Relay Protection Instrument, Circa 1950's
This protection relay apparatus (a large electrical fuse), which permits the easy monitoring and disconnection of faulty electrical apparatus connected to the large SEC Victoria Hydro Scheme's electrical power producing generators. These generators are powered by the hydro force of "stored" water at a higher altitude. The establishment of both the NSW and Victorian Hydro Schemes was achieved from the early 1900's to the 1960's. At this point in time the need for additional power sources to quench both an industrial and domestic demand for electricity was purely an economic and not and environmental (carbon reduction) factor. This hydro scheme was instigated by "the Government of the day" as a bold move and was the major force of the World War II refugee and "technical" workforce inclusion of skilled and unskilled migration into the Australian environment. Although this mass "invasion" of workers with families was thought of in some circles as intrusive, the expansion of population post war years and its integration into the Australian rural sector, produced the multi- lingual multi-cultural diversity of later years.This protection relay is very significant to the Kiewa Valley as its use was introduced during the Kiewa Hydro Scheme. Although only a small apparatus it was part of the explosion of human resources into the valley. This influx of population transformed the region from that of a basically quiet rural region to one which evolved into both an industrial and a larger residential community. This evolution in the valley created a change, not only in the "physical" landscape but also the socio-economic expansion which permitted other "tourist" based industries into the valley.This protection relay unit has a black painted metal shell with four copper enclosed "prongs" fastened to the rear of the housing(from a bake-lite plate) . Between these "prongs" are four "empty" points allowing additional "screw on" bases. The front glass enclosed meter and recorder allows for the identification and automatic disconnection of any faulty equipment connected to the main power generator. This equipment acts similarly to a modern day circuit breaker found on the electrical circuit boards of residential homes.On the top section of the front panel "ASEA" to the left "Made in Sweden" and to the right "Frabrique en Suede" below this "RIS" below this a graph and next to it two columns of numbers and a pointer for each setkiewa hydro electricity scheme, victorian state electricity commission, relays, generators -

Stereoscope
The stereoscope was an interpretation device used to interpret aerial photography and the landscape. It was used by National Parks Victoria located at Mt Beauty to look at aerial photos so that they showed up the relief of the topography and therefore looked 3D.Used by National Parks Victoria staff located at the Mt Beauty office during the 1970's and early 1980's.Dark green wooden box with padded protection around the perimeter and on lid where 2 rectangular pieces of wood touch the stereoscope. The box is fitted with wooden dividers that fit around the stereoscope. The stereoscope is green metal with folding legs and sides attached to allow the stereoscope to sit on a surface. The instrument has 2 round glass ('mirrored viewing lens') cylinders eye distance apart, that allow light in from the side swinging doors. The amount of light is constricted by a rectangular piece of metal at the top of each leg. The box has swing clips used to close it and a metal swing handle all on the front side.The hinges are reinforced (and offer protection) by additional rubber pieces at each end. Inside the box is a brush made of bristle with a wooden handle - used for cleaning.Outside and top of box: written in black: No. 1026. 'Surveyor of Suburban Environs' was one of the acquisitions from the 1991 Eltham Art Awards (now known as the Nillumbik Prize - and formally the Nillumbik Art Awards). This was the first piece acquired from this award which was suitable for a public space. Nillumbik is referred to as the "Green Wedge" and the sculpture "Surveyor of Suburban Environs" suggests a watchful observer of the surrounding landscape. The sculpture's central motif represents an eye held up on a pedestal by a tail. Its form has been likened to the Eye of Horus, an ancient Egyptian symbol of protection, royal power and good health personified in the goddess Wadjet or 'green one'. This likeness would suggest that the observer or surveyor has a divine status and spiritual connection to its environment. Polished stainless steel sculpture comprising an eye reminiscent of ancient egyptian hieroglyphics, which is held up with a tappered and jaggered tail like pedestal. Concrete base. 8th/13th Victorian Mounted Rifles Regimental Collection

The Dibb Report into mainland defence of Australia,1986, among other things identified the requirement for protection of key assets in Northern Australia and the possibility of involving Army Reserve (Ares) units in this thus releasing regular forces for offensive operations. Dibb also pointed out that this defined role would result in a huge lift in Ares morale. In June 1988, the 3rd Division (3Div) conducted a Tactical Exercise without Troops (TEWT), Exercise ‘Distant Trumpet’ in the Katherine- Darwin area to study problems associated with defence against low level incursions against Tindal RAAF Base. Exercise ‘Northern Explorer’ followed in October of that year when units of the 3Div including A Squadron 8/13 Victorian Mounted Rifles sent patrol groups to get a first taste of environment and conditions. Post-Exercise reports had to include recommendations re: health, equipment and adaptation of Standing Operating Procedures (SOPs) in preparation for the new role deploying to Northern Australia. The first deployment by 8/13 Vistorian Mounted Rifles was in 1988. Deployments continued i following years. In September 1993, 3 Troop (Wangaratta) VMR Squadron 4/19 PWLH commanded by Captain Kelvin Robertson deployed to NT. The training began with airfield defence at Tindal followed by a 1000km recon into Arnhem Land in four Landrovers. The troop reported on the conditions of the roads, airfields, bridges (mainly causeways) resources such as fuel supplies in the towns and infrastructure. Each troop taking different route. 3 Troop had the Northern route through Kakadu National park across the East Alligator River to Oenpelli then to Maningrida and Ramangining and south to the Central Arnhem Road and back to Tindal Air force Base. Kelvin Robertson enlisted on 6 April 1981 at Cobram where Lieutenant Dan Wyborn was the troop leader at 2 Troop A Squadron 8th/13th Victorian Mounted Rifles (2TP A SQN 8/13 VMR). He completed the Initial Employment Training Course (IET) and then an M113A1 driver’s course in March 1982. Course Senior Instructor (SI) was Captain (CAPT) John McLean and wing instructor Warrant Officer Class 2 (WO2) Mick Baxter (ex-Driving & Servicing Wing instructor at the School of Armour). He served with 2TP at Cobram as a trooper Driver/Signaller until June 1982 when he was selected for officer training. He served two years as an Officer Cadet in Course 21 at Officer Cadet Training Unit (OCTU) graduating in June 1984. He returned to 8/13 VMR and completed the 1/85 Army Reserve (ARES) Regimental Officers Basic Course (ROBC Reconnaissance), then was posted immediately as 1 TP LDR for the Hay Booligal Annual Field Exercise (AFX). In 1985 he took command of 2TP at Cobram until Nov 1987 when he transferred to C Squadron First Armoured Regiment (CSQN 1AR). This began six months full time duty in which Lieutenant (LT) Robertson completed the regular army 1/88 (ROBC Tank), and then served as CSQN's first and only ARES Leopard Tank TP LDR until the next ARES LT was trained up as 2TP LDR. He later served as the CSQN Liaison Officer (LO) on the First Brigade (1 Bde) exercise ‘Predators Advance’ and as a staff officer on a Second Division (2Div) exercise. In Jan 1991 he studied at the Reserve Command and Staff College (RCSC). Upon completion of Grade 3 he was promoted to CAPT and transferred back to a reconnaissance troop, 3TP VMR SQN 4th/19th Prince of Wales’s Light Horse (4/19PWLH) at Wangaratta. CAPT Robertson transferred to the Inactive List in 1994, but in 2011 returned to the Active List serving as Operations Captain (OPS CAPT) at Regimental Headquarters (RHQ) 12th/16th Hunter River Lancers (12/16 HRL)and later Second-In-Command (2IC) Tamworth-based Operations Support Squadron (OPSPT SQN), and at 9 day exercises at Singleton range and an exercise at Townville High Range in Protective Mobility Vehicle (PMV) Bushmasters. In 2013 after completing the ARES Grade 3 Staff Officers course in Brisbane he returned home to Jerilderie and served as 2IC A SQN 4/19 PWLH based at Latchford Barracks Bonegilla. He was awarded the Defence Long Service Medal (DLSM) in 2014. Highlights of his career included being Parade Commander for the 75th anniversary Beersheba parade in Canberra on 31 October 1992. The guard, drawn from the VMR SQN 4/19 PWLH represented the 4th Light Horse Regiment, a participant of the Charge. Then twenty years later, 2012, he was invited to speak at the Quirindi Anzac Day ceremony. On this occasion he was serving with 12/16 HRL, so in two ceremonies, 20 years apart, he had represented both the 4th LHR and the 12th LHR, the two lead Regiments that charged Beersheba. CAPT Robertson was placed on the Inactive List again in 2015. Nicholas Caire was born on Guernsey in the Channel Islands in 1837. He arrived in Adelaide with his parents in about 1860. In 1867, following photographic journeys in Gippsland, he opened a studio in Adelaide. From 1870 to 1876 he lived and worked in Talbot in Central Victoria. In 1876 he purchased T. F. Chuck's studios in the Royal Arcade Melbourne. In 1885, following the introduction of dry plate photography, he began a series of landscape series, which were commercially successful. As a photographer, he travelled extensively through Victoria, photographing places few of his contemporaries had previously seen. He died in 1918. Reference: Jack Cato, 'Caire, Nicholas John (1837–1918)', Australian Dictionary of Biography. The 1860s marked the beginning of the era of reserves and missions. Six Aboriginal reserves were established during the 1860s. These were under the control of the Board for the Protection of Aborigines. Four were Christian missions receiving government aid. These were Lake Tyers (Anglican) and Ramahyuck (Presbyterian/Moravian) in eastern Victoria for the Gunai/Kurnai clans; Ebenezer (Moravian) in north-west Victoria for the clans of the Wimmera and Lower Murray; and Lake Condah (Anglican) in south-west Victoria. The other two were secular government controlled reserves: Framlingham which, like Lake Condah, was established for the Mara-speaking Gunditjmara and Kirrae-wurrung people of south-west Victoria; and Coranderrk, located about 60 kilometres north-east of Melbourne, for the Kulin clans of central Victoria. Plant specimen - Branch, Port Jackson fig tree, Holy Trinity Anglican Church, Dec 1999
The tree was chopped down December 1999 in spite of local opposition, to make way for a planned development of the church hall. The application was refused by Port Phillip Council but approved by VCAT in a contentious decision. There was conflicting advice about the health of this tree which at that time enjoyed no protection under the planning scheme. Local landscape architect, Ray PICKFORD, landscape architect and owner (at that time) of Morley's house at cnr Farrell and Nott St, was so distressed by this action that he stripped in an attempt to generate media attention. This event was about sharing awareness about the impacts of foxes in rural areas and discussing methods to control their populations. There were two mains speakers at this event, the first; Camille Veselsky, a specialist in fox behaviour who worked for the Hume Rural lands Protection Board on pest animal control, and the second; Leanne Wheaton, a nature conservationist. Camille Veselsky is a specialist in fox behaviour who worked for the Hume Rural lands Protection Board on pest animal control for 27 years. This date is suggested by the photograph's position in the 2004-2005 Wooragee Landcare Group Coordinator's Report folder. A note accompanying the item suggests an alternative date of 24th June 2004, however. This event raised awareness about the impacts of foxes in rural areas and provided practical training in techniques to control their populations. Flyers contained in the parent folder suggest that baiting may have been agreed as a method of fox control as the event depicted was followed by a two week baiting campaign a fortnight later. Ground-dwelling native species are particularly susceptible to predation by foxes, which when combined with loss of habitat can endanger these species. Affected species include Speckled Warblers, Plovers, Diamond Firetails, Spotted Quail-Thrushes, Turquoise Parrots, Dunnarts, Bandicoots, Phascogales, skinks, geckos and legless lizards. All photographs are black and white except where stated, with 386 photographs over 198 pages.From Victorian Heritage Database citation for Glernfern H0136 https://vhd.heritagecouncil.vic.gov.au/places/57 (as at 23/10/2020) Glenfern was built on spacious grounds at the corner of Inkerman and Hotham Streets, East St Kilda in two main stages in 1857 and 1876. From 1876 to 1984 Glenfern had only two owners, including the well known Melbourne family of artists, the Boyds. The property was bequeathed to the National Trust of Australia (Victoria) in 1984 and has remained in their ownership. The original Glenfern allotment was bought by John Bakewell in 1856 and sold the following year to Francis McDonnell, a prominent Melbourne investor. By 1858, the house, rated as the most valuable in Caulfield, had been built on the site. Due to financial difficulties, McDonnell offered a number of properties for sale in 1860, including Glenfern. It was not sold at this stage, but subsequently mortgaged in 1862. In 1866 Thomas Watson purchased the property and lived there until 1876 when it was sold to Captain John T. T. Boyd and his wife, Lucy, founders of the Boyd dynasty of artists, musicians, writers and architects. The Boyd family, including twelve children, lived there until 1907, with Lucy Boyd retaining ownership after her husband's death in 1891. In 1907 the property was subdivided and the greatly reduced Glenfern portion was purchased by the Ostberg family, who lived there from 1915. In the latter years of Boyd family ownership and the Ostberg ownership, Glenfern had several tenants and was run as a school on two occasions. The Ostberg family occupancy continued until the death of Miss Amy Ostberg in 1984. From 1929 the property was listed as Glenfern Flats, necessitating various internal alterations over a period of time. The original two storey house, attributed to architect Charles Laing, was extended for the Boyd family in 1876, by architect M. Hennessy. This comprised the addition of a two storey wing to the south of the existing building. Stables were built in 1884 by the architects Smith and Johnson and other outbuildings, since removed, were recorded on the site. The gardens were developed from the establishment of the estate and remnants of early plantings, exotic trees in particular, are evident. Various additions and alterations were made to the house in the twentieth century and a separate block of flats was built on the southern boundary in c1964. Glenfern is a two storey picturesque Gothic house of stuccoed brick with steep, gabled slate roofs, elaborate bargeboards and chimneys of conjoined stacks set diagonally. The original, asymmetrically planned L-shaped house, containing the principal rooms and a rear wing, was designed with two main facades facing north and west. The north facade contains an unusual recessed pointed arch bay formed between twin chimney flues. Internally cedar joinery includes an unusual set of double doors between the drawing room and parlour, the centre pair of which fold back and then slide into the walls. Detailing of the 1876 additions copied that of the original house, including the bargeboards, chimneys and western verandah. Ownership of Glenfern passed to the National Trust of Australia (Victoria) in 1984 and in 2002 transformation of the property into a Centre for the Arts and Culture commenced. This began with the establishment of an Artist-in-residence programme, followed by the Glenfern Writers Centre. Restoration and renovation of the building has been undertaken concurrently with the establishment of this centre. How is it significant? Glenfern, East St Kilda is of architectural and historical significance to the State of Victoria. Why is it significant? Glenfern is of architectural significance as an unusually intact and rare example of the picturesque domestic Gothic Revival house in Victoria. Of particular note are the clustered chimneys, bargeboards and twin arched chimney flues and the folding/sliding cedar doors between the principal rooms. It is significant as an important work of the prominent Melbourne architect, Charles Laing. Glenfern is of historical significance for its connection with the distinguished Victorian Boyd family. It has been recorded in a painting by Emma Boyd, wife of Arthur, in 1885 and in print by writer, Martin Boyd in 1952. Glenfern is of historical significance due to its ownership by only two families from 1876; firstly the Boyds until 1907 and the Ostbergs until 1984. The main building has a comer splay and balustraded parapet with curved pediments, the words "Wybar's Buildings 1887" having been obliterated but "Caulfield Bakery 1887" with the characteristic wheatsheaf surviving in raised cement work. The walls are stuccoed and richly ornamented with bracketed cornices and keystones with masks extending to the Bakery. The main building is further distinguished by the Masonic symbol of the mason's dividers in the pediment whilst the upper level of the bakery is in overpainted brickwork. It is aesthetically significant (Criterion E) as a very early example of a Queen Anne influenced late Victorian villa, comparing at the State level with ''Woodlands'' (1888), North Essendon, generally acknowledged to be one of Australia's earliest houses to fully exploit this emerging style. HISTORY:-- From Victorian Heritage Database citation for Labassa https://vhd.heritagecouncil.vic.gov.au/places/278 as at (26/10/2020) Labassa, Caulfield is one of Melbourne's most lavishly decorated nineteenth century mansions. It resulted from the extensive remodelling in 1890, of an earlier house, known as Sylliott Hill, which was begun in 1862-3 for lawyer, Richard A. Billing. The land at the corner of Balaclava and Orrong Roads was first acquired in 1854 by William Lyall, transferred to his partner, John Mickle, in 1859, who also acquired the adjoining allotment in Balaclava Road, and the three allotments were conveyed to Billing. His first eight-roomed house was extended significantly in 1873 into a twenty-roomed house by architects Crouch and Wilson, who were possibly also responsible for the first house. This reflected Billing's success as a barrister, and he resided at this property until his death in 1882. In 1883 prominent Melbourne businessman, Alexander William Robertson, leased the Sylliott Hill property from Billing's widow, and in 1885 he purchased the adjoining allotment in Balaclava Road. He purchased the Billing's property in 1887 and renamed the 6.31 hectare property, Ontario. In 1889-90, Robertson commissioned the German born architect, John A. B. Koch, to extensively remodel the house into a thirty-five roomed mansion. The existing house was extended and altered, largely resulting in the nineteenth century mansion as it now appears. After Robertson's death in 1896, the house was tenanted until it was eventually sold to the mining millionaire, John Boyd Watson, in 1904. He renamed the property Labassa and carried out repair and re-decoration work to the house. In the early twentieth century, many large estates were subdivided into smaller allotments as the demand for land grew and it became difficult to maintain such large estates. After Watson's death in 1911, portions of the Labassa estate were offered for sale, with Mrs Watson retaining a 1.73 hectare portion containing the house. In 1913 forty-six allotments were auctioned at Labassa Estate, with the formation of Labassa Grove and Ontario Street to the east of the property. Labassa was first recorded as containing flats in 1923 and in the late 1920s, the owner, Robert Hannon, built a red brick block of flats adjacent to the house. Subdivision continued, until the National Trust of Australia (Victoria) purchased the house in 1980 and subsequently purchased adjoining sites, one to the south-east in 1984 (house demolished in 1988) and to the west in 1988. Labassa as it now stands is substantially as it appeared when Koch completed the work in 1890. The original two storey house was transformed into a French Renaissance style mansion, with the addition of a two level L-shaped arcaded verandah and two prominent terminating bays to the south and the east. The building is of unpainted cement render with dressed bluestone plinths, balustraded parapet and steep, slate covered, flat topped mansard roofs behind. A truncated conical roof is a feature of the south bay and a helmeted head is incorporated in the parapet over the east bay. The main south and east facades incorporate many cast cement details, including sculptures, elaborate cornices, swagged Corinthian columns and caryatid consoles flanking the entrance porch, as well as pink marble panels and imitation marble, or scagliola, on curved surfaces. At the rear of the building is a two storey wing and a single storey cottage, the former being connected to the main house by a tower. This section of the house was constructed in 1873. The estate at its peak included stables (1873), conservatory (probably 1890) and a tennis pavilion (probably 1890). All of these outbuildings survive, with the stables and conservatory being converted for residential use after 1922. Internally a range of decorative treatments remain from the late nineteenth century and the early twentieth century, both from the Robertson and Watson periods of occupancy. These include wallpapers, ceiling decoration, chimney pieces, mouldings, joinery and decorative glass. Labassa, Caulfield is of architectural, aesthetic and historical significance to the State of Victoria. WHY IS IT SIGNIFICANT? Labassa, Caulfield is of architectural significance as the most prominent example of a small number of houses built in Australia in the French Renaissance style. It is of further note due to the German interpretation of the style and the use of Hellenistic sources, via Germany. It is exceptional for its lavish treatment externally, including marble, scagliola, caryatids, swagged columns, mansard roofs and ornamental cresting. Labassa is of architectural significance as the most important surviving example of German architect, John Koch's domestic work. He undertook a large variety of work in Melbourne, including a number of houses, however Labassa is the most lavish example of his work. Labassa is of aesthetic significance for its outstanding assemblage of late nineteenth and early twentieth century European style interior decoration, which remain remarkably intact. These include a trompe l'oeil ceiling, painted ceilings, embossed imitation leather and other papers, chimney pieces, ceramic tilework, oak parquetry and stained glass, including a tripartite window by Ferguson and Urie, probably dating from the 1873 period. Labassa is of historical significance as an illustrative example of the wealth acquired by a number of prominent Victorian families in the second half of the 19th century. The early development of the property, Sylliott Hill, was due to the wealth acquired by Richard Billing, barrister and fifth Victorian to be appointed Queen's Counsel in 1878. The significant development in 1890 of Ontario, is illustrative of the wealth of Alexander Robertson, a partner in Cobb and Co., a director of Goldsborough Mort & Co., and a pastoral speculator. John B. Watson, whose father had acquired great wealth from the goldfields of Bendigo and subsequently invested in city and country properties, was the third resident to impact on the house, particularly the interiors. The Labassa estate is of historical significance as an illustrative example of the development that occurred in such suburbs as Caulfield in the 1880s due to the land boom, its proximity to Melbourne and the establishment of the Melbourne to Gippsland railway in 1879. It is also illustrative of an estate which succumbed to the pressures of subdividing in the early twentieth century, as properties became difficult to maintain and demand for land close to the city grew. It was typically divided into flats in the 1920s and was used as such for about sixty years. It is of historical significance for its associations with the remnants of the earlier estate which remain extant. These include the stables, conservatory (H2005) and tennis pavilion which all remain on separate sites. Also significant are the remains of early electrical wiring and fittings. Labassa was one of the first houses in Caulfield to be electrified and some of the original wires remain. Guest, a contractor resident in nearby Downshire Road, in 1889-90, presumably as a speculative venture together with the extant house at adjoining No.61. It is aesthetically significant. It is aesthetically significant (Criterion E) as an exceptionally richly ornamented medium sized Boom period villa in Caulfield South, being unusual in this respect in its locale and comparing with nearby "Sprouston" at 19 Blanche Street (1887).
