shelters and risks from air raids. It contains the relevant siren signals which denote different types of events and explains in detail various aspects of preparing for possible attack. There was discussion about issues such as evacuation of children should such an event occur with the focus primarily on the larger centres such as Geelong and Melbourne. From 1942 the number of air attacks increased mainly from Japan on the northern and western parts of Australia including over 60 on Darwin. Attacks continued into 1943 and it wasn’t until later in that year that the Prime Minister, John Curtin announced that the threat of invasion had passed.While the link to Warrnambool’s history is tenuous, it was a government publication to all persons in the state of Victoria in 1941.This item relates to a significant period in Australia’s history. All Australians were affected by the war. It has historical and scientific or research interest as it gives a number of diagrams and possible plans and the effectiveness of same. A typed copy of a speech by Legatee Brian Armstrong delivered as the Savige Memorial Oration at the Federal Conference of Legacy Clubs in Canberra on 22 October 1954. It is an account of Savige's life, his war service and his role in Legacy. Legatee Armstrong was a good friend of Savige. The moving address described General Savige's life and service career, and how he formed Legacy in 1923 at the suggestion of his former Commander, Major General Sir John Gellibrand. He said at the time of his death the late General had been a member of Legacy for 30 years, and had been chosen to represent Legacy at the Coronation of Queen Elizabeth. Following the Second World War he held many important posts, one of the most notable being Co-ordinator of Demobilisation. Legatee Armstrong told the conference that if a memorial to the founder of Legacy was required, they only had to look around themselves. James Mallett Bennett AFM and Bar MSM was born in St Kilda in 1894 and died in Weybridge, near London England, on 13 April 1922, in an aeroplane accident. Killed in the same accident was renowned aviator Sir Ross Macpherson Smith, KBE, MC & Bar, DFC & Two Bars. They were test-flying a Vikers Viking Amphibian aircraft which spun into the ground from 1000 feet (305 m), killing them both. Bennett was a long-serving crew member for Ross, as a mechanic, and had accompanied him on the first aeroplane flight from Egypt to India in December 1918, and from England to Australia in November-December 1919. He and Ross were mourned as national heroes and their bodies were brought back to Australia. Bennett was buried in St Kilda cemetery on 19 June 1922 after a lying-in-state at Queen's Hall, Parliament House. An obelisk in his honour was unveiled at St Kilda on 26 April 1927. Speech delivered by Lieutenant General Sir Phillip Bennett KBE, AO, DSO when he unveiled the Memorial Plaque and opened the Donovan Joynt VC Club at Puckapunyal on 23 March 1983. Sir Phillip Bennett himself had an illustrious career and was Chief of General Staff when he delivered this address; he became Chief of the Defence Force in 1984 and after retiring from the Army in 1987 he was appointed Governor of Tasmania. Councillor Joseph Haweil spoke to a Legacy Comradeship Luncheon on 27 June 2023. Cr Haweil is Mayor of Hume City and a member of the Assyrian community in Melbourne. He spoke about the actions of Stanley Savige during World War 1 that lead to him saving over 50,000 Assyrian refugees in Persia. A valuable insight into the genesis of Melbourne Legacy, as well as the life and work of the founder of Melbourne Legacy, Lieut Gen Sir Stanley George Savige KBE, CB, DSO, MC, ED (1890 - 1954). The notation H5 in red pen shows that it was part of the archive project that was trying to capture the history of Legacy (late 1960s/early 1970s by Frank Doolan and Brian Armstrong- see item at 00456). A lot of other documents relating to the History file of the original archive are stored from 01475 onwards.Earliest extant Constitution of Melbourne Legacy, identified by J.H.B. Sir David Fairbairn KBE DFC was Honorary Colonel of 8th/13th Victorian Mounted Rifles Regiment 1981-83. Sir David served with 21st Light Horse prior to World War Two. During WWII he served with the Royal Australian Air Force flying Spitfires in Britain and Europe, and later in the war, in the Pacific theatre. Following the war, he entered politics, holding the federal seat of Farrer from 1949-1975. He was Minister for Defence 1971-73.
