Before the construction could commence the Great Depression of the 1930s intervened forcing the shelving of its plans. The new owners then offered the land for lease resulting in Frederick Werrett taking the opportunity to take up the land he formerly owned to continue his market gardening activities of growing potatoes, onions and other crops. The land and improvements made by Syme were leased in 1929 to Harry Telford a trainer from New South Wales. Phar Lap grazed there for a short time. [9] However the population of Melbourne continued to grow and the need for a sewerage treatment plant did not go away. In 1939 when the effects of the Depression had dissipated work on the Sewerage Effluent Treatment Plant commenced and the following year in October the Premier of the State, Albert Dunstan, officially commissioned it. The Sewerage Effluent Treatment Plant at Braeside served the communities of south-east Melbourne for thirty five years until 1975. In that year all the sewers that entered the Braeside plant were diverted to the South Eastern Trunk Sewer complex at Carrum.[10] In 1982 the chairman of the MMBW at that time, Alan Croxford, announced that a substantial part of the property at Braeside would be administered by the Parks and Gardens section of MMBW as a public park. Subsequently the responsibilities were transferred to Parks Victoria, the situation that exists today. It is known as “Braeside Park” now. A sextant is an astronomical instrument used to determine latitude and longitude at sea by measuring angular distances, especially the altitudes of the sun, moon, and stars. It is a doubly reflecting navigation instrument and used mainly by sailors to measure the angular distance between two visible objects. The name comes from the Latin sextans, or “sixth part of a unit,” because the sextant’s arc can be 60° or 120° of a circle depending on the model used. The primary use was to measure the angle between an astronomical object and the horizon for the purposes of celestial navigation. The estimation of this angle is known as sighting or shooting the object, or taking a sight. This angle and the time when it was measured is used in order to determine Greenwich Mean Time and hence longitude. Sighting the height of a landmark on land can also give a measure of distance from that object. History: The development of the sextant was as an improvement over the octant, an instrument designed to measure one's latitude. The octant was first implemented around 1731-present but can only measure angles up to 45°. As larger angles were needed to allow the measurement of lunar objects - moon, stars and the sun - at higher angles, the octant was superseded by the sextant. The sextant is a similar instrument but better made and allows larger angles from 60° to 120°. This improvement allows distances to be accurately calculated thereby giving longitude when used with a chronometer. The sextant was derived from the octant in 1757, eventually making all previous instruments used for navigational positioning obsolete. The sextant had been attributed to by John Hadley (1682–1744) and Thomas Godfrey (1704–1749), but reference to the sextant was also found later in the unpublished writings of Isaac Newton (1643–1727). Earlier links can be found to Bartholomew Gosnold (1571–1607) indicating that the use of a sextant for nautical navigation predates Hadley's implementation. An Octant is a doubly reflecting navigation instrument used primarily by sailors to measure the angular distance between two visible objects and was a forerunner of the sextant. The name comes from the Latin octo, or “one-eighth of a circle,” for the Octant’s arc which spans 45°, or one-eighth of a circle. The primary use of an Octant is to measure the angle between an astronomical object and the horizon for the purposes of celestial navigation. S.S, No 4688, Francis Street, Heathmont, 3135 History Two A4 pages of notes on the beginnings of the Heathmont S.S The text is:- STATE SCHOOL No 4698 Frances Street Heathmont, 3135 HISTORY School classes at Heathmont commenced in the original Methodist Church building in Canterbury Road in 1952 with Mr A.J. McKinlay as Head Teacher in charge of a school of 80 pupils. Shortly afterwards both a Parents and Citizens Association and the first School Committee were formed. Mr J.B. Harper was appointed as president of the Association and Mr H. Walker was elected as chairmen of the Committee, while Mr T. Jago acted as secretary to both bodies. Later in that same year the district Inspector, Mr H. Fleigner since retired and still a Heathmont resident, woe instrumental in obtaining a site for the establishment of the present Heathmont School at the corner of Frances Street and Balfour Avenue. The land was purchased from Mr. Handasyde, an orchardist of Wantirna South. In March 1963 a Bristol prefabricated aluminium building comprising four classrooms and an office was occupied. On April 21st, 1953 the school was opened officially by the Minister for Education, the Hon. A.E. Shepherd MLA. By December of that year the attendance had increased to 191 pupils, Mr N. Gillham was Head Teacher at the time. In February 1955 Mr. K. Gerraty succeeded Mr Gillham and by 1957 attendance had risen to 326 pupils necessitating the provision of additional light timber construction classrooms. Meanwhile the subdivision of large areas of local orchard land into housing estates with its resulting rapidly increasing population presented a persistent school accommodation problem that was met temporarily by the hiring of district church halls to accommodate a steadily rising attendance. Fortunately the tradition of voluntarily contributing to school funds and voluntarily providing labour initiated by the original parent bodies in 1952 was maintained. Then Mr V. Milligan commenced as Head Teacher in 1959, much of the steeply contoured playground area had been terraced, a football oval formed and the basketball court and assembly areas were sealed. These improvements were finally completed largely due to the enthusiasm, vigor and work effected by the School Committee under the chairmanship of Ringwood Councillor Mr JM McRae, as is borne out by the following report by Mr R.J. Chapman, District Inspector in 1961. "The local support by parents given to the Head Teacher and his staff is exceptional and I express my appreciation of their outstanding service." Mr Milligan's contribution to progress, however, lay equally in the internal educational development, particularly with regard to the teaching of reading. A course in the mechanics of speed reading, involving the use of the tachistoscope reading rate controllers and programmed comprehension sets was introduced and a start was made in the building up of a library of literature and reference books. As a result the Education Department appointed a Teacher-librarian to ensure continuity and further progress with this Reading scheme. A feature of Heathmont School is the splendid modern Art/Craft room opened while Mr L. Sebire was head teacher in 1966. This building and courtyard, linked to the original building by a covered way was designed by Mr Salvatore who acted as honorary architect, and was completed by Mr John F. Swan at a cost of �10,000 of which 52% was provided by a School Committee Co-operative loan and 42% by Departmental special grant. Materials used were white sandstone brick and oregon pine. The building bears the name of Councillor J.M. McRae Art Centre as a tribute to the man who did so much to enable its construction. An Art/Craft specialist teacher is provided by the Education Department. As attendance continued to increase to 520 children in 1969, additional accommodation became an urgent necessity. Following negotiations conducted by Mr A. Lethbridge School Committee President, Mr JJ Egan, former Principal and the present Principal, Mr A.S. Don the Education Department Assisted by a second Committee Co-operative loan, purchased the adjacent Baptist Church property thus providing much needed extra accommodation and playground area The newly acquired building is at present in use as two temporary classrooms, but will subsequent be used as a utility rope. This map was printed in 1925 and contains the Warrnambool Harbour alterations proposed by the Warrnambool Harbour Committee incorporating the original designs of Captain Menzies, the Warrnambool Harbour Master and the City Engineer, Mr A. Lavercombe. The main features of the proposal were the extension of the Eastern Wall to almost enclose the harbour and a basin in Lake Pertobe. The design was to be placed before the Victorian Royal Commission on the Outer Ports which was established partly to examine the allegations of unsatisfactory work carried out in Warrnambool when the Breakwater was extended 300 feet in 1914 and also to make recommendations regarding all regional ports. The Warrnambool Breakwater was completed in 1890 but failed to provide the shipping conditions needed to continue Warrnambool as a viable port. Many plans and proposals for port improvement such as this one were produced in the late 19th century and the first half of the 20th century with the port officially closed in the 1940s. Still today the Breakwater and Warrnambool Harbour conditions remain a source of contention.This map is significant as it shows a 1925 design for Warrnambool Harbour hitherto little-known. It also has markings showing land sites of the time (BayView Hotel, Woollen Mill etc.)This is a map made of thick yellow paper pasted onto a cloth backing. It has two cloth tags at the top for tying up the map when folded. It appears to be a hand-drawn map copied with printed material added. The map is shaded green and red in some areas. Attached by nails to the map are wooden frames, rounded at the bottom and partly curved at the top. The map is torn and partly detached at the top. In 1869 the Council moved to name this park "Victoria Park. The cricket pitch construction began in 1873 and major improvements to the ground were undertaken in 1881. It is still the primary sporting ground in Echuca, offering AFL football oval, cricket pitch and nets, athletics and entry to the Echuca boat ramp and the natural bush land of the scenic drive. It also houses Echuca Council caravan park. The signage in this photograph is no longer there and the enterance to the caravan park has moved.This area of Echuca has historically been a major recreational area for the town. Being the primary sporting ground since its establishment in 1869., the area has a number of sporting and recreational facilities for the people of Campaspe Shire, from natural bush walks in and along the Murray river to more formal facilities such as AFL football ground, firefighting training area, netball courts, cricket pitch and nets, and grass tennis courts.
