From the Victorian Heritage Register: The foundation stone of the original Portland Town Hall was laid by William Learmonth on 21st September, 1863 following a competition and subsequent public controversy over the permitted entry of architect John Barrow. The conservative classical design of municipal surveyor Alexander Ross was preferred and this axially planned design with central council chamber and side offices fronted by a fine axed pedimented gable entablature of basalt and Tuscan Doric pilasters was completed by 24th may 1864. The old Town Hall is one of a distinguished group of public buildings in Portland and an interesting example of conservative classical architecture of the first years of settlement in western Victoria. The basalt structure was partially erected of stone from the Portland stockade and has significant historical associations with local Government administration in the district. The Town Hall is the most impressive work of Alexander Ross, a surveyor architect whose career remains largely undocumented. The old Town Hall at Portland has been discreetly extended at the rear to provide additional meeting room accommodation. Used by William Learmonth Esq., Chairman, Portland Municipal Council, to lay the foundation stone for the Portland Town Hall, 21st September 1863Silver Towel, engraved with decoration and inscription. Bone handle. In leather case, lined on the inner base with blue velvet, and inside the lid with cream silk. The leather case has two brass hinges and a small brass clasp.Engraved on face of trowel "PRESENTED / by the / MUNICIPAL COUNCIL / of / PORTLAND/ To / William Learmonth, Esq / their Chairman / on the occasion of his laying / the FOUNDATION STONE of / the / COUNCIL CHAMBER / 21st September, 1863". Part of a photographic record of Buninyong township. The buildings range from 1960s back to 1896, 1887, 1866, to a remnant of 1855, hidden within the shop of D. Brown electrician, consequently reflecting much alteration and change when compared to earlier photos.The streetscape is of historic significance, recording the detail of the streetscape in 1993. Many of the buildings have since undergone significant renovation/change.Streetscape of Learmonth St., Buninyong, looking over roundabout to Town Hall and businesses. Elm trees in the grounds of the Uniting (formerly Presbyterian) Church are seen in the background. Buildings are the fire station, council offices, Town Hall, Whykes Butchers, M. & D. Brown electrician, Buninyong Cake Shop and former bank, now a residence. Oak trees are in front of the council offices and shire hall. One tree planted in 1959 to mark the occasion of the connection of a water supply to Buninyong. A variety of elm is at the end of the row outside the Bank, now a residence.
