Nillumbik Commissioners used 'reserve power's to permit a controversial Shell service station and Hungry Jackls restaurant development at the former Eltham Shire Office site at 895 Main Road. More than 200 people attended the Council meeting in the public gallery and protested at the decision. 32 personal submissions were made to Council's Planning Special Committee meeting whose members vioted 3-2 against the development. The Committee consisted of the three Nillumbik Commissioners and three community members (Jim Connor, Bronwyn South and Janet Mattiske). Chief Commissioner Don Cordell, a former Shell employee excused himself from voting and the three communbity memebrs voted against the submission. The other two commissioners, Vin Heffernan and Kevin Abbott voted against it. They then immediately closed the meeting and opened a Council meeting lasting just seconds to use special reserve powers to overturn the decision. Community residents who made submissions included Russell Yeomans speaking on behalf of the Eltham Gateway Action Group and Eltham District Historical Society, Des Ryan on belaf of Eltham Senior Citizens, Angela Newhouse, others on behalf of Our Lady Help of Christians Primary School and Judge Book Village, Tom Munro, Ian Jennings, Margartet Ball a fifth generation descendant of the Shillinglaw family, one of the early settlers of the area and owner of the land that was sold to Council, Frank Burgoyne who said "there will be a lot of creaking and rumbling in the cemetery if this goes through. So many old people who have done so much for Eltham are buried up there and it is up to us to pass on what they left to the younger generation. Eltham is a beautiful spot; why louse it up?" She was educated at Melbourne and while still a child went to live on a station at Orbost, and grew up close to the bush she came to love so much. In 1888 she went to Melbourne to be trained as a nurse at the Royal Children's Hospital, Melbourne, and in 1891 published a small volume of prose sketches, Hospital Children. Having qualified she obtained a position on a station near Geelong, and subsequently married Francis Mullis. She contributed verse to the Australasian, and in 1895 Poems by Jennings Carmichael was published. She lived for a time in South Australia and then went to London, where she died in poor circumstances in 1904. Her husband, Henry Mullis, was last recorded in the workhouse in Woolrich, but then disappeared leaving the three children- Geoffrey 7 yrs, (Thomas) Clive 5 yrs & 4 year old (Archibald) Keith and one year old (Rupert) Wyatt, destitute & were sent to the Northampton workhouse, (Thomas ) Clive dying in 1906. In 1910, a group of Carmichael's admirers, discovered the whereabouts of her children, where a public fund was established to bring the children to Australia, the Victorian Government giving them free passage, arriving in Victoria in October of 1910. The children were placed in private homes and took on their mother's single name of Carmichael. In the late 1930s, plaques were unveiled in Orbost & Ballarat in honor of Grace Jennings Carmichael. The one in Orbost was part of the "Back To' celebrations. It hung in Mechanics' Institute in Orbost.This is significant to the Orbost region in that it is associated with a woman who is certainly our foremost female poet. These letters were received by Henry James of Orbost. Henry James (1860-1932) was a well-known identity in the Orbost district. He was a stock agent and auctioneer who helped to establish the seed bean industry in Orbost. He was the second secretary of the Snowy River Shipping Co. as well as a shire councillor and prominent member of MUIOOF. They concern a fund established to raise money to bring the three sons of Jennings Carmichael to Australia. A committee established by Henry Gyles Turner, a a notable Australian banker and historian, was formed to raise funds to bring the boys to Australia. "The first Presbyterian Church service was conducted at the Orbost Station Homestead in 1885, during a visit by Sir William Clarke, who was accompanied by two ministers. The organist was resident Grace Jennings Carmichael. Services were later held in Mr J. W. Borland’s shop and the Mechanics Hall. In 1887, the land on which the church now stands was purchased from Mr James Hossack snr, for £50 ($100). The trustees were Mr John, Peter and Hugh Cameron, Mr John A Watt and Mr James Hossack Jnr. Timber from Richardson’s Tabbara Mill was used by builder Mr R. P. Cameron and at a cost of £311.3.7 ($622) the church was opened January 9th 1898." (from Newsletter 90 Margaret Smith) In 1928 the Sunday School hall was added to the church. Mr R.P. Cameron was the contractor for both the manse and the church. The first communion service was held on July 17 1892. the Presbyterian Church was commenced in Orbost in 1855 when the Reverend Chas Attwood was settled in pastoral charge.This is a pictorial record of the Presbyterian Church in Orbost as it was in the mid 20th century. Dust coat worn by Mr Frederick Alister Jennings when he managed a family grocery store circa 1948 at 510 Point Nepean Road, East Brighton. Frederick was born at Nagambie, Victoria in 1909 and died in Brighton in 1979. He was the son of Hugh Edwin Jennings and Alice Constance Warren. He married Margaret Jean Hughes in 1934 and served in the Second World War. He lived at 1 Valda Grove Brighton. Frederick was a commercial traveller as well as his time spent managing the store in Point Nepean Road. It is believed this coat dates from his time at the store c1948 - 1955. The store was owned for many years by his father-in-law W. G. Hughes and was one of a group of shops near the corner of Centre Road. In 1944-45 the group of shops included Fletcher’s fuel merchants, a haberdasher, butcher, fruiterer, grocer, Brighton East post office, a ladies’ hairdresser and Hughes’ grocer. In 1950 Hughes’ grocery store was between a service station and the Commercial Bank on what had been renamed Nepean Highway. The business was sold to G. S. Maynard, grocer, sometime before 1960.Unlined dustcoat of beige cotton. Fastens centre front with three brown plastic buttons. Two large patch pockets. Separate cloth belt with metal buckle.
