Appendix to Shire Secretary’s Report, 28 November 1966 SHIRE PRESIDENTS Local Government in this part of the State could be said to have commenced with election in 1846 of three trustees for "The Parish Road, leading from the Suburban Allotments in the Parish of Jika Jika, near Melbourne, to the Village Reserve in the Parish of Nillumbik". The Upper Heidelberg and Old Eltham Road follow approximately the original line of road proclaimed in 1840. The Eltham Road District was proclaimed on 24.9.1856. A meeting of landowners and householders of the Eltham Road District was held on 14.10.1856 at the Fountain of Friendship Hotel, Little Eltham, for the purpose of forming a District Road Board. To date I have been unable to locate any record of the names of the members elected, or of the first Chairman. Further research may yield the desired information. The Shire of Eltham was constituted on 28.3.1871. The proposed Roll of Shire Presidents should, I believe, also include the Road Board Chairmen. It may also be considered fitting to recognise the Heidelberg or Nillumbik (or Warringal) Road Trust in the same way. The first Minute Book of the Board, covering the period 1856 to 1863, has apparently been missing for many years. The Shire Minute Book for the period 1878 to 1885 is also missing. The absence of these vital records makes difficult the compilation of a complete and accurate list of Chairmen and Presidents. Although an early letter book yielded the names of the Shire Presidents in 1878, 1879 and 1800. The names prior to 1863 were derived from Rate Books and Government Gazettes. Author W M Smart, M.A., D.SC., F.R.A.S. (William Marshall Smart), (1889-1975) Regius Professor of Astronomy in the University of Glasgow, Instructor-Lieut. in the Royal Navy during World War I. and John Couch Adams Astronomer in the University of Cambridge. In 1943 he was elected as a fellow of the Royal Society of Edinburg. From 1949-1951 he was President of the Royal Astronomical Society and a member of the Royal Institute of Navigation. In 1958 he was awarded the Lorimer Medal of the Astronomical Society of Edinburgh. The publisher firm, Longmans, Green & Co, was originally founded in 1724 in London by Thomas Longman under the name Longman. In August of that year, he bought the two shops and goods of William Taylor and set up his publishing house there at 39 Paternoster Row. The shops were called Black Swan and Ship, and it is said that the 'ship' sign was the inspiration for Longman's Logo. After many changes of name and management, the firm was incorporated in 1926 as Longmans, Green & Co. Pty Ltd. The firm was acquired by Pearson in 1968 and was known as Pearson Longman or Pearson PLC. The book was sold by Collins Book Depot which was founded by Frederick Henry (Harry) Slamen in 1922. In 1929 the form became a Proprietary Limited Company with an additional two stores, at 95 Elizabeth and 361 Swanston Streets, Melbourne. Collins Booksellers is still owned by the Stamen family. It is the largest Australian-owned bookselling chain.The book is significant due to its connection with navigation at sea. Its author W M Smart was a learned astronomer and an Instructor-Lieutenant for the Royal Navy during World War I. Pru Sanderson, in her groundbreaking ‘City of Kew Urban Conservation Study : Volume 2 - Development History’ (1988), summarised the periods of urban development and subdivisions of land in Kew. The periods that she identified included 1845-1880, 1880-1893, 1893-1921, 1921-1933, 1933-1943, and Post-War Development. These periods were selected as they represented periods of rapid growth or decline in urban development. An obvious starting point for Sanderson’s groupings involved population growth and the associated economic cycles. These cycles also highlighted urban expansion onto land that was predominantly rural, although in other cases it represented the decline and breakup of large estates. A number of the plans in the Kew Historical Society’s collection can also be found in other collections, such as those of the State Library of Victoria and the Boroondara Library Service. A number are however unique to the collection.The Kew Historical Society collection includes almost 100 subdivision plans pertaining to suburbs of the City of Melbourne. Most of these are of Kew, Kew East or Studley Park, although a smaller number are plans of Camberwell, Deepdene, Balwyn and Hawthorn. It is believed that the majority of the plans were gifted to the Society by persons connected with the real estate firm - J. R. Mathers and McMillan, 136 Cotham Road, Kew. The Plans in the collection are rarely in pristine form, being working plans on which the agent would write notes and record lots sold and the prices of these. The subdivision plans are historically significant examples of the growth of urban Melbourne from the beginning of the 20th Century up until the 1980s. A number of the plans are double-sided and often include a photograph on the reverse. A number of the latter are by noted photographers such as J.E. Barnes.In November 1917, the Ermington Estate was advertised as an ‘Executor’s Sale’. It included the 10-roomed villa residence, ‘Ermington’, home of the late Mrs. Lorimer, and 10 ‘magnificent allotments’. The plan in the Kew Historical Society Collection is a little more specific. Ermington is described as having 9 Rooms &c. and there are 11 lots shown on the west side of Hillcrest Avenue. In the plan, the latter is named as ‘Hill Crest Avenue’. The plan indicates that the subdivision was based on the surveying work of Johnson & Tait. Opposite Ermington, the existing house ‘Parkhill’ is identified. A faded stamp on two parts of the plan indicates that it was in the possession of Jas. This has been a home/surgery for a number of general practitioners. Dr Hedley Francis Summons is listed on the 1931 and 1936 electoral roll as resident / practising here. He was born in Kew in 1899 (died in 1967) and married Elsie Florence Finlayson in 1925. They had a son and daughter. In 1937 the family returned to Melbourne from Edinburgh. He became Lt Colonel of the 2nd 9th Field Ambulance, 2nd AIF in WW2. He was taken POW on the fall of Singapore and there is a portrait of him by Murray Griffin done in Changi. Dr Lorimer Grant Morton (1904-1989) graduated in 1931 and was registered at 627 Whitehorse Road in that year until c1937. Dr Alan Herbert McNaughton graduated in 1932 and was the general practitioner during the WW2. He is listed at the address in the 1942 and 1943 electoral roll. He married Nancy Winifred Bottomley in 1940. Dr Jack Ramsay Collie (1914-1990) was a general practitioner at 627 Whitehorse Road from c1954-1980. He served in RAN in WW2; married Mary Sewell Graham in 1945 and had a son and a daughter. 627 Whitehorse Road probably ceased as a medical practice after his retirement. Sale history: Sold in November 2007 by Marshall White Real Estate for $1.455M Sold in September 2011 by Jellis Craig real Estate for $1.75MThe house is significant as an example of past practice of general practitioners having their surgeries as part of their home. This example is from a later date than the Surrey Hills Medical Centre (SHMC) at 174 Union Road, which was purpose-built for Dr James Landells Blakie in c1911.
